Welcome/Agenda Review - Tim opened the meeting at 12:05 and asked everyone to introduce themselves. He asked if there any additional agenda items. There was sad news to report concerning the passing of Aggie Glavin Parker. Tim read the letter of condolence that was to be sent to Aggie’s husband from the Community Services Board.

September 17, 2012 Meeting Minutes – The minutes were approved as written.

2013 Proposed CSB Meeting Schedule – February 4, April 8, June 3, September 9, December 9. Tim asked if there were any changes that should be made. Sara asked if the June 3 date would work for approval of the County Plan. Mat said that would not be an issue. Tim proposed moving the April 1st date to April 8th. This change was approved by members present.

Developmental Disabilities Sub-Committee Reports (October and November) – At the October meeting, Kaymarie reported that Stanfort Perry and Michelle Gillespie from ARC attended the October meeting to discuss the upcoming People First Waiver pilot. These points were provided: OPWDD provided the names of 88 people within the ARC system who are covered by the global budget. ARC reviewed each case and chose 26 to participate in the one year study beginning January 2013 – the intent of the study is to see if the needs of all recipients can be met with a set budget. The pilot program is striving to create a seamless service environment without over programming individuals.

Services Review Committee – a CON came down very quickly without any review. OCL is getting out of the IRA and TLS is taking this over. The State had approved but it did not go through the SRC. The Kelberman Center out of Utica will be reviewed at the December DD Sub-Committee meeting. Bob added that he had met with Rob Meyers, Kelberman Center Executive Director and Rob is invited to attend the next DD Sub-Committee meeting and Providers Consortium meetings. They are working with

UMU – not clear if that’s the partnership they will have with the Clinic. Steve said Stanfort had mentioned at ARC they are looking at the National Core indicators project for quality improvement.

Kaymarie reported that Tom Nelson has been promoted and will now be supervising Team Leaders. OPWDD presence will continue at DD Sub-Committee meetings, but a replacement for Tom has not been named.

At the November DD Sub-Committee meeting, Mary Hall and Les Parker from OPWDD attended to introduce themselves. Under the “Employment” agenda item Bob Goodfellow reported for TLS that they are working toward building relationships with small businesses and ACE – Access Community Employment, for both DD and MH. The following was noted: Autism spectrum disorders create new challenges in regard to employment – placement can be difficult. On line applications are becoming more popular providing less opportunity for face to face interaction. Katie added that there isn’t as much on the job training available, more off-site. TLS is working on transportation issues. Prudence York reported that ENABLE provides employment assistance for people with DD only. Some funding is available through OPWDD, VESID, and ESEMP, but improvement is needed.

Katie – State Medicaid Service Coordinators are going to be changed to Different positions, TBD Steve – voluntary providers will absorb state MSC caseloads. Liz reported that Hillside talked to Mary Hall. The six bed IRA being transitioned over will not be happening – there isn’t enough money. Kaymarie heard the Kelberman Center is are looking for houses in the SU area – they are still looking for property. There is separate money available for children aging out of institutional settings.

Additional Supported Housing Beds - Katie reported that NYS allocated 11 units to Onondaga County effective 10/1/12. Covers rental stipends. Three units to Salvation Army, eight units to CNY Services. These can be designated for high users of OMH programs coming out of psychiatric centers. Regarding designated beds Katie reported that Jan Moag from OCMS said there is currently an increase in, rent costs but not an increase is social security disability making it difficult for individuals to pay for housing independently. CNY Services are increasing their housing first capacity with their additional allocation. Sara added her agency, not through MH, will receive stipends for individuals with AIDS. They have been allocated ten beds – she asked if anyone knows of someone, let her know because the beds are not all full. Bob said OMH is providing approximately $7,000 per slot. Two things are driving this – Medicaid reform and the “Olmstead” Act.

Crisis Intervention Team (CIT) – Katie referred everyone to the handout she had distributed. The proposed model program for the Crisis Intervention Team (CIT) is also known as the “Memphis Model”. CIT is a community partnership and a commitment to community change, not just a police training curriculum. There is a 40 hour intensive training program for law enforcement officers to help avoid

lethal force in dealing with mental health issues, crisis intervention, and de-escalation. Tim asked, CPEP provided some training but this goes beyond this? This involves getting the individual in the car to CPEP? Katie said it is initial contact interaction. Bob added that it will bring the lay community and law enforcement together. Joy said it is bringing awareness to individuals – i.e. how to ask for help. Right now law enforcement is negative. This will help. Karen asked if this is what Judge Rossi had begun between mental health and NAMI? Bob answered no, that was focused on jail diversion. Sara suggested encouraging inclusion of LeMoyne College and Syracuse University security in this. Katie answered that SU is already involved. Bob added that this will also make law enforcement aware of the mental health resources that are available.

New Department Work Plan Model – Mat referred the members to the distributed handout. There are two primary issues – the first is the Results Accountability Model. Bob said this approach is being used across County departments. Ann Rooney and six human service department heads attended a week long seminar in Washington. The focus is to coordinate more effectively with the human service departments. A small pilot project is the crossover of child welfare and juvenile justice. Mat said the second of the primary issues is the A-B-C-D format – explained in the handout. Bob – well rounded healthy kids – what are strategies and indicators – this is the model we will use.

Another update – State agencies and peer departments, does not reflect planning at the local level.

Mat said this work plan model is more reflective of our actual work – it can be an on-going document and make it continuous with quarterly reviews with the department and the CSB. We can have a start and end date. Karen added that this is a more realistic approach. Bob said this reflects the pace of change. Tim asked what is next? Mat said as a Department, lead projects will be a new spreadsheet model, will load content and produce a draft. In February we will be able to bring it to the Board and will try to get it out to you a week ahead of the meeting.

Child Medicaid Reform Update – Bob is a member of the Medicaid Reform Team. He attended a meeting last week which included OCFS, OASAS, Dept of Health and OMH to discuss the Medicaid managed care plan. Not included were OPWDD or State Education dept. The model is conceptual at this time. The four agencies are looking for a single model. The waiver will serve ages 0-20. The model is available to be viewed on the NYS Office of Mental Health, Office of Children and Family Services website (look under Medicaid Reform Team). Health Homes will be a part of this. Katie added you can also go to the Onondaga County Department of Mental Health website and look under the Providers link.

Bob said the ultimate goal of the State is to have everything under managed care and eliminate carveouts.

Joy said she viewed a movie where a patient went to their primary care physician who was able to help with the diagnosis. Bob added that people with mental health issues are more willing to go to their primary physician before going to mental health providers.

Health Homes Update – Bob reported that Phase I was approved. Phase II and Phase III are not yet approved. CMS will not approve Phase 2 or 3 for Medicaid services because the State has not yet submitted a plan for health homes for children. Should see Children’s Health Homes sometime in the next six months. Mat had a health homes meeting last week. Bob said Department of Health is looking at a ground up referral process that will involve the mental health SPOA’s.

Other Business: Sara asked Denise to send out a pamphlet to the members via email today concerning the December 17th Connecting For Better Health conference.

Tim, at the HealtheConnections meeting last month – John McCabe from Upstate Medical University Hospital attended to discuss the consolidation. The mental health children’s unit plans are in place for a 12 bed unit. The original plan for the Golisano Children’s Hospital did not include this.
