BLIND MURDER CASE WORKED OUT

With the arrest of Om Parkash Yadav @ Prem Alam, Subhash Place police of North West District has worked out a sensational blind murder of Shakurpur, Delhi held on 8.12.12.

INCIDENT

On 8.12.12, a PCR call regarding murder at 2nd floor, G-7, DDA Market, J.J. Colony, Shakurpur, Delhi was received in PS Subhash Place. Inspr. Pankaj Malik, SHO/Subhash Place along with staff reached at where one Sh. Surat Lal Sahu S/o late Lakshmi Prasad Sahu R/o village Kakardub, PS Lokahi, Distt. Madhubani, Bihar (aged about 62 years) found dead lying on bed. On further enquiry, it came to notice that deceased was strangulated with a “Gamchha”. Statement of Sh. Mahadev Prasad Sahu was recorded who stated that the deceased was not picking his mobile since 6.12.12 evening, hence on suspicion, he came at the residence of the deceased where he found the home locked from outside and mobile phone was also lying near the inner door of the house. When he broke open the lock of the house, the deceased found lying dead on the bed and deceased was found strangulated with a gamchha. Accordingly, a case vide FIR No. 478/12 u/s 302 IPC PS Subhash Place was registered and investigation was taken up.

INVESTIGATION

Looking at the gravity of the case, two dedicated teams of P.S. Subhash Place were constituted headed by Inspr. Pankaj Malik, SHO/Subhash Place and Inspr. Om Dutt Vats, ATO/Subhash Place under the close supervision of Sh. Ashish Anan, ACP/Saraswati Vihar. These teams did work hard relentlessly and conducted raids at various places at Delhi, Gurgaon and Bihar. The team has also activated their informers. Help of Special Staff/North West was also taken in technical surveillance.

During investigation, it is found that the entry in the house was friendly so neighbors, family members & relatives of the deceased were also interrogated. As there was no eye witness in the case, despite sustained interrogation, no clue came out. As per clues from technical surveillance, a team was sent to Bihar and raids were conducted at various places in Bihar and found a parallel number of deceased operating in and around Delhi. On secret information , one Om Prakash Yadav @ Prem Alam S/o Sh. Mahender Prasad Yadav @ Ajay Yadav R/o Vill. Mansapur Baluaa, PO Karhari, P.S. Lokahi, Distt. Madhubani, Bihar (aged 22 years) was apprehended from the area of Lawrance Road.

INTERROGATION

During sustained interrogation, Om Prakash Yadav broke up and disclosed that he has committed the murder of Surat Lal Sahu with the intention of robbery. He disclosed that he knew that Surat Lal Sahu used to transfer the money of labourers working in Delhi to their native places in Bihar on commission basis. On 8.12.12, he visited the house of deceased Surat Lal Sahu in Shakurpur and noticed Surat Lal Sahu in possession of Rs. 35-40 thousands. He wanted money to fulfill the needs of his girlfriend and to repay his loan. He tried to snatch money from the possession of the deceased but Surat Lal started shouting upon which he strangulated the deceased with the help of one “Gamchha” of the victim around his neck. After committing the murder, he fled away from the spot with the looted money and mobile phone of the deceased. He spent the looted money for purchasing one mobile phone from Shakurpur before leaving Delhi. He further disclosed that he had kept the robbed mobile phone of the deceased, robbed money and one phone purchased from the booty in his girlfriend’s brother-in-law’s house (jija) at Chhapra, Bihar. The accused hails from Bihar and belongs to BPL family. He was unemployed and had also borrowed money from some known persons to spend the money on his girl friend. Police Custody Remand of accused was obtained and he was taken to Bihar for recovery of case property. The case property was recovered from the house of brother-in-law of the girlfriend of accused person in Chapra, Bihar.

  • Rs 15,000/-
  • One mobile phone of deceased Surat Lal Sahu which was robbed by the accused person after committing murder.
  • One SIM card used by the accused person in the robbed mobile phone of the deceased.
  • One mobile phone Samsung GT-S-5302 purchased by the accused from the robbed money.

Om Prakash Yadav @ Prem Alam S/o Sh. Mahender Prasad Yadav @ Ajay Yadav R/o Vill. Mansapur Baluaa, PO Karhari, P.S. Lokahi, Distt. Madhubani, Bihar is 22 years old and studied upto 12th standard. He belongs to BPL family and is unemployed having no previous involvement in crime.

