As Detachment Commander of the Oxford Detachment of the Ontario Provincial Police, it is my pleasure to present the 2006 Annual Report.

The year 2006 was very active for the members of Oxford Detachment. My schedule as Detachment Commander continues to be very busy but is very rewarding as we once again review the results of policing in the past year. The OPP have had a very busy year with the ongoing situation in Caledonia as well as the eight murders in Elgin County. Even with the other events the OPP have met their contractual obligation to the Town of Tillsonburg. As per the contract the Town of Tillsonburg received their proper coverage by officers and at years end we exceeded our contractual obligation in excess of 10,000 hours for which there are no additional costs.

The year 2006 saw the renewal of the Tillsonburg Contract to provide policing services to the Town for the next five years. The contract called for the increase of three constables and this was the first increase in police officer complement since 1998. I thank the Town for their patience and professionalism during the renewal process.

Additional OPP Patrol Constables are deployed at Tillsonburg who patrol the surrounding communities to Tillsonburg. Tillsonburg benefits from the coming and going of these patrols. These same officers provide short term additional staffing in times of need, at no charge to the community.

The Western Region Traffic Unit also assist in matters of traffic, specific to Tillsonburg, upon request of the Tillsonburg office. Similarly, additional OPP Oxford Auxiliary Constables are available to assist in times of need and routinely contribute a presence at Community Events.

The Tillsonburg police building is open to the public daily 24/7/365. A minimum of two uniformed officers are within the Municipality of Tillsonburg.

Uniform Crime Reporting Statistics

The UCR (Uniform Crime Reporting) Occurrence Statistics are data that we use in police departments to find out how many persons were charged, whether they were male or female and adult or young person. The report also tells us how many calls we responded to and what our clearance rate was. Clearance rate means that we solved the crime or found the person responsible. The following pages are the UCR Occurrence Statistics for Tillsonburg. You will also see a page highlighting statistical data with a five-year comparison of pertinent occurrences within Tillsonburg.

This report shows that officers responded to a total of occurrences in Tillsonburg and had an overall clearance rate of 78.3 %.

COMMUNITY SERVICES ANNUAL REPORT – 2006

The Community Services Office continues to have a commitment to provide diverse programming that will meet the needs of both the community and the police service. Involvement in a broad range of initiatives and in conjunction with the Ingersoll CSO and others within West Region continues to keep this office at the forefront of Community Policing and Crime Prevention.

SCHOOL PROGRAMS

Programming is provided as requested by the schools from Junior Kindergarten to grade 12. The community officers have been providing all schools with V.I.P. at the grade six level. Community Services continue to support the Risk Watch program, which is a comprehensive injury prevention program available for use in the elementary schools. The Community Services Officer as taken part in numerous programs including:

  • “Meet and greet “ where an officer will attend a school to meet with the kindergarten students to familiarize them with the police
  • Lectures to Glendale High School law classes (drugs, impaired driving etc.)
  • Bike safety (both to schools and to local cub groups for proficiency badges)
  • Halloween safety
  • First Rider Program: designed to teach the children attending school in September for the first time about bus safety
  • Prom Safety: speaking to those that will be attending the Glendale prom, promoting safe choices in regard to drinking and driving.

Community Services continue to be involved in the high school Co-Op Program where two students from Glendale High School are chosen to work at the Tillsonburg office for three months at a time. The students are given the opportunity to experience different policing aspects from assisting the clerical staff and community services to “ride alongs” with a patrol officer. Several power point presentations have been developed by the students for the community services program and have been used at formal presentations. This year as part of the OPP Results Driven Policing, the co-op students have listed all of the motor vehicle collisions by year in Tillsonburg since 2005 and “pinned” their location on a Tillsonburg map. The idea is to be able to visually look at the maps and identify problem areas so officers can increase their patrols to increase the safety in those areas.

COMMUNITY PROGRAMS

Detachment Tours:

Tours of the Detachment are arranged with various children groups such as daycare, cubs etc. This is an excellent opportunity for the children to talk with and learn about the police in their community.

Crime Stoppers of Haldimand-Norfolk and Tillsonburg: Although a full time coordinator has been establish for this program, Community Services continue with their support by promoting the program through our media releases. This year the CSO assisted in the “Bail and Jail” in Tillsonburg to help raise funds for the program.

Senior Safety: Lectures designed to inform our seniors about personal safety and frauds.

School Crossing Guards:Supervise, train and co-ordinate the full and part-time guards.

Fraud Alerts- A program designed to send out fraud and scam information to the local business by e-mail when it becomes known to the police

Operation Lookout: a program for motorists to report impaired drivers by using the OPP toll free cell phone number OPP (*677)

Kid-Estrain Program: In cooperation with EMS, to teach child proper road safety with the assistance of a small “mock” neighbourhood

Seat Belt Safety: with the use of the “OPP rollover vehicle”

IMPACT: (Impaired Minds Produce Actions Causing Trauma) is a program for high school students (grade 11) in conjunction with other community partners to show the consequences of poor choices involving drinking and driving.

Drive Wise:

Is a driver refresher seminar for seniors within our community.

Media Relations: Community Services Officer Dennis Harwood has been assigned as the Media Relations Officer for the Oxford Detachment. This includes all areas of media including print, radio, television, cable TV and radio. The CSO has also taken the opportunity to be part of a monthly interview on the local radio station. This allows the CSO to voice any concerns over a vast range of topic eg. holiday safety, speeding, failing to stop at stop signs etc.

As the Community Services Officer, Provincial Constable Dennis Harwood meets with community groups from church assemblies to local service clubs. Support and assistance is supplied at community events, to local service clubs and to community organizations such as the Victim Assist Services of Oxford County (VASOC) and the Livingston Centre.
