Notice To District Substitute Personnel Regarding Other Employment

Recent changes to administrative regulations governing Teacher Retirement System (TRS) Annuity status may result in the District incurring surcharges for District substitutes retired from TRS who perform work (other than substitute work) for another TRS-covered employer in the same calendar month. Specifically, a surcharge may be incurred where a District substitute, who retired on September 1, 2005, or after, works for EM-S ISD as a substitute and another public school district in a non-substitute position in the same calendar month AND such combined employment exceeds more than one-half the number of workdays in the calendar month. For these reasons, District substitutes retired from TRS must report to Eagle Mountain-Saginaw ISD other non-substitute employment they have with another TRS-covered employer during the 2017-2018 school year.

The deadline to report non-substitute employment with another TRS-covered employer is August 15, 2017. This information must be provided to Deborah Dockens in the Human Resources Department.

If employment to EM-S ISD or non-substitute employment with another TRS-covered employer occur after August 15, 2017, a District substitute must inform Deborah Dockens in the Human Resources Department no later than 24 hours after employment with another TRS-covered employer is obtained. You will be required to sign an agreement indicating that any surcharge incurred as a result of employment, a portion of those surcharges will be passed back to you.

In addition, District substitutes should be aware that the combination of District substitute work with work performed for another TRS-covered employer (other than substitute work) as described above may have an impact on the individual’s continued receipt of benefits from TRS. As such, the District recommends that District substitutes currently receiving TRS retirement benefits contact and verify directly with TRS the impact combined employment may have on his or her continued receipt of benefits.
