With the arrest of a desperate auto lifter namely Ravi @ Bittu (Aged -21yrs) S/O Roop Chand R/O HNo.-RZ-26/P/7 Gali No 10 Indira Pur-Kailashpuri New Delhi has worked out four cases of M V Theft and recovered eight motor cycles.

INFORMATION AND OPERATION

In order to check incidences of MV theft in the area, a dedicated team of P.S Sagar pur comprising SI.Krishan Kumar, HC:Dashrath Meena, Ct:Omanand and Ct: Dharamraj was constituted under the supervision of Insp Anil Kumar SHO P.S Sagarpur. On 09/03/2012, an information from a credible source was received by the above team that a desperate autolifter will come to Kailashpuri Chowk to meet his friend. The team swung into action and laid a trap at KailashPuri Road, near Kailash Puri Chowk. The said team started checking all the vehicles and at about 10.15AM a motorcyclist came from Sagarpur side on m/cycle no DL 4 SAZ 1919 who was signaled to stop but he tried to speed away instead of slowing down . Finding the behaviour of the motorcyclist suspicious, the team swiftly chased and overpowered him. Upon being questioned about his suspicious behaviour, he tried to dodge the police and again tried to flee from the spot. The dedicated team nailed him down and upon interrogation his identity was revealed as Ravi@ Bittu (Age -21yrs) s/o Roop Chand r/o HNo.-RZ-26/P/7 Gali No 10 Indira Pur-Kailashpuri New Delhi. On further enquiry, the motorcyclist could not produce the documents of the said vehicle and tried to mislead the police by giving false versions. On verification, it emerged that the above said motorcycle was stolen vide case FIR No.58 dt 04/03/12 u/s 379 IPC PS Sagarpur

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, the accused revealed that he had committed several MV Thefts in Delhi. He used to commit M V theft from residential places. On his confession, four cases of M V Thefts have been worked out. On his instance police succeeded in recovering eight stolen motor cycles.

The officers of Special Cell, Northern Range, led by Insp. Attar Singh, under the supervision of Subhash Tandon, ACP/NR, have busted an interstate narcotic drug syndicate led by Rafique by arresting three main members of above syndicate namely 1) Raheesh (Age 24 yrs) r/o, Bholswa Dairy, Delhi,). 2) Amit (Age 22 Yrs) r/o Nangloi, Delhi,. 3)Rafique (Age 30 Yrs) r/o Loni, Distt. Gaziabad, UP, on 07/03/2012 from the area of Inder Enclave and Nangloi, Metro Station. 2.75 Kgs fine quality heroin, 02 Kgs Phenobarbital and other incriminating packing material have been recovered from arrested drug suppliers. International value of recovered drugs is about Rs. 04 Crores.

On receipt of the specific information on 07/03/2012 by ASI Raj Singh about supplying of heroin in a house in Inder Enclave, Ph-II, Kirari, Delhi by members of above syndicate, a trap was laid near that house. At about 1030 AM accused Amit was overpowered. 500 gms heroin was recovered from his possession. During house search of above house associate of Amit namely Raheesh was apprehended, who was also found in possession of 750 gms. heroin One Kg Phenobarbital and packing material was also recovered from said house. Case under appropriate section of law was registered and investigation carried out.

Both the arrested persons were subjected to sustained interrogation upon which they disclosed that both were member of syndicate led by Rafique. They used to get supply of heroin from him. They used to supply said heroin to many parties in Punjab and many small drug paddlers in the area of jhuggies near Railway track, Sadar Bazar for the last about 03 years.

In pursuance of their disclosure statements Rafique was also apprehended subsequently from Nangloi Metro Station and 01 Kg heroin was recovered from his possession. During subsequent raids at his residential house in Loni (U.P.) 525 gms. Heroin, One Kg. Phenobarbital and few packing material was also recovered.

During interrogation accused Rafique told that he has been indulging in heroine supply for last 10 years. He also disclosed that he used to get supply of heroine from his contact persons in Bihar & Jharkhand and further used to supply the same to Amit and Raheesh in Delhi.

Efforts to identify/ arrest remaining members of above syndicate. Antecedents of the three arrested persons are also being verified from their parent states.Further investigation of the case is in progress.

EX-MANAGER TURNS CONMAN ARRESTED

The staff of PoliceStationRajouriGarden, West District has arrested conman namely Ravi Parkash.

NAME AND PROFILE OF ACCUSED ARRESTED

Ravi Prakash Srivastava S/o Suresh Srivastava R/o Flat No.671, Sec.-13B, Metro View Apartment, Dwarka, New Delhi, age 39 years. He is studied B.Tech. from Gwalior (MP) and belongs to educated family. He has held Managerial positions at companies like Vishal Mega Mart, Veena Industries and LG electronics but fired from his job for misappropriation of funds. He has been unemployed for a year. To fulfill his needs, he took to cheating.

CASE WORKED OUT

1.FIR No.87/12 u/s 420 IPC, PS RajouriGarden, Delhi.

INCIDENT AND OPERATION

On 29.02.2012, a PCR call was received at PS Rajouri Garden regarding duping of Rs.1,50,000/-. The complainant Sh. Joginder Singh S/o Sh. Jaswant Singh R/o B-1/118, Paschim Vihar alleged that he runs a departmental store at Janakpuri. An unknown person came to their store on 27.02.12 and introduced himself as General Manager Big Bazar, RajouriGarden, Delhi. He told him that there are a lot of surplus articles which he could sell to the complainant at discounted rates. The complainant and his son met the accused on 29.02.12 at Big Bazar, West Gate Mall, RajouriGarden and wanted to purchase articles worth about Rs.3 lacs. Accused asked the complainant to pay him Rs. 1.5 lacs and wait in cafe coffee day while he took care of billing, packaging, delivery etc. The accused fled with the sum paid by the complainant. On this complaint a case of cheating has been registered at PS Rajouri Garden.

