Open Tender Notice No. Com/Pub/V.Wrap/Trains/2014
The Divisional Railway Manager (Commercial), E.C.Railway, Danapur for and on behalf of the President of India invites sealed open tender under two packets system separately for award of contract for display of advertisement on exterior and interior sides of the coaches for any of the following trains through full painting/vinyl wrapping, from reputed and experienced Firms/Advertisers/Companies in the field of Commercial Publicity.
1.Nature of Work: - Advertising on exterior and interior of coaches through full painting/vinyl wrapping on exterior side coaches excluding windows glass and fixing stickers/panels inside coaches of different express trains. If full vinyl wrapping is opted on exterior side then the observing the special conditions as enumerated in the special conditions are to be observed.
2.Details of reserve price, earnest money and cost of tender documents train-wise are as under:-

A tenderer may like to bid for more than one train but it will have to be done separately.
Reserve Price: Tenderer will have to quote his rate against the reserve price of 1st year as mentioned above in the list. License fee for 2nd & 3rd year will have no escalation over the license fee of previous year. It means that there shall be same license fee for 2nd & 3rd as 1st per year.
3.Period of Contract: -Three (03) years from the date of commencement of the contract.
4.Eligibility Criteria:-
(i)Tenderer should be a registered firm/advertiser/company. Proof of residence/office duly attested should be submitted.
(ii)Tenderer should have minimum experience of two years in the field of Commercial Advertising in Railway /Outside Railway. Testimonials of Past experience in advertising field duly attested should be enclosed.
(iii)Annual turnover of Tenderer should not be less than 50% of the first year Reserve Price. Employer/clients certificates or Audited Balance Sheet certified by the CA should be enclosed for two years. This implies that the Tenderer should supply a list of the contractual work under which Firm/advertiser/company has achieved turn over and submit certificates from the concerned department of the payment made to the tenderer during the qualifying period. Audited Balance Sheet should include all schedules to the Balance Sheet, P & L A/C etc.
5. Earnest Money to be drawn in favour of FA&CAO/E.C.Rly./Hajipur payable at Patna through money receipt issued from Divisional Cashier, E.C.Railway, Danapur or Demand Draft of State Bank of India or any nationalized / scheduled Bank for the amount mentioned above and as applicable.
6.Availability of tender documents: - A set of tender documents for any of the trains mentioned above can be obtained from the office of Divisional Railway Manager (Commercial), E.C.Railway, Danapur on production of money receipt of respective amount as mentioned above.
7.Nominated Stations for obtaining money receipt: - Money receipt can be obtained from Booking office, Patna Jn. or Danapur from 20.02.15 between 11 hrs to 16 hrs. & up to 10.30 hrs. on 23.03.15.
8.Date fixed for selling of tender documents from office of Divisional Railway Manager (Commercial), E.C.Railway, Danapur: - 20.02.15 to 22.03.15 between 11 hrs. to 16 hrs. (Except closing days of office). Tender documents will also be sold on 23.03.15 only up to 11.00 hrs. Tender document can also be obtained (downloaded), as detailed below.
9. A complete set of tender documents duly filled up may be droppedin the office of Divisional Railway Manager (Commercial), E.C.Railway, Danapur on 23.03.15 between 11.00 to 15.00 hrs. Tender box will be sealed at 15.00 hrs. Packet A of the same will be opened on 23.3.15 at 15.30 hrs.
The tenderer must write on envelope full Name, Address and Train No. on Packet ‘A’ as well as on Packet ‘B’. Packet ‘A’ (Technical offer) will contain tender document, earnest money & supporting documents. Packet ‘B’ (Financial bid) will contain only tender schedule. Both the sealed envelopes ‘A’ & ‘B’ should be sealed in another envelope with full address & envelope should be supercribed “Tender for vinyl wrapping on train no…….”. Tenderer will fill up the No. of the train which is being offered. One big envelope should contain one set of tender documents for one train only.
In case the office is closed due to unprecedented reason the tender will be dropped/opened on the next working day.

Railway Administration reserves the right to reject any or all of the tenders without assigning any reason thereof.

(2) The tender documents can also be down loaded for above noted website. This facility is available free of cost. However, the demand draft towards the cost of tender document, as mentioned above, drawn in favour of FA&CAO, E.C.Rly, Hajipur payable at Patna, will have to be enclosed with the tender in addition to Earnest Money. If a tender is not accompanied with the valid demand draft for the cost of the tender documents in case of tender document downloaded from Internet website, the tender will be summarily rejected.
