24/06 / GW opened the meeting and accepted apologies from Tom Simpson.

25/06 / Minutes – The minutes of the Parish Council meeting held on 9 January were approved and the minutes from the Planning Meetings held on 9 January were signed off.

27/06 / AP Tony Sweeney, PC Greenwood’s replacement, introduced himself. He has 11 years experience in neighbourhood policing and will be a full time officer working in 11 villages. He reported the following crimes in Shadwell in the last 6 months: 9 burglaries at dwellings, 9 other burglaries, 5 thefts, 2 incidents of damage, 2 thefts of motor vehicles, 1 assault, 1 damage to a vehicle, and 1 robbery. Five incidents were at the Wike Ridge Golf Club. He encourages the community to report every single incident of crime and anti-social behaviour so that resources can be spent where they are needed most.

No Waiting sign attached to a pole in the middle of the footpath at the Main Streetand Holywell junction. Nick Hunt phoned to say it will be removed as no longer required.
Lighting and signs: Lamp post 7 Ash Hill Lane plastic cover problem, Give Way sign knocked down at the junction of Main Street and Carr Lane opposite ShadwellBridge, Lamp 38 outside 136 Main Street - light out. All have been reported to Highways Dept.
Grit bin – with the help of CouncillorCastle, Ludolf Drive now has a grit bin.
Domain Name – Using Vision Websites and not Nominet – renewal is in June and will cost £80

30/06 / Shadwell In Bloom: There will be a wine tasting fund raising event on 4 March in the Village Hall. Tickets from Debbie Potter. Yorkshire in Bloom Spring judging will take place between the 28March and the 14April. Glendale’s early mowing has cut the heads off daffodils in Shadwell and surrounding villages. Vanessa Brown (LCC) attended a meeting with Glendale and they will now no longer mow any of the In Bloom villages until further notice.
31/06 / Footpaths:NT spoke to Geoffrey Hargrave (Highways Dept.) regarding the new footpath at the junction of Gateland Drive and Colliers Lane. There is a dip in the pavement which collects rain water which can be dangerous when ice forms.
Resolution: Mr Hargrave has made a definite entry on his schedule for this to be rectified.

33/06 / Highways:
Potholes – repairs needed at Blind Lane/Stocks Hill, Main Street near shops, and Old Brandon Lane. DP reported that on Whinmoor Lane potholes were filled in but in the verge, thereby causing erosion of the verge. DP concerned about this form of road widening and the need for a policy on this for the country lanes.
Kerbing - DP expressed concerns about kerbing from ShadwellBridge, up Main Street to the bus terminus and also the lay-by at the Post Box on Main Street opposite Strickland Avenue.
Resolution: KF to report potholes to LCC and ask what the LCC policy is concerning the above. Also KF to ask if a kerb can be used to redefine the roadway down the bottom end of ShadwellBridge to Wetherby Road.
Traffic: NT reported that the traffic on Gatemore Lane and Whinmoor Lane has increased significantly and this is probably linked to motorists avoiding the traffic calming measures.
Give Way sign - knocked down at the junction of Main Street and Carr Lane opposite Shadwell Bridge –KF reported to Highways Dept after the 9th January meeting and again on 10/02
Verge - CharvilleGardens–KF requested that LCC use a smaller refuse vehicle.
Sawn off lamppost – at Gateland Drive Colliers Lane corner
Resolution: KF to ask LCC about replacement.
Notices: Holywell Park – NT reported that Simon Frosdick/ Bob Bradley have accepted wording for the parking notice.
Resolution: KF to write to Simon Frosdick for a schedule for placing the remaining Notice Boards in HolywellPark i.e. one including the park name and other details andthe above parking notice restricting parking to park users only.
Bench seat - possible siting at Cricketers View. NT to explore feasibility.
Resolution: GW will have a look at possible locations for a further benchseat on route to Slaid Hill.
Bus stop DDA – RD reported that he had a meeting with Ken Bissett from LCC Engineering Services onsite in Shadwell. They visited the bus stops and Ken thought the footpaths in Shadwell were amongst the worst that he has seen. RD expressed concerns of alterations to bus stop route A61, Main Street. Concerned with height of footpaths at bus stops, cost of raising the pavement, yellow clearway markings, and proposed platforms to be built out into the carriageway in the vicinity of the fish & chip shop. Highways Department may want bus stop to be moved.
Resolution: KF to contact Geoffrey Hargrave to refer him to Mr Bissett’s comments.
Grass cutting – A reply letter was received from Steve Smith of City Services (LCC) regarding the future of grass cutting in Shadwell but no mention of the financial costing that we had requested. NT has asked again for these details and would like the help of CouncillorCastleif we do not receive a satisfactory response.
34/06 / Social Club Tree Felling –LCC wrote to the club regarding the reinstatement of land where the tree felling took place and LCC is waiting for a reply from the Social Club.

