Notes relating to future FC Health and Safety Governance proposals

Purpose of Governance Structure

To ensure that Health and Safety (H&S) management and practice improves in the FC through the effective implementation of the H&S Strategy.

To engage with Staff at all levels in the organisation to build a strong H&S Culture and to develop and implement the H&S Action Plan

Characteristics

  • Collaborative approach – a combination of Management, Staff and Trade Unions but supported by expert Service Providers
  • Effective / Responsive – i.e. has the authority to make things happen and respond quickly. Able to build momentum, rather than over-commit or getting bogged down.
  • Coherent – is well enough connected together to share knowledge and to avoid unhelpful duplication.
  • Efficient – not too large or complex

Proposition

  • That we enhance the role of Silvan House / Country, and FR H&S Committees to empower them to drive forward the development and implementation of the FC GB

H&S Action Plan and to create a healthy challenge to management and staff alike.

  • That H&S Committees need to be empowered and resourced to ensure that those involved can spend time between meetings implementing actions.

The composition should be defined by SH / Countries / FR and should go beyond TU Safety Reps and include range of disciplines and Service Providers.

RevisedGeneric ToR for Safety Committees.

Purpose

To assist Directors in ensuring that everyone who works with the FC in …… remains safe and well and that the woodlands managed by the FC in…… are safe and enjoyable places to visit.

By:

  1. Helping to develop a strong H&S culture in FC ….. through the effective engagement and involvement of all staff.
  2. Supporting the implementation of the FC’s H&S Strategy
  3. Identifying and implementing additional actions to improve H&S.
  4. Assisting in the development and dissemination of H&S guidance and instructions.
  5. Reviewing H&S performance data and advise Management of the actions needed
  6. Assisting in the sharing the learning from accidents and near misses.
  7. Considering the concerns and reports submitted by FC Staff.
  8. Considering the findings and responses to H&S audits and other reports relating to H&S
  9. Assisting in identifying H&S training needs

GB Level Support

The need for a GB group to support the EB in the implementation of the H&S Strategy will continue but it will be different from the current role of the H&S Advisory Group and it will need to complement the role of H&S Committees.

An FC GB Health and Safety Strategy Group is proposed

Purpose

To support the EB in the implementation of the FC H&S Strategy. Act as the “Guiding Group” in terms of the management of change.

By:

Developing an implementation plan for the H&S Strategy.

Ensuring effective implementation of the GB H&S Action Plans.

Ensuring that Country / FR Action Plans are developed and that they are synergistic.

Ensuring that SH&E provide the support needed by Countries/ FR that they need to improve H&S in line with the strategy and action plans.

Other, existing governance structures

In addition to these changes, it will be necessary to review existing governance arrangements to ensure that Terms of Reference for Boards and Safety Policy Statements are aligned to the Strategy.
