CONSTITUTION & BY-LAWS
ARTICLE I: Name/Principle Office/Address
The name of the association is "Northeastern Officials Association". The principle office and mailing address of the association is that of the Regional Supervisor of Officials.
ARTICLE II: Purpose
The purpose of the association is to assist the Regional Supervisor of Officials in the recruitment, training, and development of officials. Also the association shall strive to foster a high standard of officiating, encourage fair play and sportsmanship, and develop a closer cooperation and understanding among officials, athletic directors, coaches, and players.
ARTICLE III: Powers
1. The Regional Supervisor of Officials shall be the principle officer of the Associations. The Regional Supervisor shall supervise all officials and delegate the authority where the Regional Supervisor deems necessary. The Regional Supervisor shall keep accurate records of all officials of the Associations and shall make all game assignments. The Regional Supervisor shall be the presiding officer at all Associations and Board of Director meetings.
2. The Board of Directors shall be appointed by the Regional Supervisor of Officials and shall meet annually or at the discretion of the Regional Supervisor. The Board shall consist of school administrators, athletic directors, coaches, and officials from each of the sports the Regional Supervisor is responsible for administering.
3. The power to adopt or alter the By-Laws of the Associations shall be vested in the Regional Supervisor of Officials in consultation with the Board of Directors.
4. The Regional Supervisor of Officials shall ensure that the affairs of the Associations are conducted in accordance with the provisions of the North Carolina High School Athletic Association (NCHSAA).
ARTICLE IV: Membership
1. Membership in the Associations shall be provided to persons who are interested in providing fair and impartial officiating and they must be in good standing with the NCHSAA.
2. Members may be terminated, suspended, or placed on probation without notice by the Regional Supervisor for unethical or immoral conduct, conduct unbecoming and official, refusal to work any game assigned, or for lack of attendance at Association activities. The member and the Board of Directors shall be notified immediately of the reason for disciplinary action, and the member will be informed at that time that an appeal of the action can be made to the Board.
3. All members of the Association are independent contractors and as such come under the auspices and by-laws of the NCHSAA. It is understood that the member is not an employee of the Association, and that there is no obligation on the part of the Regional Supervisor of Officials for number or type of game assignment.
ARTICLE V: Meetings
Meetings of the Association shall be held at a place and time selected by the Regional Supervisor of Officials. These meetings are mandatory and shall be attended. Meetings are defined as state and local rules clinics, training clinics, special, and annual membership.
