About the Role
OCMC M&E section is responsible for the successful management and administration of M&E related services within the CSD Directorate in NI Water.
The role of the M&E Contract Development manager is to develop, compose technical clauses, write contracts scope,evaluate, implement and ensure contract management, performance, compliance and service delivery clauses are fully effective. The role will involve monitoring historical finances, spend and the CPA of each contract to establish contract values. To play a leading role to ensure NIW as a company reduces off contract spend, which increases compliance with the Financial Delegations Policy, delivers improved contractor services and value for money for NIW and the tax payer.
The delivery of business support to the all directorates to ensure compliance with Key Performance Indicators (KPIs), delivery of efficiency targets across the business objectives;
Key Activities – Duties & Responsibilities:
The main duties of the Contracts Manager role is as follows –
  • Development and writing of technical requirements for Contracts
  • Develop strategy and write scope for contracts
  • Development and composition of contract reports (performance, compliance and financial) templates and provision of reports to senior managers on a monthly basis.
  • Contract implementation in association with M&E Function and Operational Procurement Team (OPT)
  • Consult with contract suppliers and NIW Managers in order to ensure contract strategy and scope.
  • Lead contact for NIW for all contract development requirements (both contractor and NIW) for the contracts under development
  • Ensuring all contract H&S requirements are documented as required
  • Development of contract performance management forms for addressing any issues highlighted by M&E Managers.
  • Liaise with M&E Managers and OPT on all contract development requirements
  • Analysing finances, and spend of each contract to establish future budget requirements.
  • Develop contracts to ensure contract supplier and NIW can understand and deliver on contract requirements
  • Developing of courses for training for NIW staff via contracted service provider alongside HR Learning & Development to deliver function and company requirements.
  • Liaise with Engineering Integrated Procurement Team to ensure economies of scale and service provision are delivered on all M&E spend types.
  • Play a leading role alongside M&E, OPT and line management and work individually as required in the development, writing, evaluation and on-going implementation of the contracts under development. Attend all meetings as required and carry out all tasks as requested to ensure contracts are developed, evaluated and implemented within the agreed procurement requirements, strategy and timeframes. This requires planning in many instances of 9-12 months in advance or renewal of service requirements to ensure NIW is compliant with our F&R, DRD & DFP procurement rules and procedures with regard to financial controls to deliver the essential services the contracts deliver. At all times endeavouring to increase the efficiency and improve the service deliverables, performance and management information reporting, while reducing costs of the M&E Services contractor base.
The role involves the direct management (as described above) of the development of the following contracts
(Note this list is not definitive or exhaustive and is only a guide to the contracts that will be developed and implemented over the next 24 months. Any additional contracts will also require input as per the role as and when instructed) –
  • Wastewater and Water Pumps Framework Contract
  • Supply of Equipment, Spare Parts & Associated Maintenance of Rotork Actuator
  • Instrumentation, Control and Automation Equipment
  • Electrical, Instrumentation, Control and Automation Installation Repair & Maintenance
  • Mechanical Installation Repair & Maintenance
  • Provision of Technical Support Staff in the Area of M&E Services
Support as and when required on the following contracts
  • Inspection of Lifting Equipment and Pressure Systems
  • Servicing, Repair and Modifications to Generator Sets
  • Supply, Maintenance, Testing & Certification of Lifting and Fall Arrest Equipment
  • Supply of Gas Monitors and Breathing Apparatus, Related Parts & Associated Maintenance
  • Periodic Electric Inspection and Testing
These contracts will form the basis of the service delivery for M&E Services and NIW for all contracted M&E Goods & Services up to 2020. The value of such contracts over their terms would be in excess of £20M
Data Management
  • Collation and reporting of significant and variable data that is essential to ensure that the development of all contracts can be analysed, monitored, reviewed and improved in line with business objectives; relating to such areas as Procurement, Mobile Work Management (MWM), Value, Cost, Service Delivery. This is to ensure that a professional, consistent and auditable approach is maintained for NIW in accordance with the company’s service and statutory obligations
  • In line with continuous improvement the on-going review of existing goods and services contracts to ensure the scope of future contracts fully reflect NIW needs
Correspondence
  • Collate and maintain securely all documents and files associated with the management of the development of contracts
  • If required raising of orders and authorising of payments for work completed in line with NIW procedures.
  • Liaison with other functions outside bodies as necessary to ensure that operational capability is not compromised.
  • Monitor and analyse electronic records of sites / assets
  • Ensuring version control of all documents is recorded and documented
  • Development of business cases as required to support contract delivery
  • Create or assist in the development and writing of contract reports (performance, compliance and financial) templates
Policy
  • Ensure contract terms are in full compliance with all current Health and Safety policies.
  • Ensure that contract performance reports are developed and reflective of the needs of the contract
  • Follow up with timely action plans in the event that policy is not adhered to
  • Liaison with M&E colleagues and other functions to ensure understanding of processes / service levels that can be provided and share key learning’s
Processing
  • Proactive participation in relevant projects working on solutions to deliver successful processes
  • Take a leading role in the project management of the procurement process which includes development of project plans, risk register, change register, issues logs etc (note this list is not exhaustive and is dependent on the contract scope and value)
  • Monitor and analyse data to facilitate production of Regulatory, Financial and Management reports to agreed timescales.
  • Take appropriate corrective action when required.
  • During the contract development process facilitate monthly progress meetings with all relevant persons in order to measure progress to date and to plan work ahead.
  • Identification of management information requirements and the specification and production of reports.
  • Participation in full contract meetings to provide relevant contract information and supporting detail to ensure efficient contract management
  • Locate, collate, provide and analyse supporting data as required
  • Take part in evaluation teams when requested
  • Develop and provide idea’s using creative thinking to ensure the required service is delivered on award
  • Liaison with M&E FM (L5), senior managers (L4& L3) and OPT on all contract requirements
  • Use technical, managerial and communication skills to deliver the role requirements
  • Develop ideas and think creatively regarding service requirements to ensure the required service is delivered on award.
  • Assist in ensuring all contracts are developed, written, evaluated and implemented to NIW requirements and procurement rules and practices.

CRITERIA
ESSENTIAL CRITERIA
Applicants MUST be able to demonstrate in their application form and where necessary at interview:
  1. Be a time served electrician/mechanical fitter or ICA technician and at least 3 years’ post qualification / time served management/supervisory experience, which involves managing both Mechanical and Electrical staff
OR
Have a 3rd level qualification, for example a degree/HNC/HND or equivalent in a relevant Mechanical, Electrical or combined field of Engineering and at least 3 years’ post qualification / time served management/supervisory experience, which involves managing both Mechanical and Electrical staff
  1. Must have spent at least 3 out of the last 5 years in a Mechanical, Electrical or Instrumentation (ICA) role in an industrial environment
  2. Experience in the operation and use of M&E contracts, performance management and measuring and delivery of KPI’s with respect to external service providers and a broad range of ability in both mechanical and electrical engineering practices relevant to industry with particular focus on maintenance activities and service delivery;
  3. A working knowledge of current relevant legislation in relation to the procurement and management of M&E Contacts.
  4. Experience in the creation, collation and analysis of management reporting information using Microsoft Office applications.
  5. Experience in writing business cases in advance for the approval of new contracts, contract term extensions and changes in contract costs.
  6. Access to a form of transport which will enable you to fulfil your responsibilities;
  7. A willingness to participate in MIP activities when required (including outside normal working hours)
DESIRABLE CRITERIA
  1. Knowledge of different contract forms (e.g. NEC3 suite of contracts)
  2. Experience in managing operational/goods/services contracts in a commercial environment against contracted performance standards
