1.Reference HQ 7 Sector Assam Rifles Administrative Approval No.Q/MT-145/CHT/31 AR/2015/790 dated 06 Jul 2015.

2.Open tender is hereby invited on behalf of the President of Republic of Indian Union for hiring of one into CHT TATA MOBILE/TATA 407 from delivery points of 31 Assam Rifles (Mokokchung) to COB Tuli – COB Longleng for the financial year 2015-16. Details is given below :-

3.The tenders will be received at Battalion Headquarters, 31 Assam Rifles, Mokokchung. c/o 99 APO upto 1100 hrs on 08 Aug 2015 and will be opened by the board of officers on the same day at 1130 hrs in presence of tenderers or their authorized representative.

4.Terms and condition for submission of tenders are as under:-

(a)Tenderers should quote their rates as per KM basis. No night/day halt will be admissible.

(b)Hiring charges for each vehicle must include the cost of petrol/diesel, oil, lubricant, coolant and repairs. In any circumstance No fuel and lubricant will be provided by the hiring agency.

(c)Tenderers should quote their rates both in words and figure.

(d)Transport to report at the time and place asked for.

(e)The contract will remain operative up to 31 Mar 2016. In the interest of the state economy or administrative necessity, DIGAR may extend the operation of contract up to till 30th Jun 2016 and in that case the contractor will bound to provide the CHT at the same contracted rates and under same terms and conditions. Extension of contract beyond 30th Jun 2016 may be made only on mutual agreement between the contractor and Contract Operating Officer or DIGAR as the case may be.

(f)If the transport halts enroute due to some technical fault, breakdown or there is any natural calamity/road block/bandh/restriction by the local civil authorities or by come organization, the hiring agency will not pay for the additional halts.

(g)Injuries/illness to personnel of the transport agencies or loss/damage to vehicles during the course of hiring will not be the responsibility of the hiring agency.

(h)The contractor will ensure that the driver of the vehicle is in possession of valid vehicle Registration certificate, Insurance Policy as well as driving licence. The drivers should be medically fit to drive the vehicle.

(j)Deputy Inspector Genreal Assam Rifles, Headquarters 7 Sector Assam Rifles reserve the right to accept/reject any tender or whole without assigning any reason.

5.TYPE OF TENDER AND SUBMISSION OF TENDER. The tender will be received in two bids system (Technical bid and Cost bid).

(a)FIRST COVER (Technical Bid):- The technical bid of the tender will comprise of the following documents:-

(i)Tender fee through challan form.

(ii)Earnest Money Deposit @ 5% of total value of the contract from commercial Bank preferably Nationalised Bank with minimum validity for 135 days.

(iii)Tender Notice form No. 101 duly signed by the tenderer in all pages with firm stamp, date and address. Same may be downloaded from the Assam Rifles web site

(iv)PAN Card No. along with photocopy duly attested by a Class-I Gazetted Officer.

(v)Power of attorney (if the tender not signed by the tenderer)

(vi)Financial stability certificate from schedule/nationalized bank.

(vii)Photograph of tenderer duly attested by a Class-I Gazetted Officer.

(viii)Valid trading License of the state for which tender is submitted.

(b)SECOND COVER (Cost Bid):- The Cost bid of the tender will comprise of the followings:-

(i)Cost bids shall be submitted on form No.102 supplied alongwith tender forms or on the letter pad of the firm. Same may also be downloaded from Assam Rifles web site

(ii)Details of rates, taxes, duties, discounts if any, quoted by the bidder on form No. 102.

(iii)All cutting/amendments must be authenticated by affixing signatures in full by the tenderer else the same will be termed invalid.

(c)The above mentioned covers for technical bid documents and cost bid documents should sealed separately and super scribed with the tender No and stores and date of tender opening. The covers should thereafter, be kept in a third cover again sealed. This cover should be super scribed with the date of tender opening.

(d)Rates will not be indicated in the technical bid and if indicate, than the tender may be termed invalid.

(e)Only the first cover (technical bid) shall be opened on the date of tender opening. Cost bids of only those firms will be considered, for tender opening whose offer is complete in all respects and the tenders submitted by them are approved/qualified by the board of officers.

6.Tender fees fixed Rs.100/- (Rupees one hundred) only for each schedule must be deposited by tenderers in State Bank of India under Head “0055-Police, (Central) Assam Rifles, Revenue receipt Tender Fee” to be attested by any official of the Sector/Units on the body of the challan and a copy of challan should accompany the letter asking for tender form. Payment in no other form shall be accepted.

