Northside Independent School District’s 2017-2018 Every Student Succeeds Act (ESSA) Title II, Part A and Title III, Part A Programs

All professional development must:

  1. Address the intent and purpose of the Title II, Part A or Title III, Part A program,
  2. Address a need(s) identified in your Comprehensive Needs Assessment (CNA),
  3. Be secular in nature, and
  4. Only be provided to Title II, Part A or Title III, Part A eligible staff (i.e., teachers, instructional assistants,campus administrators, and principal)

Register for a Local Conference

  1. Complete the conference registration form and ensure the following information is included:
  • The name of the vendor that will be paid,
  • List the registration cost per person AND total the conference registration cost(s) requested,
  • List the location and city where the training will be held (i.e., ESC Region 20, etc.).
  • List the complete conference title and date(s) when the conference will occur, and
  • Identify the number of staff registering for the conference (that will be paid for with Title II or Title III funds) and the title of each staff member (i.e., 3rd grade math teacher, principal, etc.)
  1. Complete the Northside ISD Title II, Part A or Title III, Part A Professional Development Report Form.
  2. The following documents must be emailed to request payment:

  4. Complete conference brochure with agenda,
  5. Invoice, and
  6. The Northside ISD Professional Development Report Form

  1. Northside ISD will pay for the registration before the conference and issue payment to the vendor. Requests should be submitted at least two weeks prior to the conference to ensure there is time to complete this process. Always submit requests as soon as possible.
  2. Northside ISD/Title II, Part Aor Title III, Part A will not pay conference cancellation fees if they are charged by the company holding the conference. Cancellation fees will be incurred by the private school.
  3. Please note: Meals are only reimbursed for overnight stays. Hotel costs will NOT be reimbursed for any locationin the city of San Antonio or close to the city.

Register for a Conference and Request Overnight Travel in the State of Texas

  1. Follow procedures 1-5 under “Register for a Local Conference”
  2. Travel requests should be submitted at least four weeks in advance. Always submit requests as soon as possible.
  3. Northside ISD will pay for the registration before the conference and issue payment to the vendor. Registration will be paid upon approval.
  4. Conference attendees are responsible for making their own hotel reservations; be sure to submit a state tax exempt form (only applicable to travel in the State of Texas) when you register at the hotel, as state tax cannot be reimbursed.
  5. Request government or conference rate for hotel (whichever is the lesser amount). Hotel will be reimbursed at no more than the approved rate for the city visited. See for the current rates. NISD program staff can also provide guidance on the federal approved rates. An itemized hotel receipt MUST be submitted to receive reimbursement.
  6. In order to receive reimbursement, the following documents must be submitted to the applicable Title II or Title III program contact:

Out-of-State Travel

  1. Based on the New Education Department General Administrative Regulations (EDGAR), any out-of-state travel paid for by Title II or Title III grant funds must be pre-approved by TEA. The following process should be followed to attain pre-approval:


*TEA must approve forms. Submit the TEA Pre-Approval Request Forms as early as possible since there is no identified approval timeline from TEA.

Request a Contract for An Outside Presenter for Your School

  1. Contact the presenter and confirm the date and fee.
  2. Coordinate with the Title II, Part A or Title III, Part A program contact regarding the scheduling of the training.

  1. Northside ISD will create a contract with the presenter. When the work is completed, Northside ISD will pay the vendor when the invoice and all completed documentation is received. Documentation that must be submitted includes:
  2. Title II, Part A or Title III, Part A Professional Development Report Form,
  3. Sign in sheet,
  4. Agenda (with the presentation topic, date and time of the training), and
  5. Attendee evaluations and reflection forms.
  6. For any third party contract, the contractor is required to itemize any administrative costs that may be included in their service fee. For Title III, Part A these administrative costs will be included in the 2% administrative cost limit.

Coordinate with the Northside ISD Adult and Community Education Department for a Customized Training Session

  2. Northside ISD will coordinate with the Northside ISD Adult and Community Education Department. When the work is completed Northside ISD will pay them upon receipt of their invoice and your required documentation which includes the Title II, Part A Professional Development Report Form, sign in sheet, completed evaluations, and agenda.

Purchase materials for professional development

  • Materials that are to be used specifically for professional development can be purchased using Title II, Part A funds. Examples would be books for a teacher book study or DVD’s demonstrating good classroom management techniques. If you want to purchase materials, submit the request to Ruby Williams. Northside ISD will order, inventory, label, and deliver all materials. These items remain the property of Northside ISD and will be stored on your campus for your use. Northside ISD will conduct inventory once a year to ensure that materials are stored properly and are being used.
  • All materials purchased with Title II or Title III grant funds must have a label that that specifies the funding source. A label template is available on the Northside ISD Grants & Recognitions website.

Participate in professional development offered by Northside ISD and listed in ERO

  • Northside ISD professional development listed in ERO is available to your campus teachers and principal through your participation in the Title II, Part A and Title III, Part A program.
  • A flat rate of $100 (per campus) will be reserved from your campus allocation that will enable your staff to register for classes in the Northside ISD ERO system.

Northside ISD Resource Room

  • The Resource Room is only available to teachers and the principal employed by private schools participating in the Title II, Part A and Title III, Part A programs.
