ACCUSED WAS MASTERMIND IN THE SENSATIONAL DAYLIGHT JEWEL ROBBERY CASE OF MASJID MOTH, GREATER KAILASH-III AT PS CR PARK.

LOOTED JEWELLERY WORTH RS.25 LAC AND CASH RS. 3.40 LAC RECOVERED.

PRESENTLY ON BAIL, HE WAS SENTENCED FOR 10 YEARS BY COURT IN A ROBBERY CASE OF FARIDABAD, AND HIS APPEAL IS PENDING IN PUNJAB & HARYANA HIGH COURT.

ACCUSED MUKARRAM @ JANU IS INVOLVED IN MORE THAN 20 CASES OF ARMS ACT, NIGHT BURGLARIES, ROBBERIES & DACOITIES IN DELHI AND NEIGHBORING STATES.

INTRODUCTION:-

Withthe arrest of the notorious robber Mukarram @ Janu of Farooq Pahalwan Gang, the Crime Branch has been able to nab the mastermind and gang leader of sensational day light robbery case of PS-CRPark and recovered jewellery worth Rs 25 Lac andcash Rs.3.40 lac.

INFORMATION, TEAM AND OPERATION:-

After this incident had occurred, Crime Branch had started working sincerely on detection of this case. Inspr KP Singh of Anti Robbery Cell, Crime Branchwas deputed to detect the case. He activated sources and lateron, an input was received aboutnotorious robber Mukarram @ Janu, who is previously involved in several criminal cases and presently involved and wanted in the robbery case of PS CR Park, will be coming to Kalindi Kunj parking around noon to meet his associate andif a raid is conducted, he can be apprehended with the robbed goods.

Immediately, a team led by Inspr KP Singh comprising of SIs PC Yadav, Ravinder Singh, HCts Yatender, Rajeev Mohan, Narender, Vikal, Consts Nagender, Ravi, Naresh, Javed, Ravinder & Bijender was formed to develop the information and nab the culprit, under the close supervision of ACP SS Gill and overall guidance of DCP Bhisham Singh.

A trap was laid near Kalindi Kunj parking and at the instance of the informer, the team apprehended one person who was identified as Mukarram Ali.

INTERROGATION:-

The accused was put to sustained interrogationduring which he confessed his involvement in a case of robbery registered vide FIR No. 226/13, dated 22.8.13, u/s 392/34 IPC PS CR Park. Therefore, he was arrested and he disclosed that he had committed the robbery in Masjid Moth, GK-III and the looted jewellery items are lying at his residence at G-9/1, Sangam Vihar, New Delhi. At his instance, diamond, gold & silver studded jewellery items andRs.3.40 lacs cash were recovered from his in-laws house at Village Phargana, PS Pahasu, Khurja, Bulandshahar, UP.

He disclosed that the gang used to hire a Tata 407 and used to rob scrap items such as copper, aluminium etc during night in the factories situated in Narela, Badli etc. Earlier, he was arrested in case FIR No.186/99, u/s 25 Arms Act, PS Roop Nagar and was found involved in 5 criminal cases.

He has committed several dacoities and robberies in association with Raju @ Rustam and Chand. He was arrested in the year 2002 by a team of Crime Branch. He was found involved in more than 12 criminal cases of Delhi, Gurgaon, Sahibabad and Faridabad.

When he came out on bail in the year 2004/05,he realised that his erstwhile gang leader Raju Rustam had died in an encounter with UP Police in Bulandshahar and Chand was in jailat that time. He was so desperate that he decided to form his own gang alongwith Farooq. His gang was strengthened with the joining of Wasim r/o Kasganj, Asjan r/o Meerut, Mazid r/o Meerut, Rashid r/o Sangam Vihar,Delhi and others. Under his leadership,the gang started committing robberies in scrap godawns.

In the year 2007, he was arrested by CIA Faridabad in a scrap robbery case and was sentenced to 10 years imprisonment by the Court. His appeal is pending in the Punjab & Haryana High Court at Chandigarhagainst this conviction and after undergoing 3 years in jail, he got bail.

In 2011, UP Police conducted a raid in his village in Bulandshahar during which he opened fire atthe police party, though he could not escape from being arrested by police.

