Subject: Tender Notice No. D 29012/005/2010 (Ptg.) RG dated 17.5.2010 for Printing & Packing of Intelligent Character Recognition (ICR) Scannable Schedule with Variable & Barcode Printing

Clarification (25th May, 2010)

The following clarifications are to the queries made by the bidders in response to the Tender Notice No. D29012/ 005/ 2010 (Ptg.) RG dated 17.5.2010:

1 / We hope that the paper shall be supplied by ‘A’ grade mills only, further we would also like to understand whether we have to post our person in the mill at the time of manufacturing of the paper or at the time of dispatch, whatever the case may be we hope that prior timely information shall be given to us, so that we may able to depute our person.
(M/s kl hi-tech secure print ltd, Medak, Andhra Pradesh) / Paper of required specification will be procured from Paper Mill(s) having a clear production of at least 300 MTs per day of writing and printing paper, through DGS&D. The printers will have to depute their representatives to the selected paper mill(s) during inspection of paper on a sample basis by DGS&D. It will be the responsibility of the printers to be in liaison with the paper mill and the DGS&D and depute their representative to the mill(s) on the specified date(s) and time.
2 / We understand that paper would be supplied by ‘A’ grade mills, considering total volume of paper requirement, which is huge and due to strict timelines of the project we request you to engage a minimum of 2 mills to mitigate any kind of risk in timely supply of paper.

3 / For this tender, Paper would be supplied by ORGI through DGS&D. After the paper is received at our end, and if the Paper does not run on our equipment and does not give desired output, or any other issues are there with Paper, how will these issues be resolved.

5 / The tender is for printing job work only as the paper is being provided by the department therefore the turnover required by the department should be either for printing job works only otherwise consolidated turnover of the company should be considered.
To give fair and equitable chance of healthy competition amongst the prospective bidders the turnover of the company should be INR 22.05 Crores (if the bid made is for printing 9 to 12 Crores Schedules) or INR 13.23 Crores (if the bid is made for printing 4 to 8 Crores Schedules) .

The project is of national importance and is time bound. Average turnover of INR 30 Crores (if the bid made is for printing 9 to 12 Crores Schedules) or INR 18 Crores (if the bid is made for printing 4 to 8 Crores Schedules) is to ensure that the printers selected have the capacity, capability and requisite infrastructure to take up and complete such large volumes of printing of ICR scannable schedules and their packing on time. Suggestion not accepted.

1 / The Bank Guarantee (BG) required is for the full amount of value (100%) of the Paper procured, this would involve a huge amount of Working Capital. We request you to reconsider this or at any point of time have BG for fixed quantity.

1 / In the first phase of printing it was mentioned that the barcode has to be printed with 200 dpi, we understand this time also this would remain same.

1 / We understand that this experience is purely from ICR Scannable forms either in A3 or A4 size with static in offset printing, variable and barcode printing with digital printers.
(M/s kl hi-tech secure print ltd, Medak, Andhra Pradesh) / The existing tender is for Printing and packing of ICR Scannable schedules with variable and barcode printing. Documentary proof of having undertaken and completed within a period of one month at least one contract involving static, variable and brocade printing refers to experience from printing of ICR scannable schedules.
2 / We understand that this experience is purely from ICR Scannable forms either in A3 or A4 size with static in offset printing, variable and barcode printing with digital printers. Also experience of Printing of 2D barcodes should also be asked for.

4 / The minimum bid has to be for a unit of 4 crore ICR schedules which has to be completed in 3 months time, which quantifies to approximately 1.25 crore A3 schedules to be made ready for dispatch in each of the month. The current experience criteria on ICR scannable schedules needs to be increased from 50 lakh A4 pages or 25 lakh A3 size pages in a calendar month during the 3 years 2007-08, 2008-09, 2009-10 to at least 50 lakh A3 size ICR scannable schedules or 1 crore A4 ICR scannable schedules completed in a calendar month during the years 2007-08, 2008-09, 2009-10 in keeping view of timely completion of project.

V / Page 14, Arriving of at L1 rate - Para 39
1 / We would appreciate if the criteria to arrive at L1 rate is cleared more elaborately.
Since paper for printing the schedules will be supplied by ORGI, we would request you to decide the L1 criteria only considering printing and other related activities only.
In case, if the bidder requires more than the specified paper during completion of the job, he may be allowed to procure additional paper at his cost from approved mills of DGS&D.
(M/s kl hi-tech secure print ltd, Medak, Andhra Pradesh) / The criterion is clearly enunciated in the Tender document. The total quantity of paper required for printing the schedules being bid for is necessary for arriving at the L1 tenderer.
In case the bidder requires additional paper than that estimated at the time of bid for printing the schedules bid for, the bidder should inform ORGI sufficiently in advance. The additional quantity of paper so required duly tested for quality would be arranged throug DGS&D at the bidder’s cost.
