Details of Alleged Breach: / Allegation 1
Inspector Owen was the Duty Inspector responsible for conducting Section 40 PACE Reviews on detainees. It is alleged that Inspector Owen failed to conduct any, or any adequate reviews.
If proven this allegation has been assessed as being sufficiently serious so to as amount to gross misconduct.
Allegation 2
Inspector Owen used the ‘log in’ details and password of another officer to access the Gloucestershire Constabulary Custody Electronic Detention Log and reset the custody detention clock for detainees. Accessing the electronic custody log in this manner meant that Inspector Owen avoided having to contact the custody suite or the custody sergeant and avoided having to explain why he had not conducted full and proper PACE Reviews.
If proven this allegation has been assessed as being sufficiently serious so to as amount to gross misconduct.
Allegation 3
Inspector Owen provided his Gloucestershire Constabulary secure ‘pnn’ email address to commercial organisations. This is a breach of the Gloucestershire Force Policy on email use.
If proven this allegation has been assessed as being sufficiently serious so to as amount to gross misconduct.
Allegation 4
Inspector Owen whilst on duty, used the Force Computer System to access the internet for personal reasons. This is a breach of the Force Policy on internet security and the Force Wide Computer Network Acceptable Use Policy.
If proven this allegation has been assessed as being sufficiently serious so to as amount to gross misconduct.
It is further alleged that these allegations when assessed cumulatively also amount to Gross Misconduct.

In accordance with Regulation 31(1) of the Police (Conduct) Regulations 2012 this hearing will be held in public.
