ON OBJECTIONS TO TRAFFIC REGULATION ORDERS – HARWELL ROAD
- Purpose of Report
1.1To consider objections to the proposed waiting restrictions in Harwell Road.
2.Recommendation
2.1It is recommended that the proposed Traffic Orders in Harwell Road are shortened and confirmed as shown on Appendix A.
- Information
- Representations have been received in response to the recent advertisement of Traffic Orders in Harwell Road. These representations have all been circulated to the Committee Members and are summarised below.
- Yellow lines have been requested here by two of the industrialists who are concerned about safety in this area and difficulties that are caused to delivery vehicles. The restrictions were advertised along the eastern side of Harwell Road and were also advertised across accesses on the western side.
- Letters of objection had been received from the Nuffield Industrial Estates Association and two industrialists who felt that the restrictions would cause problems for employees. There is very little parking in the southern end of Harwell Road and the restrictions could be omitted south of the access to 22-26 Harwell Road. There is also scope to reduce the proposed clearances to the accesses as shown on the attached drawing. All three of these objectors have indicated that they would be satisfied with this amendment.
- Two objections have been received from parents of children at the schools in Leeroyd Road. They feel that there is no need for the restrictions, problems only occur for a short period of the day and they feel that the restrictions will be abused in any case. They feel that the lines will displace school parking into other areas and will cause added inconvenience to parents. They suggest that limited waiting restrictions could be introduced to prevent local workers parking or that large vehicles should be prevented from entering the area at the start and finish of the school day.
4Conclusions
4.1The proposals aim to try to find a balance between keeping access clear for the commercial premises in this industrial estate and accommodating parking wherever possible without obstructing access.
4.2There is no footway on the eastern side of Harwell Road and it is not ideal for parents to park here, particularly if this blocks access for lorries. Parking is generally available in the limited waiting bays along the northern side of Harwell Road and there is a footway for children to disembark onto.
