ACTION WEST LONDON
OPERATIONS AND BUSINESS DEVELOPMENT MANAGER
Job Purpose: To oversee and manage Acton West London’s contracts, projects and social enterprises and to assist in securing funding and new business development.
Salary £35-40k + pension contribution.
Location Acton,
Line Manager: Chief Executive
Senior Management Team: To form the senior management team with Chief Executive and Finance and Facilities Manager and to Deputise for the Chief Executive as required.
To Line Manage: Project managers (currently 5) and other staff as required.
Job Description
OPERATIONS:
1. To work with project Managers to ensure that all AWL projects are managed effectively and achieve contracted outputs and outcomes.
2. To work with the Finance and Facilities Manager to ensure that all Financial targets from contracts and projects are monitored regularly and achieved.
3. To develop, implement and continuously co-ordinate performance management processes and systems with Managers and staff.
4. To ensure compliance through effective leadership of all contractual requirements and adherence to all internal and external Quality requirements.
5. To liaise with Action West London part- time HR consultant over HR issues
6. To liaise with Prime contractors contract managers, grant funders , DWP/SFA/Home Office and local authority and other commissioners to ensure smooth working of all projects and contracts
7. To oversee management and development of Action West London’s Volunteer and Intern programmes.
8. To oversee operation of Action West London’s programme of pro bono support.
9. To oversee and manage Acton Street Market social enterprise.
10. To participate actively in Action West London’s Monthly Managers meetings
11. To oversee collection of project monitoring data and measurement of Action West London’s social impact
12. To manage and promote AWL’s social impact measurement processes.
BUSINESS DEVELOPMENT
1. To contribute fully to the development of Action West London’s strategy and business development.
2. To liaise with Prime contractors, submit Expressions of Interest for subcontracting and to negotiate contracts with commissioners.
3. To liaise with local authority, DWP, SFA, Home Office and other Commissioners to win new business.
4. To prepare funding bids to grant making trusts and other funders.
5. To prepare and submit tenders for contracts
6. To represent Action West London at partnership and key stakeholder meetings.
7. To contribute ideas to the development of new social enterprises that generate income for Action West London.
8. To investigate a wide range of opportunities for Action West London to win new business in West London Boroughs.

Person Specification
1. Qualifications: degree level qualification or equivalent or relevant knowledge and expertise
2. Demonstrable understanding of Welfare to Work /Work Programme type contracts
3. Demonstrated expertise and track record of managing ‘payment by results’ and similar target focused contracts and projects.
4. Demonstrated expertise in performance management, leadership and staff management.
5. Experience of liaising effectively with Prime contractors and commissioners.
6. Experience of understanding a range of data sets including performance and quality MI and in developing plans in line with the relevant data sets.
7. Ability to develop and manage high performing projects including managing partners and /or sub-contractors
8. High performing organisational and project management skills.
9. Strong motivational and interpersonal skills together with excellent relationship management skills.
10. Excellent communicator and high level of presentation skills.
11. An understanding of policies in employment, education; and training sectors and ability to win business in these areas.
12. Experience of writing bids, tenders and grant applications.
13. Innovative, proactive and with a ‘can do’ attitude.
