Key rules for reference:

1.1 Fields

●The fields should be in accordance with The Laws of the Game of Rugby Union as framed by the International Rugby Board.

●The host club is responsible for ensuring the field is dressed with the appropriate sideline flags and goal post pads before the commencement of play.

1.2 Duration of Games

●A game is made up of 4 quarters. Each half lasts for 30 minutes, with a five-minute interval at halftime. Substitutions only made at ¼, ½, ¾ time.

●No extra time will be given to teams that are late starting. The teams playing time is lost if they are late starting.

1.3 Equipment

●All players must wear Mouthguards. Referees are to send any players to the sideline who do not have a mouthguard.

●Boots are to be worn

●Under 12 will use a size 4 ball

1.4 Rules of the Game

●15 aside Competition.

●All players must have half a game (minimum).

No Supporting in the lineouts is allowed, otherwise lineouts are contestable.

●No pushing in the scrum beyond 0.5 metres – Contested, only with a Registered or Associate Referee. Safety is the main concern and the referee or coach can ask for scrums to be uncontested if player ability is doubted. Be conservative.

●Players must not voluntarily wheel the scrum.

●Conversions to be taken no wider than 15 metre mark.

●Substitutions only made at ¼, ½, ¾ time. These must be made at an appropriate break in play and reported to the referee.

●For all round robin, semi-final and final games, the Bay of Plenty Rugby Referees shall appoint referees.

All other laws will be played in accordance with the NZ Domestic Safety Law Variations (refer to Rugby-Laws of the Game made easier, available from your club or WBOP JMC).

1.5 Referees

●Where a Bay of Plenty Rugby Referees appointed referee either does not show up or none has been appointed, the host team is responsible for providing a referee.

●The order of preference as to who is entitled to referee the game is as follows:

  1. Registered referee
  2. Associate referee
  3. Volunteer referee

●All associate referees should be in possession of his/her card as proof that they have successfully completeda current NZRFU Associate Referees course.

●If the host team cannot provide a registered or associate referee then the opposition team must be asked. If they are able to provide either a registered or associate referee then they should be entitled to referee the whole game.

●If the opposition is unable to provide a referee then the onus shifts back to the host team to provide a referee.

●Where no qualified referee is available, teams are able to referee half a game each by mutual agreement of the host team.

●Due to the basic philosophy of the Associate Referee structure it must be accepted that at present some of these referees may not be independent of a team’s management or players.

●It is incumbent on the registered and associate referee complete the appropriate online temporary suspension or ordering off reportto the Secretary WBOP JMC. The deadlines for these reports are as per 4.4 of the Judiciary Process.

1.6 Team management

●Team management must carry the official team sheet and photographic registration cards for every player to all games. Only those players that are listed on the sheet and have cards available are eligible to compete.

●A maximum of 22 registered players can be entered on the team card each week.

●The principle shall be coaches can only play the team members that are listed on an approved WBOP JMC official team sheet and photographic registration cards. These are to be available for opposing management's perusal, no exceptions. It will be the responsibility of the club coaches/manager’s to meet with the opposing team and EXCHANGE THE BOOK OF PHTOGRAPHIC REGISTRATION CARDS and the OFFICIAL TEAM SCORE CARD WHICH SHOULD INCLUDE THE PLAYERS JERSEY NUMBER and REGISTRATION NUMBERS at least 15 minutes PRIOR to the game. Both teams may retain these for the duration of the game.

●It is the team management responsibility to verify the opposition players. If there is doubt they should make enquiries with the opposition coaches/manager’s as soon as possible. If they are not satisfied with the explanation they are to make a note on the team card AND put their issues in writing either by email or letter to the Secretary WBOP JMC by 5pm the Tuesday following the game or email . Failure to put these concerns in writing will result in no action being taken.

●At the completion of the game you must fill in ALL TRIES and the final score. Both coaches and the referee must sign the team cards before handing the registration books and team cards back to each other.

●Any late or new registrations during the season shall be graded according to his age/weight at that time. i.e. to qualify for a grade a player to meet the same requirements as if being weighed at the start of the season.

●Unregistered players are not to play in matches until such time an official registration card is issued following all the same procedures as the main weigh-ins.

If there is a failure by team management to follow any of these procedures, a written complaint should be emailed or posted to the Secretary WBOP JMC - email by 5pm the Tuesday following the game. This may result in that team being deemed to have forfeited the game where such omissions occur.

1.7 Points

●Points to be allocated on a per team basis as follows: 4 for a win, 2 for a draw, 1 for being within 7 points, and 1 for scoring four or more tries.

●At the completion of the game you must fill in ALL TRIES and the final score. Both coaches and the referee must sign the team cards.

●All score cards are to be free posted to the point’s convener to be received by 5pm the Wednesday following the game.

●Scorecards shall be on the official JMC forms and must accurately record the following information:

●Team identity, opposing team, date and venue.

●Each player’s name & DOB

●Jersey number for that day

●Clearly record the result and identify the winning side

●Coaches and referees signature

●Relevant information regarding any Sin-bins or Sending Off situations

●Any omissions will result in a team being penalised for non-compliance by the loss of four competition points. JMC has no desire to remove points; however team management must accept responsibility to comply with this rule.

●The JMC Secretary and points convener must still be notified of a defaulted match.

●In the event of two teams being equal on points, the winner of the round robin play will decide which team goes into the semi final. In the event of a draw points scored for and against will decide which team goes into the semi-final.

●Semi-finals are played between the top team and the fourth team, the second team and the third team. The winners to meet in the final for the championship.

●In the event of default the winning team will be awarded 5 points.
