2: PROJECT SPECIFICATIONS

The Project Specifications, consisting of two parts, form an integral part of the Contract and supplement the Standard Specifications.

Part A contains a general description of the Works, the Site and the requirements to be met.

Part B contains variations, amendments and additions to the Standard Specifications and, if applicable, the Particular Specifications.

In the event of any discrepancy between a part or parts of the Standard or Particular Specifications and the Project Specifications, the Project Specifications shall take precedence. In the event of a discrepancy between the Specifications (including the Project Specifications) and the drawings and / or the Schedule of Quantities, the discrepancy shall be resolved by the Engineer before the execution of the work under the relevant item.

The Standard Specifications, which form part of this contract, have been written to cover all phases of work normally required for road contracts, and they may therefore cover items not applicable to this particular contract.

2: PROJECT SPECIFICATIONS

PART A: GENERAL

1. DESCRIPTION OF THE WORKS

1.1  Employer’s Objectives

The rail link on the south coast of KwaZulu Natal serves as an integral infrastructure for transportation of goods and commuters. The preservation of bridge assets which serve the rail link is crucial in providing safe passage of locomotives along the rail link. Metrorail KwaZulu Natal, a division of PRASA, has identified the Station Footbridge at Dalbridge to be in a state of disrepair and requires urgent rehabilitation specificaly on the footings, piers, and roof sheetings to extend the design life of the bridge.

1.2  Location of the Works

The project is located as shown on the locality plan bound into this document. The co-ordinates of the Dalbridge Station Footbridge is as follows, (29°52'5.60"S and 31°0'22.46"E).

1.3  Overview of the Works

The project comprises of the rehabilitation of the Station Footbridge at Dalbridge owned by Metrorail KZN, a division of PRASA.

1.4 Extent of the Works

The work to be carried-out for the rehabilitation of the Station Footbridges is as follows:

Dalbridge Station Footbridge:

a)  Brake and re-cast the concrete footings,

b)  Brake and re-cast the piers suporting the structure,

c)  Remove and replace roof sheetings with th new ones

d)  Removed existing paint from all steel truss members on the roof and substructure elements (piers and footings) by means mechanical removal, Corroded areas are to be cleaned till rust free;

e)  Areas of section loss to steel members shall be strengthened by means of patch or splice steel plates;

f)  Deteriorated bolts, fastener and nuts are to be removed and replaced;

g)  Corroded base plates are to be refurbished and deteriorated nuts are to be replaced;

h)  Cracked plinths are to be partially demolished and rebuilt to original level. New base plates and holding down bolts are to be installed;

1.5 Detailed Description of the Works

The following description is a broad outline of the works and does not limit the work to be executed by the Contractor in terms of the contract. The quantities of some of the major items indicated in this section are indicative, not absolute, and are provided to define in general terms the overall scope of the project.

Approximate quantities of each type of work to be carried out in accordance with the contract documents are listed in the Schedule of Quantities in Annexure 9.

The site shall not only comprise the proclaimed rail and bridge reserve but shall be extended in the broader sense to take account of all areas occupied by the Contractor, be it deliberate or unintentional, in the execution of the contract. The site includes all the land within the proclaimed limits of the road reserve along the extent of the works, borrow pits and quarry sites, stockpile areas, locations set aside for construction and supervision accommodation and any other location required for the execution of the Works.

Incidental intrusion into private or tribal property outside the rail reserve shall not be permitted without the owner’s written authority. Any such agreement reached with a private or tribal landowner (occupier) shall include the proviso that any material or equipment on that site shall remain the exclusive property of the Employer in terms of the contract.

1.5.1 Access to the Site

Access to the sites can be obtained from the following roads:

Dalbridge Station Footbridge - Khuzimphi Shezi Road, Umbilo, KwaZulu Natal.

