3. / Minutes and Matters Arising / Discussion on college representative
AMD provided summary update on meeting with Adult Service manager regarding supporting transitions of young people with additional support needs. Protocols have been shared on support for young people 14+ but questions regarding how used the protocols are in an operational sense. AMD highlighted current gap in services in supporting young people on the Autistic spectrum who do not meet the criteria for support into Adult services. AMD also updated on the proposed mapping exercise which has proven difficult as services need to be mapped across 4 key areas – SEBN, Autism, Complex needs, LAC/Throughcare. The proposed ASN workshop for key services in the city has been put on hold for the current time and the ASN education team are currently drafting an audit of ASN through measuring risk highlighted in E1. Discussion with partners regarding post school opportunities for young people with ASN with particular requirement to highlight opportunities within stage 1 of the employability pipeline for young people with ASN. / SS to contact Susan Betty regarding college rep attending outcome group meetings

4. / Feedback from the Children and Young People’s Strategic Partnership and Management Team / Children and Young People Bill - Update
Sheila Sansburyrecently attended a briefing on the Children and Young People Bill and advised the Integrated Children's Services Partnership that the Bill will be ready for Parliament by the end of the summer.
The purpose of the Bill is to:
·  enshrine the UN Convention on the Rights of the Child (UNCRC);
·  formalise the implementation of GIRFEC, the Single Plan and the role of the named person for children pre-birth to 18;
·  increase pre-school education provision to 600 hours;
·  establish kinship care orders;
·  enable looked after children aged 21-25 to request support from the local authority if they wish.
2. Implications of Welfare Reform
Briefings have been prepared by CMTfor Full Councildetailing the implications for Aberdeen City Council and its citizens.
3. Community Planning Structures and Governance for Integrated Children’s Services
Community Planning Aberdeen, at its January board meeting, delegated authority to the Integrated Children’s Services Partnership to be the sub-group dedicated to children and young people’s issues. The Partnership will have formal responsibility for planning, delivery, inspection and improvement and external fund management of all services to children and young people in the city, on behalf of Community Planning Aberdeen.
The Partnership will share information with Community Planning Aberdeen quarterly and formally report on the Integrated Children’s Services Plan annually.
4. Single Outcome Agreement
The Single Outcome Agreement has been updated and includes key priority statements from each of the Outcome Groups in relation to children and young people.
5. Review of Inclusion
A review of inclusion is underway, led by Education, Culture and Sport. The Inclusion Review Strategy Group has identified two priorities for action:
Priority 1 – The development and implementation of an Inclusion policy with a focus on culture and ethos, roles and responsibilities; and
Priority 2 – Implement an Inclusive enhanced Support model with a focus on the right support at the right time.
The review will include: nature of current services; what change is needed; service redesign; outcomes; early intervention; social emotional behavioural needs; and linked to support services for looked after children in schools.
The Review of Inclusion is the theme for discussion at the next Integrated Children's Services Management Team meeting.
6. Aberdeen City: Children and Young People Audit 2012-13
This piece of work is now completed. PDF versions of theAudit have been circulated electronically and hard copies, due back shortly from printers,will be distributed to members of the Outcome Groups.
7. GIRFEC Implementation Update
·  The Integrated Children's Services Management Team and Lead Officers Team have undertakenthe GIRFEC Maturity model self evaluation exercise.
·  Staff seminars and practice improvement events were undertaken in 2011.
·  Support received from local unions to implement the new GIRFEC approach in Aberdeen.
·  Operational Guidance and Toolkit produced for all staff.
·  Now using a Single Plan.
·  Delivering an ongoing programme of training – single and multi-agency.
·  Online GIRFEC training module nearly finalised
·  Primary School Head Teacher been on secondment out at ASG level informing and advising about GIRFEC.
·  4 x Named Person training sessions to be delivered in February and March
·  ASPECT report by Education Scotland acknowledged we are well on our way to fully embedding GIRFEC.
·  Sheila Sansbury, representing ADES, is involved in national discussions about the cost implications of the Named Person role.
8. Residential Care Redesign Programme – Update
Social Care and Wellbeing has been engaged in a review and redesign of residential care. Various stakeholder events have taken place including 1-2-1 interviews, survey monkey, care leavers consultation and a throughcare session.
9. Integrated Children’s Services – Draft Participation Strategy
The final version will go to the Integrated Children's Services Management Team for approval on 29 April.