After coming out of jail, he took a house on rent in Sangam Vihar and started a“Paneer”shop in Govind Puri,Delhi. This time he came in contact with notorious robber/dacoit of Khurja, Rashid @ Gudda r/o Sangam Vihar, Punit r/o Anang Pur, Faridabad and Mahender r/o Sangam Vihar. As per information, the servant of the victim complainant shared information with Punit and Punit further informed the gang members that cash and jewellery worth Rs.8 crore can be found at the office of a jewel trader at Greater Kailash III. The accused made a plan to loot the jeweller alongwith his associates.

Sh. Ashok Kumar Rakian, a jewel trader, was known for his philanthropy providing books to poor students. Accused Mahender and Punit went to his office posing as students and asked for books. They conducted a reccee of the office.

On 22.08.13, the members of this newly formed gang assembled near Suraj Kund. Accused Mukarram remained in the car while Punit and Mahender entered the office of Ashok Kumar Rakian. Soon after,Farooq Rashid @ Gudda also entered the target office. They tied the servant and overpowered Ashok Kumar Rakian and his aged father. They robbed all the jewellery and after committing crime, they kept some of the cash and jewellery in a known person’s house and another portion of jewellery items in a bag with a view to distribute it later.

PROFILE:-

Mukarram @ Janu s/o Shamshad r/o G-9/1. Sangam Vihar, New Delhi, aged 42 years, was born in thevillage Til-Begumpur, PS Sikandrabad, Distt Bulandshahar, UP and studied up to 8th class at the village school. He came to Delhi in 1989 and worked with his maternal uncle at a Paneer Shop. After some time, he opened his own shop in the name of “Standard Paneer Shop” at Govind Puri but suffered huge loss in his business in 1997. Hecame in contact with Chand and Raju @ Rustam who were criminals of Bulandsahar and started criminal activities.

MODUS OPERANDI:-

This gang identifies the prospective targets and commits armed robberies.

Previous involvements are being verified. Efforts are being made to arrest the absconding Farooq Pahalwan. Concerned police stations have been informed and further investigation is in progress.

HUGE QUANTITY OF ILLICIT LIQUOR RECOVERED.THREE PERSONS ARRESTED.

The Police personnel of West District have done good work by arresting three persons for carrying illicit liquor for sale and recovered 2574 quarters in 2 different instances.

3. Pritam s/o Sh Karambir r/o Village and Post Office Garhi Sampla, Distt. Rohtak (HR) (arrested byPS Khyala)

RECOVERY MADE

1. One Honda City car bearing No DL-8CL- 0589, used for supply of illicit liquor. (PS Tilak Nagar)

2. 25 Cartons of illicit liquor containing 48 quarters each for sale in Haryana only . (PS Tilak Nagar)

3. One Honda City car bearing No. DL3C AK 4728, used for supply of illicity liquor.(PS Khyala).

4. 28 cartons of illicit liquor (15 cartons containing 50 quarters each and 13 cartons containing 48 quarters each) (PS Khyala).

INFORMATION AND OPERATION

PS Tilak Nagar

On 26-08-2013, HC Amrit Singh,HC Deep Chand,Ct Vinod Kumar and Ct Rajesh Kumar were on patrolling in the area of Vishnu Garden Tilak Nagar. They received an information that a Honda City car bearing No DL CL 0589 would come from Chand Nagar with a huge quantity of illicit liquor. On the basis of information, a police picket was deployed on Chand Nagar road for checking the vehicle. At about 7-30 PM, the said Honda City car was intercepted and the two occupants were apprehended. On search of the car, 25 cartons containing 1200 quarters of illicit liquor (for sale in Hrayana only) were recovered. The occupants were identified as Dinesh s/o Rajender Singh r/o H.No 1741 Antt Puram , Distt. Jind (HR) Age 33 years and Sunil s/o Omparkash r/o vill. Gandra , PS Sampla Distt. Rohtak (HR) Age 35 years. On sustained interrogation, they disclosed that they used to supply illicit liquor in Delhi and the above recovered liquor was purchased from Bahadurgarh (HR) for the purpose of selling in Delhi i.e. Shyam Nagar and Khyala area. Above said accused persons were arrested in Case FIR No. 426/13 dated 26-08-2013 U/S 33A & 58D Delhi Excise Act, PS Tilak Nagar, Delhi.

