POLICYSTATEMENT

Therearethreeclassificationsoffacultymemberswhomaybeappointedtoteachgraduate coursesbytheGraduateCouncil: GraduateFaculty,AssociateGraduateFaculty,andAdjunct GraduateFaculty.Inaddition,inspecialsituations,facultyandstaffwithspecializedtraining maybeapprovedtoteacha specificgraduatecourse.

GraduateFacultyClassification

Eligibility:

1.GraduateFacultystatusis reservedforfull-timefacultymemberswhohaveearnedtheterminal degreeintheappropriatediscipline.Theyshouldbequalifiedtoteachsuchgraduatecoursesas maybeassignedtothem. Faculty with a terminal degree which includes 18 graduate hours in the appropriate academic subfield may also be considered for Graduate Faculty status.

2.GraduateFacultymustberecommendedthroughchannelsbythedepartmentgraduatefaculty tothedepartmentchairperson or school director,totherespectivedean;totheAssociate Provost of GraduateStudies and Special Programs for recommendationtotheGraduateCouncilforapproval.Anyspecialconditionsrelatingtotheir graduateassignmentsmusthavebeenclearlyidentifiedandthereafterfollowed.

RoleandFunctions:

1.GraduateFacultymembersmaybeassignedrolesasmajoradvisors,assistantadvisors,orthesis committeechairpersons.ThesefunctionsaredescribedinthePolicyonGraduateAdvisors.

2.GraduateFacultymemberswhohavespecificqualificationsforthecoursesmayteach700level,

600level,and500levelcourses.

3.GraduateFacultymembershaveapprovalfunctionsformaster’sdegreecandidatesrecommended tothembytheGraduateOffice.

4.GraduateFacultymembersmayreacttoGraduateCouncilactionswithintwoweeksfollowing suchactionsforappropriatereview,clarification,orre-considerationofmatterspertainingto curriculaitemsorgeneralpoliciespertainingtotheGraduateProgram.

5.GraduateFacultyhavevotingpowersongeneralactionswhencalleduponbypollsoringeneral

meetingsoftheGraduateFaculty.

6.EachdepartmentmayestablishitsownsupplementaryguidelinesforitsGraduateFaculty withintheoverallframeworkoftheGraduateProgram.Acopyoftheseguidelinesistobefiled intheofficeofthe Associate Provost of GraduateStudies and Special Programs.Guidelinesinthefollowingareasshouldbe established.

A.Roleinrecommendingtheformat,requirements,andproceduresinvolvedwiththegraduate

degreeaslongastheseareinoverallbasicgeneralpatternsdefinedbyGraduateProgram

Policiesforthevariousdegrees.

B.Processforrecommendingnewprogramstobestudiedandpresentedforconsiderationand approvalbytheGraduateCouncil.NewprogramsinTeacherEducationoritemsrelatedto TeacherEducationmustbereviewedandrecommendedbytheCouncilonTeacher Education.

C.Asagroup,determinethephilosophicalandacademicobjectivesofthedepartmental

programforanypublishedstatements.

D.Establishguidelinesfordepartmentalrecruitmentincludingsuchitemsasbrochures,letters, andpersonalcontacts.

E.Asagroup,determinerecommendationsto bepresentedtotheGraduateCouncil.

F.Workwiththechairperson or school directorintheplanningandschedulingofcoursesinsequencesdesigned tohandletheneedsofstudentsandinlinewithoverallguidelinesgiventothechairperson or school director.

G.Workwiththechairperson or school directorforproperconsiderationandrecommendationsunderpolicies pertainingtograduatecreditworkshops,shortcourses,andsimilarofferings.

H.VotingrightsasdescribedfortheelectionofGraduateCouncilmembersfromthedivision, school,orcollege.

I.Establishmentofprocesses,whichwillpromotecommunicationsandgoodrecordkeeping ofgraduateactionswithinthedepartmental or school framework.

J.Underguidanceofthedepartmentalchairperson or school director andGraduateAdvisor,havea roleinthe preparationand,ifapplicable,administrationofwrittencomprehensiveexaminationsand oralexaminations.

K.Developapolicytokeepdepartmental or schoolAssociateGraduateFacultymembersfullyinformed andinvolvedingeneraldiscussionsofdepartmentalmattersconnectedwiththeGraduate Program.

L.HavearoleinassistingGraduateAdvisorsinrecommendinggraduatestudentsfor admissiontocandidacyinlinewiththegeneralpoliciesestablishedintheGraduate Program.

M.Otheritemsthatpertaintodepartmental or schoolresponsibilitiesintheGraduateProgram.