INVESTIGATION

To find the culprit, a team comprising of SI Sandeep, SI Dharmendra, HC M.M. Khan, Ct. Karnail, Ct. Ram Kumar, Ct. Sarvjeet Singh under the supervision of Inspr. Shiv Dayal, SHO/Rajouri Garden and over all supervision of Sh. J.K. Sharma, ACP/Rajouri Garden was constituted. During the course of investigation, the CCTV footage and photographs of culprit were obtained from Big Bazar and departmental store of complainant. Mobile phone call details of complainant and suspects were studied and more than 50 people were examined for clues. After painstaking interrogation and search, the culprit was identified as Ravi Prakash Srivastava R/o Rudra Society Sec.6, Dwarka. Police team reached there and found that the culprit had already left the society about six months ago. With the help of secret sources, neighbors and society guards, present address of the culprit was traced. The culprit Ravi Srivastava was nabbed at Metro View Apartment Dwarka. During course of investigation he confessed his crime. Sustained interrogation revealed that he is involved in various incidents of cheating, misappropriation and impersonation. The team has shown professional efficiency, intelligence and skill to trace the culprit.

With the arrest of a burglar namely Sampoornanand Bandhopadhyay s/o Lt. Shivender Bandhopadhyay r/o D-10, Shakurpur, main market Delhi-92 permanent address Hoogly Distt. West Bengal, the staff of PS Delhi Cantt/South West District solved two cases of burglary. Stolen jewellery worth rupees four lakhs and house breaking implement i.e one iron rod used in commission of crime recovered.

GIST OF CASE

Complainant N.S Sangwan r/o 13 base repair depot, Airforce Palam New Delhi reported that on 05.03.2012 in the day time a person namely Sampurnanand Bandopadhyay claiming himself as No. 650045-H Ex Sergeant retired from the Indian Air Force entered in Pinto Park residential area through Old Pinto Park gate in a civil vehicle regd. No. DL-9CJ-4444 Tata Safari written with Govt of India on the front regd. Number plate. He was caught red handed by No. 744260 Cpl. A.K. Singh, Airman guard detailed at SMQ while attempting to break open the locks of a residential quarter No. 39/8 (1st floor) belongs to Cpt. Rakesh Kumar with house breading implement i.e an iron rod. He was found in possession of few visiting cards, two mobile phones, cash Rs. 300/- photo copy of discharge book, front page of SSB call letter, various copies of blank tenders documents of MRK Securities & Detective Services, Bank of India Debit cum ATM card, a PAN card, D/L and some other documents. Upon this a case under relevant sections of law was registered at Police Station Delhi Cantt and the investigation was taken up in right earnest.

INVESTIGATION AND TEAM

On registration of case, a special team comprising SI Maesh Soni, PSI Pradeep Kumar, ASI Suresh Chand was constituted under the supervision of Inspr. Ram Niwas, SHO/Delhi Cantt. During the course of investigation it was transpired that on 03 and 11 Jan.-12 there had been two theft cases in NewPintoPark area by adopting the same sort of Modus Operandi.

Accused was subjected to sustained interrogation. On intensive interrogation he spilled the beans that in the year 1975 he joined Airforce as airman and retired in the year 1990. After retirement he could not cope up with the speedy life style of Delhi thus resorted to crime. Further quizzing led to reveal his prior involvements in two burglary cases committed on dated 3/1/12 &10/1/12 in Qtr. No. 78/7 & Qtr No. 70/3 registered with P.S, Delhi Cantt vide FIR No. 2/12 & 10/12 U/S 380/454 IPC dated 3/1/12 &11/1/12 respectively.

MODUS OPERANDI

The modus-operandi was minutely examined and deeply probed into. He is so clever that he devised a new technique for committing crime. He is aware of the fact that in robbery/dacoity the quantum of punishment is more whatever may be the robbed amount. Whereas in house theft cases the quantum of punishment is less irrespective of the value of the stolen property. Apart from above the accused is aware that the complainant generally avoid legal hassles and does not pursue the case in the court.

It has further turned out that accused purchased a Safari Car No. DL 9CJ 4444 from the funds of stolen property. Preferably he targets locked/unattended Army residential quarters which are found locked during the reconnaissance. Interestingly, with a view to evade the kind of suspicion and to get a free run in army area, he used to paste a sticker on the number plate which read “Govt. of India”. The confident manner in which he went about his ‘dirty Job’ is reflected from the fact that he broke in the house of one Captain while caught red handed. Accused keeps Iron Rod (Bike Axel Rod) as a handy tool for breaking locks.

Delhi Police Strengthen Citizen Centricity with

Support from GE Volunteers and United Way of Delhi

The Citizens as Stakeholders in Policing Program beginning today will cover over three hundred policemen and women in the next 3 months

New Delhi, March 10, 2012: Building on its citizen centricity initiatives, Delhi Police has started a sixhourweekly training on citizen centric communications and behaviour. The training will be conductedby volunteers from GE India and is expected to cover over three hundred police men and women overa period of the next three months.

“Each interaction with citizens is an opportunity for us to make them feel secure and generate trustand confidence in our capabilities. This is really the crux of our citizen centric initiatives. I am glad thatGE Volunteers are supporting our efforts,” said Mr. B K Gupta, IPS, Commissioner of Police, Delhi.

“Citizens as Stakeholders in Policing is a unique initiative by GE Volunteers. We had successfullyconducted a similar initiative with the Cyberabad police last year and feel honored to now extend thetraining modules to the Delhi Police.
