STATUTE
OF THE INTERNATIONAL SCULPTURE SYMPOSIUM “PLEVEN”
The International Sculpture Symposium will be established in 2017 under the name “PLEVEN” (hereafter referred to as the Symposium) and the year, in which it will be held, shall be added to it. The material to be used in the Symposium shall be stone and the sculptures shall be intended for aestheticization of the urban environment within the territory of PlevenMunicipality. The Symposium shall be held every 2 years and shall have no specific topic. The created sculpture works shall remain property of PlevenMunicipality, while reserving the copyrights of artists.
I. VENUE – The International Sculpture Symposium“Pleven” shall be held in town of Pleven every 2 years in month of September. The Symposium shall be held within 35 calendar days.
II. ORGANIZERS OF THE SYMPOSIUM
1.The Symposium shall be organized by PlevenMunicipality.
2. The Union of Bulgarian Artists, the Group of Artists - Pleven or natural and legal persons, which share the aims and ideas of the Symposium, may be included as co-organizers. When assigning specific activities to the co-organizers, contracts defining their rights and obligations shall be concluded.
3. The Mayor of Pleven Municipality shall appoint by an order an Organizing Committee of the Symposium to be held. Members of the Committee shall be eminent artists, prominent public figures, participating voluntarily without payment and experts from the Department of “Culture”.
4. The Deputy Mayor for Culture or the Head of Department of “Culture” shall be a Chairman of the Organizing Committee.
5. The Organizing Committee shall have a right to elect an external expert ontechnical organization of the Symposium.
6. The Organizing Committee shall popularize the Symposium through media partnerships and a profile in the social network.
III. SYMBOLS OF THE SYMPOSIUM
1. Logo of the Symposium.
2. The name: International Sculpture Symposium “PLEVEN”.
IV. REGULATIONS OF THE SYMPOSIUM
1. Sculptors from our country and abroad who accept the conditions of this Statute may participate in the Symposium.
2. Five sculptors, of which at least two should be from abroad, shall participate in the Symposium.
3. Applying for participation shall be made electronically (E-mail: )or asa paper (hard) copy filed to the Centre for Administrative Service to Citizens (5800 Pleven, 4 Vazrazhdane Square).
4. The applicants shall present:
- a participation form (according to a model);
- a project of the work indrawings or photos;
- an explanatory note to the project of up to 1 page in A4 format;
- a creative biography (CV);
- a number of up to 5 photos of completed projects;
5.A Jury of 5 experts appointed by the order of the Mayor of Pleven Municipality shall perform the selection of the applicants. The Jury shall consist of: 3 sculptors from the Union of Bulgarian Artists (UBA) and the National Academy of Arts, the President of the UBA Representation- Pleven and a representative of PlevenMunicipality.
6. The PlevenMunicipality shall conclude a contract with the participants.
7. The participants shall undertake to have a Life Insurance at their own expense.
8. The organizers shall provide an Accident Civil Insurance to the participants.
9. The organizers shall provide the material for the sculptures and shall equip the working site technically.
V. FINANCING OF THE SYMPOSIUM
1. The Symposium shall be financed from the budget of PlevenMunicipality.
2. The budget of the Symposium shall be included in the Cultural Calendar of Pleven Municipality and shall be approved by a Resolution of the Municipal Council.
3. The Organizing Committee shall provide additional funds from sponsorship.
4. The costs of organizing of the Symposium to be held shall be approved by
the Mayor of PlevenMunicipality.
5. All expenses of the participants shall be covered by the organizers:
- Travelling expenses to Plevenand return;
- Board and lodging (hotel and food) for the period of stay in Pleven;
- Payment of a fee to the authors.
6. The control over the spending of funds shall be carried out by the Chairman
of the Organizing Committee and the Chief Accountant of the Unified Library System (ULS) “Cultural Institutes”.
VI. ADDITIONAL CLAUSES
1. The Statute of the Symposium shall be adopted by a resolution of the Municipal Council of Pleven.
2. The Statute of the Symposium and the regulationsconcerning participation shall be published on the website of Pleven Municipality.
3. All issues regarding the Symposium, which are not regulated in this Statute shall be resolved by the Organizing Committee and current legislation in the Republic of Bulgaria.