Associate GraduateFacultyClassification

Eligibility:

  1. AssociateGraduateFacultystatusmaybegiventofull-timeorpart-timeacademicappointment facultymemberswhohavesixtyormoregraduatehoursofwork, with 18 in the appropriate subfield, suitable experience, and specific qualificationsforteachingprimarily500levelcourses.AssociateGraduateFacultywith a terminaldegree and 18 hours mayteach600-levelcourses.AssociateGraduateFacultywithoutaterminal degreemustbeapprovedforaspecific600-levelcourseforathree-yearperiod.
  2. Suitable experience will be documented in the recommendation for appointment form for review by the graduate faculty in the department or school, graduate council, and graduate dean/associate provost of graduate studies and special programs.
  3. AssociateGraduateFacultymustberecommendedbythedepartment or schoolGraduateFacultytothe DepartmentChairperson or School DirectortotherespectiveDeantotheAssociate Provost of GraduateStudies and Special Programsforaction specifiedintheapprovalprocess.Justificationfortheapprovalmustbeprovided.

RoleandFunctions:

1.Associate Graduate FacultydonothaveprivilegesofGraduateFaculty.

2.AssociateGraduateFacultymaysubmititemsandsuggestionstotheAssociate Provost of GraduateStudies and Special Programsthroughtheirchairperson or school director andinlinewithdepartmental or school policiesforconsiderationandfollow-up recommendationstotheGraduateCouncil.

3.AssociateGraduateFacultyarenoteligibleto serveasmajoradvisors,assistantadvisors,or thesisadvisors,orhaveofficialvotesonGraduateProgrammatters.

4.AssociateGraduateFacultyshouldbeinvolvedindepartmental or schoolproceduresconcerningthe graduateprogramasdefinedbythechairperson or school director andGraduateFacultyofthedepartment or school.

Faculty/StaffMembersApprovedtoTeach Specific 500/600 Level Courses

Eligibility:

  1. Onoccasion,Northwestfacultyandstaffmembersareaskedtoteachaspecific500or600level coursebecauseoftheirspecializedtrainingandexpertise or suitable experience.Theseindividualsdonotmeetthe requirementstobenamedAssociateGraduateFacultymembers.Faculty/Staffwhohavea proven recordofsuccessfulteachingofspecificgraduatecoursesforaminimumoftwoacademicyearswithinagivendepartment or school areeligibletobegrantedApprovedStatustoTeachSpecific500/600LevelCourses with approval of the department chairperson or school director and graduate dean/ associate provost of graduate studies and special programs.
  1. FacultywhodonothaveaprovenrecordatNorthwestmustbe approvedeachyeartheyareaskedtoteacha500/600levelcourse.

Faculty/Staffmembersforthisspecialapprovalmustberecommendedbythedepartment or school GraduateFacultymembers,totheDepartmentChairperson or school directortotherespectiveCollegeDeantothe Associate Provost of GraduateStudies and Special Programsforactionspecifiedintheapprovalprocess.Justificationincluding documentationofspecializedcoursework,trainingandexperiencearerequired.

AdjunctFacultytoTeach aGraduateCourse

Eligibility:

1.AdjunctGraduateFacultyarethoseappointedtoteachaspecificgraduatecourseforone semesterandwhodonothaveGraduateorAssociateGraduateFacultystatusatthisuniversity andwhoseprimaryemploymentisnotwithNorthwest.

2. AdjunctFacultymusthave:

A.Atleast60hoursofgraduatework including 18 hours in subfield related to that course.

B.Fornon-requiredorelectivecourses,whenfacultyarenotavailableandwhenthe individual’srecordofprofessionalexperience,specializedgraduateworkandhonorsand/or awardssupporttheircompetence,anindividualwithaminimumofamaster’sdegreemaybe approved.

C. Suitable experience which will be documented in the recommendation for appointment form for review by Graduate Council and Associate Provost of Graduate Studies and Special Programs.

3.AdjunctFacultymustberecommendedbythedepartment or school GraduateFacultytotheDepartment Chairperson or school director totherespectiveDeantotheAssociate Provost of GraduateStudies and Special Programsforrecommendationtothe GraduateCouncil.Justificationfortheapprovalmustbeprovidedwhichincludes:

A.Currentvitae

B.Copiesofgraduatetranscripts

C.AstatementfromtheCollegeDean(DepartmentChair or School Director)statingspecificallywhythe individualisrecommendedtoteachthespecificclass.

Term of Eligibility for Adjunct Faculty

1.AnAdjunctappointmentiseffectiveforonecalendaryear.Aftertheone-yearappointment,the individualmustberecommendedforre-approvalbytheCollegeDean or School Director totheGraduateDean/ Associate Provost of Graduate Studies and Special Programs.

