Minutes from Previous Meeting and Matters Arising

Trees on Regent Road

Pam Harrison is the new lead Officer as Rachel Gregson-Jones is currently on long term sick leave. Jonathan Dale to contact Pam to discuss the issues and update at the next meeting. Clarification of ownership is needed.

TV Reception in Ordsall

A meeting with the community and Digital UK is to be held on 4th December, 10am to 4pm at Ordsall Community Café.

Councillor Mashiter has a meeting this afternoon in Manchester to discuss the publicity for event. Councillor Mashiter to update at next meeting.

David McLean Homes site

No reports of asb from tenants at the moment.

Development Framework Update

Hulton Square

On schedule.

Former Radclyffe School site

Plans have not been submitted to Planning Panel yet due to a complication regarding retail space.

West Park Street

There are some legal issues that need to be sorted out before planning is approved. Hopefully planning will be approved before Christmas for work to begin in the New Year.

There is to be temporary landscaping/maintenance of the proposed development sites until development begins.

Phoebe Street

Mini round-about is delayed due to United Utilities not honouring dates. Hopefully United Utilities will complete work in 2 weeks time.

Residents have met with Scott Neal, LPC Living to discuss the round-about and have also discussed measures to alleviate traffic problems.

20 mph Speed Restrictions

Engineer and Design Officer to undertake the feasibility study for 20 mph speed restriction in the Ordsall area. No update as yet.

It is hoped that a report for this and other schemes requested for the area will be brought to Community Committee on 4th November. Ross to update at next meeting.

Parking on Ordsall Lane

South Ordsall residents report that residents from the Q7 apartments are still parking at the bottom of Ordsall Lane and all over the estate due to their unwillingness to pay the parking fee for the residents’ car park.

Jim Doyle has been obtaining photo evidence and letters from the community who would like parking restriction from coaches/cars which park on Ordsall Lane that are obstructing other motorists. Jim to take photographs to Community Committee on 4th November.

Councillor Clague informed the meeting that Highways visited Ordsall Lane last week and have agreed to extend the double yellow lines down Ordsall Lane. Councillor Clague to update on progress next time.

New Ordsall Health Centre

Consultation took place two weeks ago. Local people would like the new Health Centre close to the existing Health Centre.

Clare Postlethwaite stated that it has not been confirmed yet what services will be available in the new Health Centre. The PCT and Dr McKelvey are being consulted at present.

There are no proposals to re-locate the Community Café into the new Health Centre. Dr McKelvey is to open discussion with Community Café to make sure they work together and encourage PCT staff to use the Café.

Proposed planning outline will be submitted next year, on site 2010 for a possible opening 2011.

There are no plans for community space but PCT staff would require their own training/meeting room in the Health Centre.

Jim Doyle asked if the pharmacy and dentist would be re-located in the new Health Centre. Clare informed Jim that discussions are on-going.

Car Parking at Fit City, Ordsall

Marie Leather informed the meeting that from 3rd November the car park is to be closed for 4/5 months, as Fit City Ordsall is being refurbished.

Marie stated that Salford Community Leisure are also looking at closing the facilities on match days due to staff feeling intimidated by un-official match day parking. Also visitors to Fit City will not use the facilities on match days as they are asked to pay £5 to park their cars.

Councillor Clague told the Forum that Ordsall Hall gates locks were broken off recently for un-official match day car parking.

Ross to raise match day car parking at Community Committee and the Co-location Team.

Councillor Mashiter is to speak to Chief Executive regarding un-official match day car parking at Fit City Ordsall and Ordsall Hall.

Marie informed the Forum that Fit City Ordsall will hopefully be open for business from March/April 2009 with hours of opening from 6am to 9.30am Monday to Friday, 8am to 3pm Saturday and 8am to 2pm on Sunday.

The astro-turf is to be brought up to standard, a new gym is to be installed and there will be a dedicated trainer to support disabled clients.

