A Regular Meeting of the Oak Grove Cemetery Board of Trustees was called to order by City Clerk Nancy L. Roehrs at 4:30 p.m., on Monday, January 9, 2006, in the City Council Chambers in City Hall.

Trustees Present:Larry McGillis, Joan Mulder, S. Jean Nevins, Tom Morrow

Trustee Absent:Mary Reichard

Others in Attendance:City Clerk/Treasurer Nancy L. Roehrs, Cemetery Sexton Steve Mepham

City Clerk Roehrs stated that the Board of Trustees needs to elect a Chairperson and Vice-Chair.

Trustee Morrow recommended that the Board table action on the election of Chairperson and Vice-Chair until next meeting since Trustee Reichard was not present at the meeting.

Moved by Trustee McGillis, supported by Trustee Morrow, to approve to table action on the election of Chairperson and Vice-Chair until next meeting due to Trustee Reichard being absent from the meeting. All ayes carried the motion.

Moved by Trustee Nevins, supported by Trustee Mulder, to approve the minutes of the meeting held on December 12, 2005. All ayes carried the motion.

Claims & Accounts.

The Cemetery Board reviewed the Claims & Accounts.

Trustee Mulder stated that the Claims and Accounts total included invoices that were approved in the December meeting and the total should be $2,310.97.

City Clerk Roehrs stated that she would have the Accounts Payable Clerk correct the total.

Moved by Trustee Mulder, supported by Trustee Nevins, to approve the Claims and Accounts in the amount of $2,310.97. All ayes carried the motion.

Financial Statements.

The Cemetery Board reviewed the Financial Statements for the months of November 2005.

Moved by Trustee McGillis, supported by Trustee Nevins, to receive and place on file the Financial Statements for the month of November 2005. All ayes carried the motion.

Cemetery Sexton Monthly Report.

Cemetery Sexton Mepham gave the cemetery report for December 2005.

Five burials three resident and two non-resident, plowed snow and shoveled sidewalks, vacuumed the chapel, received one request for stone facing, received two requests for genealogical information, received two requests for grave locations, removed funeral flowers from recent burials, worked on cemetery records, replaced flagpole lights, prepared foundation costs for the City Manager and gave proposals for ash burial areas to the City Manager.

Other Business.

Trustee McGillis stated that the cemetery looks terrible. Leaves were raked last fall and left on the side of the road.

Sexton Mepham stated that the DPW crew did not do a very good job of finishing the cemetery clean up this year.

Trustee Morrow stated that he knows that the one leaf pick up truck was broken doen a lot this fall and contributed to putting the DPW behind on picking up leaves.

City Clerk Roehrs stated that snow fell early in November and stayed on the ground all of December which stopped the DPW crew from working in the cemetery. Normally it does not snow and stay on the ground in November which gives the crew time to finish the cemetery.

Trustee McGillis stated that more time will have to be spent in the spring to clean the cemetery in time for Memorial Day.

Moved by Trustee Morrow, supported by Trustee Nevins, to approve to adjourn the meeting at 4:48 p.m. All ayes carried the motion.

Moved by Trustee Morrow, supported by Trustee Mulder, to approve the Claims and Accounts in the amount of $3,490.26. All ayes carried the motion.

Financial Statements.

The Cemetery Board reviewed the Financial Statements for the months of December 2006.

Moved by Trustee Morrow, supported by Trustee Mulder, to receive and place on file the Financial Statements for the month of December 2006. All ayes carried the motion.

Trustee Nevins joined the meeting at 4:40 p.m.

Cemetery Sexton Monthly Report.

Cemetery Sexton Mepham gave the cemetery report for January 2006.

Five burials one resident and four non-resident, plowed snow and shoveled sidewalks, vacuumed the chapel, changed lights inside the chapel, received two requests for genealogical information, removed low branches on Round Hill and chapel area, received one email for burial information, removed a pine tree to open a grave (McIntosh), D.P.W. cleaned up some leaves, talked to Veterans Affairs Office on veteran foundation and billing, and removed artificial flowers someone had stacked around flower garden.

City Clerk Roehrs stated that the Board of Trustees needs to elect a Chairperson and Vice-Chair.

Moved by Trustee Morrow, supported by Trustee Reichard, to approve to appoint S. Jean Nevins as Chairperson of the Oak Grove Cemetery Board of Trustees.

AYES:Morrow, Reichard, Mulder

NAYS:None

ABSTAIN:Nevins

Motion carried.