1.6.2 Demolition Work

The Contractor is required to undertake partial demolition work on the footings and piers at Dalbridge.Station Footbridge

1.6.3 Accommodation of Traffic and Occupation

The work to be undetaken by the Construction Contractor for this scope will be in close proximiy to intense suburban rail service and the work required will have to take place under permit conditions. The trian service does not allow for long permits to be issued. A typical permit or occupation will allow the contractor to work between 08:30-15:00 between trains daily and 08:30-14:30 for total occupations daily per line provided there is no disruptions to the train service.

All works adjacent to the rail shall be constructed in such a manner as to allow the safe passage of traffic at all times. The contractor shall keep the Engineer, the Metrorail technical manager fully informed of any temporary changes required in the normal traffic flow and shall obtain their approval for these changes. A supervisor with train working rules and two flagmen are required for the duration of the project.

The contractor shall nominate a member of his staff as site safety officer with specific responsibilities.

The travelling public has the right of way on all public roads and areas. The contractor shall employ suitable, approved methods to control the movement of his equipment in such a way that the travelling public is not endangered.

The Engineer has the right to stop the works should the contractor fail to erect and maintain traffic signs and warning signs. Such stoppage of the works shall continue until the Engineer is satisfied that the necessary items have been erected and that the defective items have been repaired or replaced.

All temporary road signs, devices, sequences, layouts and spacing shall also comply with the requirements set out in the Road Traffic Act, (Act 29 of 1989) and the Track Maintenance Manual 2004.

1.6.4 Existing Services

The Contractor shall make himself acquainted with the position of all existing services before any work likely to affect the existing services is commenced. The Contractor will be held responsible for any damage to known existing services caused by or arising out of his operations and any damage shall be made good at his own expense. Damage to unknown services shall be repaired as soon as possible and liability shall be determined on site when such damage should occur.

1.6.5 Environment

The Contractor’s attention is called to clause B1233 of Part B of these Project Specifications and to the requirements of Part C: Environmental Management Specification contained in section 3. Particular Specifications.

1.7 Maintenance of the Works during the Construction Period

The contractor shall supply a fully qualified Supervisor with Train Working Rules and two (2) flagmen to protect the work site where necessary for the proper execution of the works. Work will not be allowed to continue without this protection. Should the contractor not have access to these resources, Metrorail KZN can provide a list of contractors that can offer this service. The Supervisor with Train Working Rules and flagmen must have valid and relevant qualifications and must be familiar with the train working rules.

The Contractor shall be familiar with the restrictions to access and other matters as stated but not restricted to the SPK 7/1 (Specifications for Works on, Over, Under and Adjacent to Railway Lines and Near High Voltage Equipment), E4E [Safety Arrangements and Procedural Compliance with the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993) and GCC.

The Contractor shall take note of the various requirements of the General Conditions of Contract 2010 and the standard specifications with respect to the care and protection of the Works.

The handing-over of the rail reserve for this contract is described in clause B1224 of these Project Specifications. The Contractor shall be responsible for maintaining this portion of the rail from the date of hand-over until the issue of the Certificate of Practical Completion.

No security will be provided by Metrorail KZN on site

1.8 Testing of materials

1.8.1 Process Control

The Contractor shall arrange for all tests required for process control to be done by a laboratory acceptable to and approved by the Engineer. The Contractor may establish his own laboratory on site or he may employ the services of an independent commercial laboratory. Whatever method is used, the Contractor must submit the results of tests carried out on materials and workmanship when submitting work for acceptance by the Engineer. The costs for these tests shall be deemed to be included in the relevant rates and no additional payment will be made for testing as required.

1.8.2 Acceptance Control

The process control test results submitted by the Contractor for approval of materials and workmanship may be used by the Engineer for acceptance control. However, before accepting any work, the Engineer may have further control tests carried out by a laboratory of his choice. The cost of such additional tests will be covered by a provisional sum provided in the Bill of quantities, but tests that failed to confirm compliance with the specifications, will be for the account of the Contractor.
