All the intending tenders other than those enlisted in BSNL (civil wing) should have successfully completed building works under central govt. / state govt / public sector undertaking for either of the following magnitude during the last seven years ending last day of month previous to one in which application are invited :
3 (Three) Building works each costing not less than Rs. 9.22 lakhs.
Or
2(Two)Building works each costing not less than Rs. 11.52 lakhs.
Or
1(One) Buildng works costing not less than Rs. 18.43 lakhs.
“Building Works “shall mean the construction of Administrative /Technical Buildings and staff quarters in RCC frame construction and/or load bearing construction , related sanitary installations / water supply, Compound wall etc.
The intending tenderers may kindly note that the work is of vertical extension of 2nd floor of Technical Block and the staircase of the existing Building will not be allowed for construction of vertical extension. They have to make their own arrangement for lifting men and materials etc.
The contractor shall submit attested copy of valid registration and list of works successfully completed and attested copies of certificates / testimonials from the Department concerned obtained from an officer, not below the rank of an Executive Engineer in charge of the work, while applying for issue of tender papers, which shall be in the prescribed format for the work obtained from the office of Executive Engineer(C), BSNL Civil Division-I, Bhubaneswar
Conditions and non-transferable tender papers can be had, on application from the O/o of the Executive Engineer(Civil), BSNL Civil Division-I, Bhubaneswar, on payment of Rs.500/- (Rupees five hundred) only per set (non-refundable ) upto 16.00 hrs on all working days. Application for tender papers will be received upto 16.00 hrs on 25.02.08 and tender papers shall be sold upto 16.00 hrs on 27.02.08. Tender fee is payable either by Cash/Bankers cheque or Demand draft of a scheduled bank in favour of the Account Officer. BSNL Civil Division-I, Bhubaneswar (payable at Bhubaneswar).
The Earnest money should be deposited in the form of Demand Draft / Deposit at call of any scheduled bank in the name of the Account officer BSNL Civil Division-I, Bhubaneswar(Payable at Bhubaneswar) to be sent / enclosed with the tender and should be kept in a separate wax sealed envelop.
While submitting the tender papers, tenders shall submit the Earnest money in a separate sealed envelope marked as “ A : Earnest Money” and the tender documents in a separate marked as “ B tender” and both these envelopes should be put and submitted in a third envelope. The name of work, estimated cost put to tender and the date of opening, name of the contractor with address shall be clearly indicated on all the three envelopes by the contractors. The envelope marked as “A” containing “Earnest Money” shall be opened first. Tender of the tenderer who do not deposit Earnest Money in the above manner shall not be and will be handed over to the tenderer (if present) or sent back by post.
INSTRUCTIONS FOR TENDERERS USING DOWNLOADED TENDER DOCUMENTS FROM WEB :
The blank prescribed tender form conditions and tender documents can also be downloaded from the website www.orissa.bsnl.co.in .Such tenderers who downloaded tender document from web should submit tender cost of Rs.500/- (Rupees five hundred) per set (non-refundable) in favour of the Account Officer, BSNL Civil Division-I, Bhubaneswar (Payable at Bhubaneswar) along with the Earnest money deposited in the same manner as specified in para 5 above.
The downloaded “tender document” in which rates are quoted should be properly and was sealed. Loose / spiral bound submission shall be rejected out rightly. The tender shall furnish a declaration to this effect that no addition / deletion / corrections have made in the tender document submitted and it is identical to the tender document on website.
The tenderer should ensure that every page of the downloaded tender documents is signed by tenderer with seal.
Tender application form duly filled in along with tender fee declaration (Annexure-I), copy of registration and attested copies of certificates / testimonials should be wax sealed in one envelope marked as “C :Tender Application form”.
All these three envelopes (A, B & C) should be kept in a fourth separate wax sealed envelope. The envelope containing the tender application form, tender fee, declaration, attested copy of registration and attested copies of certificates / testimonials will be opened first and if suitable as per NIT conditions, then the envelope containing EMD will be opened. The tenderer whose documents submitted in envelope “C” are not in order or who do not deposit Earnest Money in the prescribed from shall not be opened and will be handed over to the tenderer (if present) or sent back by post.
The tender will be received at the O/o the Executive Engineer, BSNL Civil Division-I, Bhubaneswar upto15.00 hrs on 29.02.08 and will be opened at 15.30 hrs on the same day by the Executive Engineer. BSNL Civil Division-I, Bhubaneswar. If the date of opening of tender happens to be any holiday, the tender shall be received and opened on the next working day.
The tenderers shall be fully responsible for the genuineness and the correctness of the certificates / documents submitted by them for obtaining the tender documents. If it is found that the tenderer has misrepresented the facts or has submitted any false, forged or wrong documents, then the Earnest Money submitted by the tenderers shall be liable to be forfeited and tenderers shall not be allowed to tender in future.
Tender with any conditional rebate shall be summarily rejected. However unconditional rebate in tender shall be accepted. Sd/-
