MISSION
Ohio Family and Children First is a partnership of state and local government, communities and families that enhances the well-being of Ohio’s children and families by building community capacity, coordinating systems and services, and engaging and empowering families.
Annual Report Summary
County Family and Children First Council’s (FCFC) are required to develop and implement a process that annually evaluates and prioritizes services, fills service gaps where possible, and invents new approaches to achieve better results for families and children.
The 2012 Shared Plan for Columbiana County outlines two primary goals:
- Increase family strength and stability
- Maintain or decrease out of home placements for children and youth
- Decrease underage drinking and other harmful drug abuse
- Increase school success
- Increase school connectedness
- Improve attendance rates
- Increase graduation rates
Several Columbiana County FCFC member agencies are actively providing programs and services that are working toward the achievement of these goals. Because of these programs, hundreds of children and families in our community are benefiting from effective interventions that are helping them to become more empowered and successful.

Wraparound: has been identified nationally as a valuable process to improve the lives of youth and families with complex needs. A plan is developed for the family by the family and a team consisting of informal supports and service professionals. Wraparound is child and family-focused; addresses safety issues related to the child, family, and community; considers the family’s unique culture; is strength based; builds partnerships between parents and professionals; recognizes the value of parent advocacy; identifies useful community supports; builds social networks and informal supports.
Home Choice: brings supportive services to youth and families during and after an out-of home placement. The focus of Home Choice is the provision of care in the least restrictive environment for the shortest possible time – while ensuring the health and safety of the youth, family and community after the youth returns home.
“Help Me Grow (HMG) is Ohio’s birth to 3 system that provides state and federal funds to county Family and Children First Councils to be used in conjunction with state, local and other federal funds to implement and maintain a coordinated, community-based infrastructure that promotes trans-disciplinary, family-centered services for expectant parents, newborns, infants and toddlers and their families. The Ohio Department of Health, Bureau of Early Intervention Services (BEIS) is the lead agency administering HMG program in Ohio.”
“As employees of the Columbiana County Department of Job and Family Services, our mission is to work together to assess and understand the needs of our community, to facilitate independence, and to provide appropriate services in a caring and compassionate manner.”
“To assist low-income, elderly, and disabled county residents to achieve self-sufficiency and enjoy a better quality of life.”
“Head Start is one of the original War on Poverty programs initiated by President Lyndon B. Johnson. It provides low-income preschoolers and preschoolers with disabilities with classroom instruction, medical screenings and follow-up, educational, recreational, and social activities, and nutritious meals.”
“The Family Recovery Center is dedicated to providing affordable, holistic services. Programs address substance use and abuse, mental health, education, prevention & stable living environments. All services promote individual, family & community wellness by creating healthy lifestyle choices.”
“The Alcohol Drug Abuse Prevention Team’s (ADAPT) purpose is to create an environment that is healthy and free of harmful substance use and abuse.”
Mission: It is our Mission to improve the lives of individuals and families by meeting the behavioral health needs of our community. We accomplish this through:

- Continuous performance improvement
- Recovery-focused care that is comprehensive, effective, and affordable
“To provide for the care, protection, and mental and physical development of children subject to Chapter 2151 of the Revised Code, whenever possible, in a family environment, separating the child from the child’s parents only when necessary for the child’s welfare or in the interests of public safety;
To provide judicial procedures through which Chapters 2151 and 2152 of the Revised Code are executed and enforced, and in which the parties are assured of a fair hearing, and their constitutional and other legal rights are recognized and enforced.”
“Our Mission Statement: To contribute to the present and future health of persons living in Columbiana County through the provision of personal and environmental health services and by the performance of activities which deal with the prevention of illness.”
“The Columbiana County Board of Developmental Disabilities’ purpose is to enhance the development of each individual so that he or she may take his or her rightful place in society. Programs provided by this agency are individualized to the needs of its consumers, in order to support meaningful integration into the community. Agency services are designed to promote and ensure individual equality in all aspects of community life, with constant emphasis on a person's ability instead of their disability.”