2. Athree-yearapprovalwillbegivenforthoseadjunctfacultymeetingthefullcriteria

requirementsandteachingthesamecourse.Thosenotmeetingthecriteriaorwhoare requestingto

teachadifferentcoursemustbereapprovedonayearlybasis.

3.Theseprocessesshouldbecompletedpriorto theschedulingandadvertisingofthecourse.The

approvalofAdjunctFacultyisbasedonlyonthecredentialsoftheindividualrecommendedand noother

criteria.

RoleandFunctions:

1.AdjunctGraduateFacultydonothaveprivilegesofGraduateorAssociateGraduateFaculty members.

2.Initialapprovalmustbeobtainedforeachclassandsemesterinwhichagraduateclassistaught.

What is an Academic Subfield?

An academic subfield refers to components of the discipline in which the instruction is delivered. The focus, in this instance,

is on the courses being taught and the appropriateness of faculty qualifications with reference to such courses. The

underlying issue is whether a degree in the field or a focus in the specialization held by a faculty member appropriately matches, in accordance with the conventions of the academic field, the courses the faculty member would teach.

Examples:

In political science, the subfields include American politics, comparative politics, international relations, and so forth. The

most basic introductory course is in the subfield of American politics, often called Introduction to American Politics,

American National Government or American Politics. The instructor teaching this course would be expected to meet the

qualifications for American politics. In history, the two main subfields at the introductory level include American history and world civilization, again titled variously. The expectation is that the faculty will be qualified appropriately depending on whether the courses they teach are in American history or world civilization. In business, the subfields include management, marketing, accounting, and finance. The introductory courses are often within these subfields, such as Principles of Accounting (frequently I and II), Principles of Marketing, and such. The faculty teaching these courses should have relevant qualifications in these areas. (Trustees, 2015)

Approval Process

1. TheAssociate Provost of Graduate Studies and Special ProgramswillreceiverecommendationsfromtheCollegeDeans, Department Chairs or School Directorforapprovalof GraduateFacultymembers,AssociateGraduateFacultymembers,Faculty/Staffmembers approvedtoteachaSpecific500/600levelcourse,andAdjunctFacultymembers.

A.SeeFaculty/StaffmembersApprovedtoteacha500/600levelcourseandAdjunct

AppointmenttoTeachaGraduateCourseforjustificationmaterialsrequired.

B. RecommendationsforapprovalofGraduateandAssociateGraduateFacultywhohavea

terminaldegreeshouldincludeashortrationaletosupporttherecommendation.

C.RecommendationsforApprovalofAssociateGraduateFacultywithout a terminaldegreeshouldincludeastatementofdegreesearnedandthenumberofhours beyondthemaster’sdegreecompleted,withinformationregardingtheareasinwhichcourse workhasbeencompleted.

D.RecommendationsforapprovalofAssociateGraduateFaculty,toteach a specified600-levelcourse,wouldincludethoseitemsidentifiedfor(c)aboveplusashort rationaleindicatingtheirspecialqualificationstoteachthecourses.

2.TheAssociate Provost of Graduate Studies and Special Programs willreviewtherecommendationmaterialssubmittedifthecandidatefor appointmentmeetsthequalificationsstatedinparagraphs2.a.underEligibility.TheAssociate Provost of Graduate Studies and Special ProgramsmayapprovetheAdjunctAppointment,reportingthisactionwithasummarystatementof theappointee’squalification,totheGraduateCouncilatitsnextmeeting.AdjunctFaculty previouslyapproved,whomeetallthestatedqualifications,maybereapprovedbytheAssociate Provost of Graduate Studies and Special Programsandasummarystatementwillbemade.

3. Ifthecandidatemeetsthequalificationsstatedinparagraphs2.b.andc.undereligibility, the Department Chair or School Director willprepareasummarystatementrecommendingapprovaltotheGraduate Council.

4. IftherecommendationfromtheCollegeDean, Department Chair or School Director requestanexceptiontostatedpolicy,theAssociate Provost of Graduate Studies and Special Programs willprepareasummaryoftheindividual’sacademicpreparationandprofessionalexpertise fromthetranscriptsandvitaesubmittedtotheGraduateOffice.Thissummaryandthe recommendationandrationalefromtheCollegeDean/Department Chair or School Directorandthe Associate Provost of Graduate Studies and Special Programs willbesubmitted toGraduateCouncilfortheirconsideration.Filestosupporttherecommendationwillbe availableattheGraduateCouncilmeeting.