PS Khyala

On 26.08.2013 at about 9.55 AM, Ct. Rakesh alongwith Ct. Mahavir and Ct. Sajjan were on patrolling duty when they received an information that one person would transport illicit liquor in his car and will come to D Block JJ Colony from RZ Gurudwara side. On this information, the police personnel immediately placed barricades and started checking the vehicles. At about 10.30 AM, a silver colour Honda City car bearing No DL-3CAK-4728 came from RZ Gurudwara side and the same was intercepted. On checking of the car, 28 cartons containing 1374 quarters of illicit liquor (13 cartons for sale in Arunachal Pradesh & 15 cartons for sale in Haryana only) were recovered. The occupant was identified as Pritam s/o Sh Karambir r/o Village and Post Office Garhi Sampla, Distt. Rohtak (HR). On sustained interrogation, he disclosed that he used to supply illicit liquor in Delhi. The accused person was arrested in Case FIR No. 343/13 dated 26-08-2013 U/S 33/38 Delhi Excise Act, PS Khyala, Delhi. Further investigation is in progress.

The police personnel involved in the good work are being rewarded

SUBJECT: - INTRODUCTION OF COMPREHENSIVE e-PROCUREMENT SYSTEM IN PROVISIONING & LOGISTICS UNIT OF DELHI POLICE.

The Provisioning & Logistics unit of Delhi Police is ISO certified and organises centralized procurement of items costing more than Rs.10.00 lakh as well as various items of Annual Indent required by all Distts./Units of Delhi Police. The rules/regulation and instructions issued by the Government are strictly adhered to in procurement process by this unit.On an average 270 tenders are floated in a year by this Unit. Earlier, tenders were invited off-line and entire process was manual. The manual tender system was time consuming and took lot of time to complete the procurement process.

Now this unit has switched over from manual tender system to e-tendering system and tenders are invited on-line through Central Public Procurement (CPP) portal e-tender system website The e-procurement system has further improved the efficiency and transparency in procurement system of Delhi Police.

SENSATIONAL BLIND MURDER CASE OF SENIOR CITIZEN

WORKED OUT

  • Mastermind of the murder and his co-accused (mama-bhanja) in police net.
  • Mastermind is a debt-ridden acquaintance of the deceased.
  • Motive is to get rid off the debt.

The Special Staff and PS Rani Bagh of North-West District have solved the blind murder case of a senior citizen by arresting two persons i.e. one main conspirator and other his associate.

ACCUSED ARRESTED:

  • Yogesh Gupta (main conspiratory) s/o Anang Pal Gupta r/o C-46 Karan Vihar, Phase-V, Kirari Suleman Nagar, Delhi.
  • Shiv Kishor @ Mohan @ Mone Gupta s/o late Kamlesh Gupta r/o Mohalla Kanungoyan near Kanhaiya Lal Dharamshala, Kasba & Police Station Jalalabad, Distt. Shahjanpur (UP).

INCIDENT:

On 19.8.13, an information was received in PS Rani Bagh at 8.15 PM regarding a person namely Jai Narayan Gupta s/o Sh. Laxmi Narayan Gupta r/o H. No. 3033, Sant Nagar, Delhi brought dead at Maharaja Agrasen Hospital due to gunshot. SI Pancham reached the hospital and found above mentioned person aged 69 years declared brought dead vide MLC No. 516/13. The son of the deceased, Mr. Manoj Kumar reported that his father was present in his shop on the ground floor of their house. At about 7.30 PM, he heard a cracker busting sound and a little while later, his wife raised an alarm. On reaching their shop, he found his father lying unconscious on the floor. They immediately rushed him to MaharajaAgrasenHospital where doctor declared him brought dead. One country made pistol containing one used cartridge was also recovered near the shop. Accordingly, a case FIR No. 272/13 u/s 302 IPC & 27 Arms Act PS Rani Bagh was registered and investigation was entrusted to Inspr. Manoj Kumar, Inspr. ATO/Rani Bagh.

INVESTIGATION:

During investigation, the family members of the deceased did not disclose any enmity or dispute with anybody that could lead to this murder. However, it was revealed that one unknown person appearing to be from Eastern UP or Bihar was seen running away from the place of occurrence at the time of alleged incident. Keeping in view the peculiarities of this case, several teams of PS Rani Bagh and Special Staff under the supervision of Sh. Ashish Anan, ACP/Sarawati Vihar & Sh. Ash Mohd., ACP/Spl. Staff respectively were formed to investigate various aspects.

