Notice of a proposal to amend Brisbane City Plan 2014 pursuant to Step 6 of Stage 3 of Part 2.4A.1 of the Statutory guideline 01/16 Making and amending local planning instruments made under the Sustainable Planning Act 2009 to include the Spring Hill Neighbourhood Plan and consequential amendments.

Brisbane City Council has been directed by the Queensland Government to repeat the public consultation process for the Spring Hill Neighbourhood Plan pursuant to Step 8.1 (b) (ii) of Stage 3 of Part 2.4A.1 of the Statutory guideline 01/16 Making and amending local planning instruments under the Sustainable Planning Act 2009. Changes were made to the plan as a result of submissions received during the previous public consultation period. The Queensland Government has deemed these changes significant and instructed Council to repeat the public consultation process.

Purpose and General Effect

The proposed amendments are intended to:

Provide finer grained planning at a local level for the Spring Hill neighbourhood plan area

Enable new development at higher densities in close proximity to the Brisbane CBD

Establish Astor Terrace as a focus for activity to service the emerging commercial precinct and reinforceBoundary Street as a district centre

Enable the expansion of educational and medical institutions

Protect the highly valued heritage and character of the area as one of Brisbane’s first suburbs.

The amendments apply to parts of the suburbs of Spring Hill and Fortitude Valley.

Making a Submission

Any person may make a submission to Council regarding the proposed amendments. Submissions can be made in writing or online from 18 April 2017 to 2 June 2017. Properly made submissions must state the name and address of each submitter, the grounds of the submission and the facts and circumstances relied on in support of those grounds. Written submissions must be signed by each person making the submission but signatures are not required for online correspondence. Submissions should be addressed as follows:
