58thLourdes University Commencement announced

Dean L. Spangler to deliver commencement address and receive honorary degree;
Retired Lucas County Juvenile Court Judge Andy Devine to receive honorary degree

On Saturday, May 14,Lourdes University President David J. Livingston, Ph.D.,will confer bachelor and master’s degrees on more than 350 graduates during the 58th commencement exercises.Dean L. Spangler, Chairman of the Board of Spangler Candy Company; andJudge Andy Devine, Retired, are this year’s honorary doctoral degree recipients. Mr. Spangler will deliver the commencement address.

Lourdes University’s commencement ceremony occurs at the SeaGate Convention Center at 401 Jefferson Avenue in downtown Toledo at 1 p.m. Prior to the ceremony, the Baccalaureate takes place at 10 a.m. in Our Lady Queen of Peace Chapel on the grounds of the Sisters of St. Francis and Lourdes University at 6832 Convent Blvd., in Sylvania. The presider for Baccalaureate is Rev. Robert J. Wilhelm.

Dean Spangler

Doctor of Business,honoris causa

A respected and well-known business leader, Dean Linwood Spangler is Chairman of the Board of Spangler Candy Company. Previously CEO, he retired from active management in 2014. Possessing an impressive resume, he has been recognized nationally for his accomplishments in industry and community service.

A Bryan, Ohio native, Mr. Spangler earned a Bachelor of Science degree in business from Michigan State University. Shortly thereafter, he began his career with the international public accounting firm of Arthur Anderson & Company. After public accounting, Mr. Spangler managed “turnaround” situations for several banks. In these one to three-year assignments, he assisted troubled companies in several industries.

Having served as a Board of Director for Spangler Candy Company since 1976, Mr. Spangler returned to his family’s company in 1996 as its sixth president. Known for its iconic Dum Dum Pops brand and one of the nation’s largest candy cane manufacturers, the company has been profitable 109 out of its 110-year history. During his leadership tenure, Dum Dums rose to become the number one lollipop brand. Today, the company employs more than 650 employees in its plants in Bryan, Ohio and Juarez, Mexico.

Judge Andy Devine, Retired

Having served as a state legislator, county commissioner and member of Toledo City Council, retired Lucas County Juvenile Court Judge Andy Devine is most known for his tireless work in championing strong families and effective parenting. Judge Devine has been recognized for his work as a state representative, served under three governors as a county commissioner and was bestowed with a Key to the City of Toledo.

Born in Shelby, Ohio, he earned his bachelor’s degree from St. Meinard College in Indiana and his Doctor of Law degree from the Marquette University Law School in Milwaukee, Wisconsin. Admitted to the Wisconsin and Ohio Bars in 1948 and 1949 respectively, Judge Devine moved to Toledo two years later and was elected to the Ohio House of Representatives in 1954. Serving six years in this capacity, he was voted the second-most productive legislator in the 103rdGeneral Assembly by the Ohio Legislative Press Core for his advocacy and support for schools, the environment and metropolitan government.

After Judge Devine left the legislature, he was elected County Commissioner in 1960 and appointed to the 22-member Governor Board of the National Association of Counties. In that capacity, he was called upon to testify before the U.S. House and Senate and met with Bobby Kennedy on the establishment of the Domestic Peace Corps.

Bowing out of government, Judge Devine was elected President of the Old West End Association. He served a two-year term. Then in 1967, he was elected to Toledo City Council. As a Councilman, he organized and was the first German of the Toledo Metropolitan Area Council of Governments (TMACOG).

In 1969, Judge Devine was elected to the Toledo Municipal Court. His work as a juvenile court justice provided Judge Devine with the most satisfaction and enjoyment. One of his key strategies on the bench was reaching out to parents of troubled youth. Judge Devine maintains that “If we can help parents get their kids off to a good start in life, then everything else will follow.”

After his retirement, Judge Devine continued his work through various community development projects. One of the most recent is the establishment of the Lourdes University Parent Institute. Through the Parent Institute, Lourdes uses education, research and outreach to inform policy makers and promote practices that empower and support parents in their primary responsibility for the care, nurturing and education of their children.

Judge Andy Devine has left an indelible mark on our city, region, state and most importantly, our families. Two years ago at the young age of 92, he was interviewed by Dr. Dan Johnson, President Emeritus of The University of Toledo. The transcribed interview became a published book -Parents: The Perspective of a Juvenile Court Judge.In retirement, Judge Devine remains passionate about the important role parents play in the lives of their children and their community.