During investigation of the case, various aspects of the life of deceased Jai Narayan Gupta and his family were explored and servants and tenants residing in the vicinity of the place of occurrence were verified. It was revealed that the deceased used to lend money also and he had given a substantive amount of loan to a property dealer namely Yogesh Gupta in Karan Vihar area in Kirari, Delhi. His call details were also analyzed and it was found that at the time of the incident, his position was in the vicinity of place of occurrence. During interrogation, initially Yogesh Gupta denied his involvement in the crime but when he was confronted with the evidences gathered through technical surveillance, he broke down and disclosed about his involvement in this murder alongwith his relative Mone Gupta and another person namely Ram Roop. Accordingly, accused Yogesh Gupta was arrested on 25.8.13 and 5 days police custody was obtained. Then, at his instance, accused Mone Gupta was arrested from his residence in Kasba Jalalabad, Distt. Shahjahanpur, UP. A raid was also conducted at the residence of Ram Roop in his village Jharar Haripur in PS Jalalabad area but he was found absconding.

INTERROGATION:

During interrogation of the accused Yogesh Gupta, it was revealed that he had come in contact with deceased Jai Narayan Gupta through a common acquaintance about 1½ years back as he was in urgent needof Rs. 18 lacs for paying payment to finalize two plots in Aman Vihar. The deceased had lent him Rs. 18 lacs which he returned him with interest within stipulated time. After this dealing, he used to take and repay loans from the deceased. About 8 months ago, property market hit a slump causing drastic reduction in prices of property in Aman Vihar area. This turn of the market hit him adversely and he could not arrange to pay an amount of Rs. 19 lacs to Jai Narayan Gupta. This amount further accumulated to Rs. 33 lacs as deceased added interest and penalty to the original amount of 19 lacs. The deceased started to pressurize him for return of the amount. Jai Narayan Gupta also threatened to initiate legal action against him. He shared his problem with a distant maternal uncle Shiv Kishor @ Mohan @ Mone Gupta r/o Kasba Jalalabad, Distt. Shahjahan Pur, UP who was also facing financial problem as his business of assembly of switches in Aman Vihar was not doing well and he had to close his assembly unit. Mone Gupta suggested Yogesh Gupta to eliminate Jai Narayan Gupta so that he will not have to repay his loan amount. A deal between Yogesh Gupta and Mone Gupta finalized in Rs. 5 lacs. Thereafter, Mone Gupta hired two contract killers namely Ram Roop and Dharam Pal of Shahjanpur (UP) for the job in Rs. 4 lacs. All four i.e. Yogesh Gupta, Mone Gupta, Ram Roop and Dharam Pal) conspired and prepared strategy to accomplish the task. They receed the house of deceased and took many attempts to complete the contract but unfortunately could not succeed due to one reason or the other. On that fateful day, conspirator Yogesh Gupta alongwith Mone Gupta and Ram Roop were lurking near the house of deceased Jai Narayan and waiting for the opportunity. Finding an opportunity, finally Ram Roop fired a shot at on deceased with a desi katta, they all ran away from the spot leaving the weapon of offence at the spot.

For this work, accused Yogesh Gupta had paid a total amount of Rs. 1,18,000/- prior to the incident and another Rs. 1 lac after the incident. Accused Ram Roop and Dharmpal are absconding at the moment and all out efforts are being made to arrest them.

PROFILE OF ACCUSED:

  • Yogesh Gupta (main conspirator) is 27 year old. He used to work as a property dealer in the area of Aman Vihar, Sultan Puri, Delhi.
  • Shiv Kishor @ Mohan @ Mone Gupta is 35 year old. He is illiterate. He has been involved in the murder of his grandmother vide FIR No. 125/95 u/s 302 IPC PS Jalalabad, Distt. Shahjanpur(UP). He alongwith his brothers used to do trading in the wholesale grain market in Jalalabad. But in last few years their business faced intense recession due to which he has to move to Delhi for his livelihood.
  • Accused Ram Roop has been involved in a murder case vide FIR No. 17/02 u/s 302/201 IPC, PS Jalalabad, UP.