5. / Employability Fund 2013/14 / LS provided details on provision funded through the Employability Fund 2013/14. 323 places were allocated to the city which had to be split across Stages 2, 3 & 4 of the employability pipeline and for age groups 16/17, 18 to 24 & 25+ .
Provision should be provided by Aberdeen College, Aberdeen Foyer, Aberlour Childcare Trust, Apex, ITCA, Lifeskills, WEA & Working Rite. Confirmation has still to be received on potential referral routes as nominated members of staff from ACC can now refer directly onto contracted providers.
LS confirmed that should providers not take up on their allocations then there is still scope to reallocate places to other providers. Group also discussed the assessment framework which SDS use to assess suitability of young people for provision, SDS have developed a Careers Management Skills framework and there was agreement that there needs to be a common assessment framework which all partners use.
6. / Proposal from Princes Trust / Outcome group members discussed a proposal from Princes Trust to deliver employability provision in the city. There was agreement that any proposal should be considered by our local Employability training provider’s forum as some of the provision may duplicate existing programmes. There was also concern that the Oil & Gas programme that Princes Trust are seeking funding for an oil & gas programme which starts in two weeks time and has received over 80+ applications. EC&S have agreed to fund this programme for 2013/14 but there was agreement that the other courses (Get into Social Care & Hospitality) should not be granted funding centrally. / SS/JC to feedback from Princes Trust information event which is scheduled next week. / SS/JC / Next meeting
7. / SLDR 2011/12 / LS circulated PowerPoint presentation for information and noting
8. / Youth Employment Scotland Fund 2013/14 / SS provided an update on Aberdeen City Council’s application to the Youth Employment Scotland Fund. ACC application has progressed to Stage 2 but there remains an issue in funding the required full time post to support the Fund. / SS to update at next meeting / SS / Update at next meeting
9. / Partners updates / JCP – GR updated on establishment of JCP new team for 16-24 year olds. Discussion on welfare reform and how the benefit cap may impact locally – this rolls out in July and will impact on families with 3 or more children. Update also provided on new Employer Hub which will have links to CLD & SDS services.
SDS are hosting a Northeast business event in the next two weeks called ‘Making a difference in a different world’.
CLD – LM updated on work of Youth Work team within Harlaw, Aberdeen Grammar & Torry Academy which will continue in 2013/14. Information provided on establishment of a Kincorth Pupil council, Job club at Skillsbank for Activity Agreement participants and a current Youth in Action exchange which CLD staff members are currently taking part in.
10. / Feedback from outcome group self-evaluation event / Update from JC : summary report has been drafted and will be circulated at next outcome group meeting. General actions to be feed into the groups action plan for 2013/14. The most common theme from the evaluation sessions was how we can better coordinate some of the pre 16 early intervention work and how some of the work could be delivered collaboratively. Acknowledgement that issue in providing pre 16 support is often hampered by funding but agreed a sub group would discuss further involving central education team, CLD & extended partners / JC to circulate outcome group evaluation summary at next meeting

11. / Opportunities for All / Funding has been confirmed from the Scottish Government to deliver the opportunities for all agenda in the city. An allocated grant of £174,571.00 is available which currently funds 3 posts (Opportunities for All Manager + 2 x Activity Agreement workers) and also funds activity agreement provision.
16+ Learning Choices Data Hub update: ACC solicitor have still to sign data sharing agreement with SDS which will allow data to be transferred from E1 to the SDS 16+ Data Hub. It is anticipated this will occur shortly. Refreshed guidance is to be re-circulated to schools to reiterate importance of collecting and recording pupil consent within E1 and recording known leaver destinations within the new E1 marksheets. / Data Hub update standing item at outcome group meetings / JC / Update at next meeting
12. / Activity Agreements / The latest’s national activity agreement guidance was circulated along with the results of a national Youthlink Scotland follow up survey which evidenced that 79% of young people who had progressed from activity agreements had remained in a sustained positive destination.
A local update on Activity Agreements highlighted that the team are currently developing an end of year report form 2012/13 to demonstrate progressions, highlight partners delivering activity agreements sessions and pull together case studies. 13. / Provision for young people with ASN / Project Search –update circulated as part of meeting papers. Working group hopeful that the programme will start in August 2013. Aberdeen University have officially sign up to be the host employer for the project. Aberdeen City Council & Aberdeenshire Council Adult services have agreed to jointly fund Inspire Employability officer post (67/33 split) – this results in 8 places for young people from the city and 4 from the shire. Planned information day in May. Current delay in formal announcement due to Aberdeen College/Banff & Buchan College not committing to supporting the course as lead educator.
Young Scotland’s Got talent – event has now been confirmed for Wednesday 5 June in Aberdeen Arts Centre. Event is led by SCLD & VIAS and supported by Aberdeen City Council, Aberdeenshire Council, Job Centre Plus, Skills Development Scotland. Purpose of the event is to raise aspirations of young people 14-25 years old and promote employment as a viable progression for young people with learning disabilities. / JC to contact LM if college do not sign up for Project Search outlining what is required from educator / JC / Update at next meeting
14. / Enterprise & Employability / HR updated on Apprenticeship event which is being held in the townhouse next week to promote 30-40 MA placements in the city. HR also updated on a “Skills for a smarter Aberdeen” business breakfast which is being hosted to promote employing young people and which has input on the day from SHMU.
