IV.  APPROVAL OF MINUTES

MOTION: Al Littlefield moved approval of minutes of the Board of Education February 25, 2013 Regular Meeting, as presented; Pam Rowe seconded.

V. SPECIAL REPORTS

A. Students’ Representative – Kaley Roberts

- The French exchange students will be arriving on 3/12/13 for ten days.

- Leader of the Pack performances held on March 9th, 10th, 15th, 16th, and 17th.

- Spring sports begin the middle of March.

- Senior proposals are due March 20th.

- The Hypnotist fundraiser for the Senior Drug and Alcohol Free Party will be held on March 21st.

- Congratulations to the ELHS music students who will be attending the New England Festival on March 21-23.

B.  Selectmen’s Representative – Rose Ann Hardy

-  The Town will present a budget representing a 2.1-2.3% increase.

-  Reconstruction of the Niantic Boardwalk will be postponed until after Labor Day to keep operating expenses down and to enable the Hole in the Wall beech to remain open during the summer.

-  The Amtrack Beach will not open this summer to save on operating expenses.

VI.  CONSENT AGENDA

MOTION: Al Littlefield moved approval of the Consent Agenda as presented (A. Proposed donation from the Pfizer Foundation Volunteer Program on Behalf of Ms. Yvette Fobian to the ELHS Girls’ Volleyball Team in the Amount of $1,000.00; B. Proposed After School Activities Program for Flanders School); Pam Rowe seconded.

VII.  DISCUSSION/ACTION ITEMS

A.  Finance/Facilities/Community

1. Discussion re: Update on District Actions Regarding School Security

Dr. Lombardo gave an update on the District’s actions regarding school security. The initial audit has been completed and a full presentation regarding proposed plans and budgeting for school security will be made to the Board of Education at their next regular meeting on March 25, 2013. A community forum on school safety will be held on March 20th.

B.  Instruction

1. Discussion re: Update on the New Teacher Evaluation Process

Dr. Lombardo introduced Melissa DeLoreto (NCS Principal) and Karen Twitchell (ELMS Teacher) and commended them on their leadership roles on the Supervision/Evaluation Committee and the work the committee has accomplished to date. Melissa DeLoreto and Karen Twitchell updated the Board of Education on the State Department of Education’s new requirements for supervision/evaluation and the progress the committee has made in aligning our plan to the State’s requirements. To complete this task, the Supervision/Evaluation Committee has been holding full-day monthly meetings and has established four sub committees to work on specific criteria (Assessment and Survey, Forms, Professional Development, and Plan Writing). Teacher evaluations will be based on 45% student growth and development, 40% teacher performance and practice, 5% on whole school student learning indicator, and 10% parent feedback. The deadline for East Lyme Public Schools to submit the initial supervision/evaluation draft to the State is April 15, 2013. The Supervision/Evaluation Committee will make a future request to the Board of Education to approve implementation of the new plan to only a certain percentage of the staff for the 2013-2014 school year.

2.  Discussion re: ELPS Field Trip Practices

Dr. Lombardo reported that each school submitted a list of their 2012-2013 field trips including costs and educational benefit for students. Field trips are thoughtfully planned and are linked to curricula objectives, excluding end of year celebrations. Expenses are paid for by parents and by the generous support from their PTA’s. Funds are available for families with hardships and no child is ever denied the opportunity to participate in a field trip. Discussion ensued regarding the financial burden to parents for out-of-country field trips and the academic costs for students if they miss numerous days of classroom instruction.

Board of Education members conducted their annual review the Bylaws of the Board/Code of Ethics (9271-B).

• CMT’s and CAPT are progressing well.

A.  Board Comments

• Jaime Barr Shelburn suggested having a discussion with Parks and Recreation and the Town Hall regarding fund raisers to offset expenses for the athletic field concession stand and restroom.

• Jaime Barr Shelburn thanked Niantic Center and Flanders Schools for inviting author, Jerry Pallotta, as a guest speaker. Students of all ages were engaged and enthralled during the entire presentation he gave on his writing process.

• Jaime Barr Shelburn congratulated June O’Connor and her second grade art students for their work being displayed in the Mystic Arts Center through March 16th.

• Carolyn Nee requested a future Executive Session to discuss details of the safety plan that will be presented at the next Board of Education Meeting.