Funding for landscaping outside Fit City Ordsall will be obtained from Salford Community Leisure.

Ordsall Community Allotment Society

Councillor Mashiter has spoken to the Lead Member for Children’s Services for comments on the Knowsley Green site and possible youth centre. This is a preferred site for a youth centre when youth services obtain funding to build on that site.

Ross reminded the Forum that when the consultation for the Development Framework was completed, Knowsley Green was the preferred site for any youth centre when funding was available.

Barry Whitmarsh stated that Knowsley Green could be used for something as a temporary measure but allotments would make this an established allotments space and cannot be done as a temporary facility. Barry suggested that St Clements site could become a larger space with support of the local Councillors and Salford City Council. Tom McMullen stated that St Clements site is not big enough to meet demand for allotments required in the area and would prefer Knowsley Green for the allotment site.

Barry agreed to look at the total amount of land that is available to see if we could accommodate the allotments and youth centre.

Tom has a letter of support from Dr McKelvey, Local GP regarding allotments in Ordsall. He feels allotments would benefit the health of residents’ in the community.

Madge Bown explained to the Forum that the Knowsley Green site meets all the requirements for allotments and suggested that if the allotments were located at St Clements it would cost more to set up.

Allotment space in Ordsall is to be on the agenda in the New Year.

Ken Atkinson asked to why a new youth centre could be built when there is Salford Lads & Girls Club and Ordsall Youth Centre. Ross explained that Ordsall Youth Centre was only supposed to be a temporary accommodation until funding was available for a new build.

Councillor Clague stated that over 12-months ago he attended Ordsall Youth Centre and asked the girls why they did not use the Salford Lads & Girls Club. The girls stated that they have restricted access around the Club with no staff to escort them.

Councillor Mashiter stated that Salford Lads & Girls Club has now recruited more women volunteers and there are sessions now held on Tuesday and Thursday evening. The club also has new facilities for girs.

St Ignatius Church

Ross to contact Peter Townly for an update regarding installing railings at the church door.

Ordsall Hall

Ordsall Hall has received lottery funding to complete its refurbishment . The Hall will close for up to two years.

Hoardings in Ordsall

Barry Whitmarsh asked if residents were happy with the hoardings and that maintenance of the locations sites surrounding the hoardings would be dealt with by LPC Living. If any residents have any complaints contact Scott Neal directly.

Residents’ Issues

Parish View/St Ignatius Walk

Madge Bown expressed concern about three empty properties on Parish View are giving the wrong impression to visitors to the area.

Number 26 Parish View – windows are concreted and look a mess.

Number 27 Parish View – tenants left the property over 4 weeks ago and the 6ft fence they erected around the property is now lying in the garden with toys and household items.

Number 28 Parish View – property has been boarded up for months.

SALIX Homes has been contacted by a resident who informed them that the tenants had moved out of 27 Parish View and there is fly-tipping, household items and a fence in the garden of the property. SALIX said they would write to the tenant at number 27 Parish View as they could be on holiday. The tenant informed SALIX he could assure them that there was nobody living at number 27 Parish View and it was a pointless exercise. Resident explained that neighbours were concerned if a fire broke out in the property.

Ordsall Park

Charlotte Early, Park Ranger, informed the Forum that the 10-year Ordsall Park Masterplan, has not got full funding. However, Charlotte has secured £65k to develop a play area in the Park. Consultation is currently being carried out.

Charlotte distributed the consultation questionnaire for local residents to fill in and return to Charlotte at the end of the meeting.

Charlotte would like to install play equipment for 2 to 8 year olds with the possibility of a multi games area being installed in the next phase. Young people will be consulted when funding is secured for the next phase.

Ordsall Community Forum support the installation of the play equipment for 2 to 8 year olds in Ordsall Park.

Barry Whitmarsh suggested that Charlotte make this a two year plan for the Park with the multi games area to be written into the Plan.
