Omeo District Health, East Gippsland Shire Council and Gippsland Lakes Community Health invite all East Gippsland schools and youth to participate in a short film competition with an ‘It Starts With Us’ theme. This short film competition is open to all East Gippsland secondary schools/students, youth organisations as well as individuals, aged 12-25 living within the East Gippsland Region. Films will be shown during this year’s East Gippsland wide National Youth Week celebration, to be held in Bairnsdale on the 18th of April 2015.

National Youth Week is an annual, week-long celebration of young people (aged 12–25) throughout Australia.

It is a joint initiative of the Australian, State, Territory and Local Governments. It gives youth an opportunity to express ideas and views and act on issues that affect their lives. It also gives young people the opportunity to have a lot of fun.

Each year, all over Australia, events are planned and organised to celebrate and recognise the contribution of young people. In 2014 more than 26,000 young people from across Victoria participated in National Youth Week activities.
National Youth Week 2015 will be held from 10 April to 19 April 2015, incorporating the theme ‘It Starts With Us’.

This coming April, community organisations from right across East Gippsland will be working together to develop a youth festival in Bairnsdale on Saturday the 18th of April, 2015. The festival will conclude with the Short Film Competition. Student and individual films will be screened on a huge outdoor cinema on the steps of the East Gippsland Library.

Winners in a range of categories will be announced on the night, with judging to take place the days prior by a panel of local celebrities and dignitaries.

The ‘It Starts With Us’ theme or message can be conveyed through any genre of film including, but not limited to; documentary, experimental, music videos, animation, narrative or video poem. The important thing is to be creative, there are no limits to the way ‘It Starts With Us’ can be interpreted or incorporated. Exciting and diverse use of visuals and sound is encouraged as well as originality, creativity, innovation, technical competence and production quality.

This competition is open to schools, groups and individuals. If you are a teacher or supervisor and wish to get your students involved in something hands on, this is a great opportunity to encourage teamwork, creativity and an understanding of film production.

Further advertising will be made available in early 2015, however we are contacting schools now, hoping you may get the chance to include the development and production of a short film within your 2015 curriculum.

TERMS AND CONDITIONS

§  Each entry must be on a separate disc with an attached entry form.

§  Entries without a fully completed entry form will not be eligible for judging.

GUIDELINES

§  Your film must be specifically made for this competition

§  Your film must include the theme “It Starts With Us’

§  This competition must be your film’s first public screening

§  Your film must be 7 minutes or less (including titles and credits)

§  Your film must be suitable for children

§  The Filmmaker, and each participant in a group entry other than the legal guardian must be 25 years or younger (note: actors can be any age).

Entry submission

§  Entries must be submitted on a DVD or USB drive.

§  The same school can enter more than once but there must be only one entry per DVD.

§  Clearly label the outside cover and the DVD with film title, school name and contact person.

§  All entries will be viewed by organisers of the event prior to their public viewing. All entries will be rated by the organisers according to Digital Versatile Developments Classifications © 1998-2005 http://dvdaust.com/classification.htm. The organisers of the event reserve the right not to approve films for public viewing due to inappropriate content (such as high level violence, language, sexual references and adult themes).

Acknowledgements and credits

§  Credit frames at the end must identify full film crew and their roles, hardware and software used and acknowledgements.

§  Production group must be acknowledged or if a whole class is involved the class name is sufficient.

§  Provide name of supervising teacher if applicable.

§  All “original” music used in your film must be acknowledged in the credits including artist and composer. Royalty free music must also be acknowledged in the credits.

INTELLECTUAL PROPERTY

Use of images and sound/music

§  Entries should be suitable for public viewing. Material which has been created by other people, such as photography, stills, footage or music must have the appropriate copyright free status or permission from the source of the material must be obtained.

§  All non-original images, footage and music must be acknowledged in the film credits.

§  If your film includes recognisable images/footage of individuals, then permission must be obtained from each individual.

§  You must obtain written consent from all actors in the film for the use of their performance in the film.

§  Permission must be obtained from the parent/guardian of individuals recognised in the film if they are under 18 years of age.

§  Entrants need tick the box under the photographic and media consent section of the application form before any photos or video footage is taken of participants at the Launch/Event. By giving this permission entrants acknowledge that there will be no claim against the organisers for any reward for the publication of photographs or video footage taken at the event.

§  All music used in your entry must be original or royalty free. Artists of royalty free music must also be acknowledged in your closing credits. One suggested royalty free music website is Shockwave-Sound.Com (www.shockwave-sound.com).

INSTRUCTIONS

§  Two (2) copies in DVD or for avi format you can use a USB drive. You need to submit films in DVD format in widescreen 16:9 captured in 1080p (720p also suitable). DO NOT send as Blu-ray. This will allow for optimum playback through Omeo District Health’s AV.

§  In addition to film Three Electronic Colour Production Stills should be submitted with your application.

§  These should be three different images of direct action from the film, NOT behind-the-scenes photos. These must be horizontal files (jpg 300dpi). For use in program and other promotional material.

§  Label your DVD and cover with (1) individual/Group/School name (2) Teacher name and (3) NYW Short Film Competition 2015