7.The tender shall be addressed to THECOMMANDANT 31 ASSAM RIFLES, C/O 99 APO and not in the name of any officers to be marked as “TENDER FOR ONE INTO CHT TATA MOBILE / TATA 407 FROM DELIVERY POINTS OF 31 ASSAM RIFLES (MOKOKCHUNG) TO COB TULI-COB LONGLEING FOR THE FINANCIAL YEAR 2015-16”.

8.Tender form is available at QM Branch, 31 Assam Rifles (Mokokchung) which may be obtained on any working day in the office hours and same may be down loaded from Assam Rifles web site

9.On finalization of the tender, the successful tenderer will have to furnish security deposit of an amount, which would be 10% of the total value of the contract. Deposit of call receipt from a recognized bank pledged in favour of Commandant 31 Assam Rifles with minimum validity of 18 months.

10.The approved contractor will conclude an agreement for sup of transport with 31 Assam Rifles for hiring of one into CHT TATA MOBILE/TATA 407 from delivery points of 31 Assam Rifles (Mokokchug) to COB Tuli – COB Longleng for the financial year 2015-16

11.Rejection can be only on valid reason as such submission of invalid documents.

12.Any other information required by the tenderer may be obtained on any working day from 0830 hrs to 1330 hrs.

Assam Rifles Tender Notice 2015-16

1.I/We hereby agree to abide by all terms and conditions of the Assam Rifles Tender Notice published in dated ______issued by the Director General Assam Rifles, Shillong for hiring of one into CHT TATA MOBILE/TATA 407 from delivery points of 31 Assam Rifles (Mokokchung) to COB Tuli – COB Longleng for the financial year 2015-16 in responses to which I/We have submitted this tender.

2.I/We the undersigned, do hereby also agree, in case of acceptance of this for for hiring of one into CHT TATA MOBILE/TATA 407 from delivery points of 31 Assam Rifles (Mokokchung) to COB Tuli – COB Longleng as per instructions given in the schedule and in accordance with terms of tender notice dated ______issued by Director General Assam Rifles, Shillong in response to which I/We, have submitted this tender at the rates noted against each tendering the full period of currency of the contract.

3.I/We hereby attached the following documents as required under clause No. 5 of the aforementioned tender notice.

(a)Tender should quote their PAN (Permanent Account Number) card number issued by Income Tax department of their jurisdiction and submit attested photocopy of PAN card.

(b)Upto date Financial Stability Certificate from any Scheduled/Nationalised bank mentioning the approximate value upto which the tenderer is capable to undertake contracts. In case any tenderer submits more than one tender under different schedules, the Financial Stability Certificate must exceed the total value of all the tenders.

(c)A power of attorney in favour of signatory or signatories of the tender in case the tender is signed by a person or persons other than actual tenderer or on behalf of a firm/company the tenderer’s signature(s) must be attested by a Class I Magistrate.

(d)A passport size photograph of the signatory of the tender shall be pasted and will be attested by a Class I Gazetted Officer.

(e)In case of Tender for Carriage Contract, tenderer will be required to furnish details of vehicles registered on his firm’s name and countersigned by Regional Transport Officer or District Transport Officer/Certificate of undertaking to be provided by District Truck Association or Union indicating that the tenderer is in sound position to supply vehicles in time as per the requirements of Assam Rifles and is reliable and capable of shouldering responsibilities of delivering stores/commodities to specified destinations.

(f)Copy of upto date Trading License for sale of the commodities quoted for duly attested will be attached except in case of the schedules pertaining to interior locations where authority for issuing of trading license are not existing. Notwithstanding, the same Valid Trading License for areas where trading license from respective state govt is mandatory should be submitted.

(g)Tender fee/Copy of Challan duly attested will be enclosed with each tender.

Note -In the event of submission of photocopy of any of the document, the same should be countersigned by any class I (one) Gazetted Officer.

4.In the event of tender being accepted. I/We agree for the contract to be operative and binding upon me/us from the date social communication of acceptance by DGAR/IGAR/DIGAR without prejudice to the signing of formal contract deed within 20 days and furnishing the security deposit, falling which I/We further agree that the offer contract shall be deemed to be evoked and earnest money forfeited.
