OHIOVILLE BOROUGH COUNCIL MEMBERS

REGULAR MEETING JUNE 20, 2017

The Ohioville Borough Council met in regular session on Tuesday, June 20, 2017 at the Borough Annex Building. The meeting was called to order by the President, Robert A. Ours at 7:35 P.M.

The Pledge of Allegiance to the Flag was led by Mr. Ours, followed by a moment of silence.

ACTION ON MINUTES:

On a motion by Mr. Ward and seconded by Mr. Szatkiewicz it was moved to approve the minutes of the June 6, 2017 meeting. All answered yes to a roll call vote. The motion was carried.

BIDS:

PUBLIC COMMENTS:

COMMITTEE REPORTS:

PUBLIC WORKS COMMITTEE:

Mr. Ward – Reported

·  Changed the oil in the 2012 truck and 2 police vehicles.

·  Replaces a ball joint in the 2011 Crown Vic.

·  Finished replacing the pipe on 2nd Ave, still need to seed and add straw.

·  Started berming on Westwood, Eastwood, Forest Hill and Brookwood, getting them ready for oil.

·  Roadside mowed all roads that Chesapeake paved. Will also be berming them.

·  Got the 2011 Crown Vic inspected.

·  Cleaned 2 drains on Westwood, will finish them as soon as possible.

·  Mowed all the parks, Fire Dept., Lock 57, Meadowbrook, Midlandview property and the Cemetery’s.

·  Cleaned Lock 57 six times.

·  Removed trees off roads after storms.

·  Cleaned shingles, bricks, and garbage off Ashwood Rd. that someone dumped.

·  Put up new light in Police Dept. evidence room.

·  Cleaned Pavilion 3 times for rentals.

·  Fixed lights and bought a new fan for pavilion.

·  Fixed the flag pole and put up 3 new flags.

·  Rick Angerrett will not be returning this year for summer help.

·  Discussed the possible cost of the repair on Tuscarawas Ext. We are close to $8,000 for the cost for the Road Dept. to do the work.

FINANCE / OFFICE COMMITTEE:

Mr. Doughty – Reported that monthly reconciliations have been completed, employee taxes have been paid and the Water Authority has been billed and was paid. Please keep an eye on spending.

LEGISLATIVE COMMITTEE:

Mr. Szatkiewicz – No Report

PUBLIC UTILITIES COMMITTEE:

Mr. Doughty– No Report

PUBLIC SAFETY COMMITTEE:

Fire Committee – Ms. Cox – No Report

Police Committee – Ms. Cox– Letter received from Chief Strati asking Council to move Officer Kerr to regular part time status.

MOTION TO MOVE OFFICER DYLAN KERR TO REGULAR PART TIME STATUS:

On a motion by Ms. Cox and seconded by Mr. Szatkiewicz it was moved to move Officer Dylan Kerr to regular part time status. All answered yes to a roll call vote. The motion was carried.

RECREATION COMMITTEE:

Recreation Committee - Mr. Hill – No Report

REPORTS OF OFFICERS:

Mayor Anthony- No Report at this time.

Secretary – Reported that the July 4th meeting will need rescheduled. The meeting will be held on Thursday July 6, 2017 at 7:30 pm.

MOTION TO AUTHORIZE THE SOLICITOR TO ADVERTISE THE CHANGE OF THE MEETING DATE FROM TUESDAY JULY 4, 2017 TO THURSDAY JULY 6, 2017:

On a motion by Mr. Ward and seconded by Mr. Doughty it was moved to authorize the Solicitor to advertise the change of the meeting date from Tuesday July 4, 2017 to Thursday July 6, 2017. All answered yes to a roll call vote. The motion was carried.

Treasurer – Treasurers Report was submitted for acceptance for the month of May 2017.

MOTION TO ACCEPT THE TREASURERS REPORT FOR MAY 2017:

On a motion by Mr. Hill and seconded by Ms. Cox it was moved to accept the treasurers report for May 2017. All answered yes to a roll call vote. The motion was carried.

Planning Commission – Mr. Ours reported that he, the Solicitor and the Engineer met with Craig Baker and Castle Brook regarding the Pinehurst Village Development.

Emergency Coordinator – No Report

Borough Solicitor – Reported on the demolition time frame of the property in violation of the dangerous structure ordinance. The time frame is either between 6-9 months or 1 year to 18 months.

The Solicitor is working on the Maintenance Agreement for the small flow treatment facility going in on Lisbon Rd. He is also working on a couple of Ordinances, and will have drafts available soon.

Borough Engineer – Reported that he received a call from DEP asking where we are on the IMA with Midland. The Engineer gave them an update.

Sewage Enforcement Officer – No Report

Tax Collector – No Report

UNFINISHED BUSINESS: None at this time.

ACTION ON BILLS: June 2017 bill list was submitted for approval.

ACTION TO APPROVE BILL LIST # 6:

On a motion by Mr. Doughty and seconded by Mr. Ward it was moved to approve bill list # 6. All answered yes to a roll-call vote. The motion was carried.

ORDINANCES OR RESOLUTIONS: None at this time.

APPROVAL OF PLANS: None at this time.

COMMUNICATIONS: None at this time.

NEW BUSINESS: None at this time.

ACTION ON COMMUNICATIONS: None at this time.

AWARDING OF BIDS: None at this time.

PUBLIC COMMENT:

Sandie Egley Chairman of the Board of Commissioners: Ms. Egley was in attendance to introduce herself and to offer services to all residents.

Richard Ball 129 Wildwood Rd.: Mr. Ball was in attendance to once again stress his concern regarding his neighbor’s animals entering his property. It was stressed to Mr. Ball that the Ordinance is being working on and will be put into action soon.

ACTION TO ADJOURN THE MEETING:

There being no other business on a motion by Mr. Doughty and seconded by Mr. Ward it was moved to adjourn the meeting at 8:00 PM, and will meet on Thursday July 6, 2017 at 7:30 PM, for regular session at the Borough Annex Building. All answered aye in favor – the motion was carried unanimously. There were (3) individuals in attendance.