Moved by Trustee Morrow, supported by Trustee Nevins, to approve to appoint Mary Reichard as Vice-Chairperson of the Oak Grove Board of Trustees. All ayes carried the motion.

Board Vacancy Recommendation.

City Clerk Roehrs stated that Larry McGillis submitted his resignation from the Oak Grove Cemetery Board of Trustees to the City Council and the Cemetery Board needs to make a recommendation to the council for the vacancy.

Moved by Trustee Reichard, supported by Trustee Morrow, to approve to table action on the recommendation of appointment to fill the vacancy on the Board until the next meeting. All ayes carried the motion.

Other Business.

Sexton Mepham asked the Board about acquiring recommendations from Twin City Landscape on what type of trees should be planted on the new hill and how many should be planted.

The consensus of the Board was to have Sexton Mepham proceed to get cost proposals and recommendations for trees to be put on the new hill from Twin City Landscape.

City Clerk Roehrs told the Board that the new cemetery software from BS&A has been installed and records are starting to get put into the system.

Trustee Mulder recommended that an article be put in the city’s monthly newsletter reminding the residents that the winter flowers have to be taken off graves by April 1st.

Moved by Trustee Morrow, supported by Trustee Mulder , to approve the minutes of the meeting held on February 13, 2006. All ayes carried the motion.

Board Vacancy Recommendation.

Trustee Mulder recommended Stan McMann. Clerk Roehrs will contact.

Claims & Accounts.

The Cemetery Board reviewed the Claims & Accounts.

Moved by Trustee Mulder , supported by Trustee Morrow , to approve the Claims and Accounts in the amount of $3,500.49. All ayes carried the motion.

Financial Statements.

The Cemetery Board reviewed the Financial Statements for the months of January 2006.

Moved by Trustee Morrow , supported by Trustee Mulder , to receive and place on file the Financial Statements for the month of January 2006. Made mention the revenue/expense report was missing. Clerk Roehrs will make sure they will be there in the future. All ayes carried the motion.

Cemetery Sexton Monthly Report.

Cemetery Sexton Mepham gave the cemetery report for February 2006.

Four burials two resident and two non-resident, plowed snow and shoveled sidewalks, vacuumed the chapel, cleaned bathrooms, repaired heater in women’s bathroom, received three requests for grave locations, received two requests for genealogical information, received one request for stone facing information, received two requests for grave site information, and requested tree prices from TwinCity.

Other Business.

Sexton Mepham received quotes from Treedmark & TwinCity for tree costs. Total estimated cost was between $2,210 and $3,380.

Discussion of various types of trees to plant in the new section.

Trustee Reichard joined the meeting at 4:40.

Sexton Mepham will check on Common Hackberry, and October Glory. Will check with Atwood Nursery in Mt.Pleasant on cost.

Trustee Reichard suggested getting trees from the conservation. Clerk Roehrs mentioned they are often too small and questioned the survival rate.

Trustee Reichard will bring in pictures of the trees proposed.

Trustee Reichard questioned if there are funds to fix up the flower beds. Clerk Roehrs thought there was and offered to help with the planting.

Cemetery Sexton Monthly Report.

Cemetery Sexton Mepham gave the cemetery report for March 2006.

Four burials two resident and two non-resident, cleaned walks, vacuumed chapel, worked on women’s bathroom heater. Received requests for the following information: genealogical, stone facing, ashes burial, grave location, grave availability, and foundation. Notified electric department that all spotlights are not working, plotted new waterline, electric department trenched ditch, water department installed line, DPW cleaned leaves & some brush. Vandalism to old vaulthouse-3 windows broken-repairs underway. Flag stolen from chapel flagpole.

Tree Discussion.

Cemetery Sexton Mepham acquired more quotes. Will get more quotes on Maples and Oaks. Suggested churches may be willing to donate a tree or possibly memorials to help with the expense. All suppliers recommended the trees should not all be planted in the same year. Discussion of TwinCity being closer would be more convenient for maintaining the trees. Trustee Reichard questioned City Manager Robert McConkie if he thought it would be more cost effective to hire a student to water the trees or pay TwinCity. He stated the trees would be guaranteed if TwinCity did the watering. Cemetery Sexton Mepham felt five different varieties would be a good choice in case of disease in a certain type. Decision was made to plant in the fall.

Other Business.

Trustee Reichard discussed the notice for removal of decorations should state all decorations be removed not just winter ones.

Trustee Morrow questioned the handling of the removal. Appears to be handled twice. City Manager Robert McConkie will check on the procedure.