38/06 / Acquisition of land at bottom end of Red Lion car park – completion will be taking place shortly. RD also discussed that there is no access to the land and alerted John Atwood that Highways may want the bus stop moved to a different location as it is a few yards to the east of the purchased land.
LEAP and sites for clearing up–KF reported that 3 projects involving litter picking and clearing out weeds, branches and leaves have been sent to Kate Hutchinson and she is awaiting feedback from City Services. She’ll be in touch as soon as she has their work plan.10th April is the next LEAP date.
The Parish Plan– RD invited everyone to look at the action plan prior to the next SPC meeting to discuss the role of the Parish Council in implementing some parts of the action plan. Provisional meeting scheduled for 14 March for the Parish Plan subcommittee to regroup.
Children’s Centre–RD reported that he read in the Yorkshire Evening Post that LCC is planning to open a Children’s Centre in 2010 to cover Shadwell and Wigton Moor. RD suggested SPC find out more about it and CouncillorCastlesuggested speaking to Anne Kearsley, Head of Sure Start.

Queries/issues:
Shadwell Parks – there is a small triangular area within Shadwell Parks (plans supplied) that LCC says is not theirs hence no clearing the path and mowing of the grass.
Resolution: KF to look into who owns the land and to write to Mrs Renshaw to say SPC is looking into the matter.
Unmade part of Colliers Lane– concerns that there should be a No Vehicles sign for the bridleway
Resolution: KF to contact the Footpaths Division of LCC Parks & Countryside and check on the status of the bridleway and ask if it is possible to have a sign
Cobble Hall & outer Ring Road – a gate now blocks access to Elmete Lane.
Resolution: KF to check status of road.
Doug Fouling – ordinary litter bins can be used for dog fouling but dog owners are not cleaning up after their pets
Parking outside St Paul’s Church during school collection is very dangerous
Resolution: TT to visit Head teacher
Parcel of land at Slaid Hill - has been cleared but it is believed that their may be a footpath that runs through the site
Resolution: KF to inquire if there is a footpath running through the site

Resolution: The above were approved.
Clerk’s Salary–KF reported that the National Joint Council for Local Government Services has reached agreement on rates of pay applicable from 1 April 2006. Consequently the National Association of Local Councils and Society of Local Council Clerks jointly recommend that the salary scales for FT and PT local Council Clerks be adjusted with the new spinal column points (SCP). The hourly rate for SCP 15 will be £7.846p.
Signatory Change for LeedsBuilding Society account - need to complete application for new Parish Clerk to be added as a signatory and minutes of the meeting in which this decision was taken must be supplied to building society.
Resolution: KF to complete application form.
Grant Applications
St Paul’s Church – have applied to the Parish Council for a financial donation towards the cost of rebuilding west boundary wall of churchyard. A proposal was made to approve a grant to be payable when SPC receives money from the next VAT refund.
Wetherby & District Crime Prevention Panel – received letter seeking donations to carry out further projects
Resolution: to defer until SPC’s April meeting
VAT Refund – KF reported that VAT Refund Claim form sent and awaiting claim for £1204.89
Internal Auditor – Everyone voted in favour of using the same internal auditor as last year.
Resolution: KF to contact internal auditor for this year’s audit.

Minutes from the YLCA Leeds Branch October meeting – were previously circulated to the Parish Councillors. Their next meeting takes place on 15 February at 7.30pm at the Civic Hall.
Minutes from the YLCA Joint Executive Committee October meeting –were previously circulated to the Parish Councillors. Their next meeting takes place on 22 April.
Minutes from the Harewood & Wetherby Ward Town and Parish Council Forum held
19-01 were circulated to the Parish Councillors. Date and time of next meeting in March to be confirmed.
Minutes from the Joint Executive Committee of Yorkshire Local Councils Associations held on 21-01 were circulated to the Parish Councillors. Their next meeting takes place 22 April.

Parish Tax Base 2006/2007 – letter received from LCC stating that the Tax Base for Shadwell Parish Council is £949. This will be used to calculate the Parish element of the Council Tax, by dividing it into the Parish Precept to arrive at a Band D Council Tax.
Community Speed Awareness Scheme – letter received from Graham Riley, Road Safety Manager, thanking SPC for participation in the scheme and encouraging the use of the Speed Indicator Service
Resolution: KF to contact LCC saying that SPC would like to borrow the Speed Indicator device
Doug Fouling - Email received from T Dearnley about the dog fouling on Colliers Lane
Resolution: KF to send letter to Mr Dearnley stating that SPC supports his concerns.
Websites - Email received from Rekha Parmar – offering to help with SPC and SIB websites; fees would depend on work involved, asked if Shadwell Plan was available online and why Library does not subscribe to Shadwell News
Resolution: KF to respond to Rekha and say that SPC does not need any assistance at this time and that the library does subscribe to Shadwell News.
