Northampton Township Video Consultant
Request for Proposals
Northampton Township is seeking proposals from qualified video production consultants to operate its television studio for the production, recording and playback of public meetings of the Northampton Township Board of Supervisors and Planning Commission, and special production projects as required.
Qualifications and Abilities
The Township has identified the following minimum qualifications and abilities of its video consultant that will be used to evaluate proposals:
- Ability to understand wiring designs and wiring of facility equipment
- Ability to install and repair video and audio equipment
- Ability to operatecamera equipment, lenses, servo attachments
- Ability to operate of audio equipment, microphones, mixers, processors, switching and processing equipment, character generators, and program controllers
- Ability to operate LeightronicsUltra Nexus digital media file system and integrate programs with PegCentral for posting to the township cable channel
- Ability to operate recording and editing equipment including DVD, DVR, and edit controllers
- Ability to operate computer server equipmentand applicable software programs as it relates to digital recordingof meetings and events
- Ability to operate character generators and provide graphic support
- Ability to operate a network interface with cable system providers
- Ability to live stream video productions to the Township website
- Experience in program production ,planning, and management
- Experience in post-production editing and processing
- Experience in audio recording and mixing
Duties and Responsibilities
The Township Video Consultant is expected to provide the following services. This list is intended to provide general guidance and other duties may be required:
- Videotape and cablecast 2014 Board of Supervisors and Planning Commission meetings. Board meetings are generally held on the 4th Wednesday of each month. Planning Commission meets on the 1st and/or 2nd Tuesdays of each month.
- Video stream Board of Supervisor meetings to Township website and prepare recordings for playback on the website
- Troubleshoot and repair equipment outages within 8 hours
- Recommend operational policies and procedures as necessary
- Assist Township staff on operation of community bulletin board
- Maintain a video archive library and edit and revise programs as directed
- Advise on the feasibility of proposed program productions
- Display digital images during meeting broadcasts as directed to support presentations by others
- Ensure operation of all audio and video equipment, and digital image content as required for each meeting
- Ensure availability of personnelfor meeting productions
- Recommend purchase of computer equipment,video equipment, and software as needed
Consultant will be expected to provide a certificate of liability insurance with a face value in the amount of $1 million naming Northampton Township as an additional insured.
Consultant should specify any minimum number of hours required for each meeting and any exceptions to these specifications. All proposals should specify an hourly rate to provide the requested services.