PRESS RELEASE

In continuation of various programmes under 'YUVA' scheme of Delhi Police, the North West District has organized vocational courses in association with the Education Department. As an initial step, the unemployed youths of Jahangir Puri area have been called in a meeting and their willingness was asked. As per the willingness, they were admitted in various vocational courses in different schools of Delhi Govt. Each of the courses was of 180 hours duration. The details are as under:

The Basic Computer course has been conducted at Senior Secondary School FU Block Pitmapurawhere 27 youths participated out of which, 10 youths resident of Jahangirpuri has been selected and employed in NPR project (Govt. approved).

The Electronics Course has been conducted at SeniorSecondary School, Morigate,New Delhi. In the electronic course, total 20 youths participated out of which, 7 youths have been selected and employed in NDPL.

In the Automobile course, total 20 youths participated out of which, 4 youths have been selected and employed in Krish Automobile.

Only one Youth has participated in the programme of Gardening at SeniorSecondary School, Bakhtavar Pur and he was also been selected as Gardner in NDPL.

62 Minor Girl & Boys Rescued

  • Joint Rescue Operation of Delhi Police & CID Ranchi, Jharkhand Police in cooperation of NGO Shakti Vahini.
  • 62 Boys & Girls rescued from 7 Placement Agencies.
  • 54 minor girls, 8 minor boys .

A joint Team of P.S. Subhash Place, North West District, CID Ranchi, Jhakhand Police and NGO Shakti Vahini rescued 62 girls & boys hailing from different parts of the country, from various placement agencies in Shakurpur, Delhi.

INCIDENT

On the intervening night of 25/12/12 & 26/12/12 on the basis of secret information a joint team of P.S. Subhash Place and Ranchi, Jharkhand Police raided at various places in J.J. Colony, Shakurpur, Delhi for rescuing minor boys and girls.

ENQUIRY

During the course of enquiry it came to light that some minor girls/boys hailing from different parts of the country were placed by some placement agencies and their agents for work at various places in Delhi on which a joint team of Delhi Police and CID Ranchi headed by DSP of Jharkhand Police alongwith NGO Shakti Vahini raided at various placement agencies situated in J.J. Colony, Shakurpur, Delhi-34.

During raids at various placement agencies a total of 62 girls & boys are rescued of which 54 are minor girls, 8 minor boys. The placement agencies from which boys and girls are rescued are as such:

One Robber-cum Bad Character arrested.

Adarsh Nagar police has apprehended one Bad Character Manish in a robbery case of P.S. Adarsh Nagar and the looted property has been recovered.

INCIDENT

On 23.12.12 one Ms. Aarti was at her house along with her son Rajesh when Bad Character Manish S/o Prem Chand o/o 123/83,Lal Bagh, Azadpur, Delhi(aged 25 years) entered her house forcefully and physically assaulted them. The accused Manish looted her purse containing one golden ring, Rs. 700/- and some visiting cards after showing a screw driver (petchcus) and threatening her of dire consequences. The accused fled away from the spot but on the screaming of Mrs. Arti for help the accused was overpowered by Ct. Rahul Tyagi 1395/NW & Ct. Kamlesh Ram 981/NW who were on the beat patrolling. On personal search, looted property was recovered from his possession. Accordingly, on the basis of her statement, a case vide FIR No. 216/12 dated 24.12.2012, U/S 452/323/394/397/506 IPC PS Adarsh Nagar, Delhi was registered and investigation taken up.

RECOVERY: - 1. One screw driver (pechkus).

2. One purse containing Rs. 700/- and one golden ring.

3. Visiting cards of the complainant.

Manish S/o Prem Chand R/o N 123/83, Lal Bagh Azadpur Delhi is 25 years old and studied upto 7th class in Govt.BoysSchool, Azadpur. Later on, he started selling vegetables at New Sabzi Mandi and fell in the company of bad elements. He is BC of Police Station Adarsh Nagar and previously involved in 6 criminal cases. He has been externed by the Hon’ble Court of Addl. DCP/NW.

In continuation of the press note issued regarding announcing of financial benefits of the bereaved family of Late Constable Subhash Chand Tomar, the Delhi Police has also decided to contribute one day salary of all officers and men to the family of late constable, Subhash Chand Tomar

ORDER

Whereas, a large number of complaints are being received regarding the safety of women, senior citizens and against the other citizens in Sub-division Vikaspuri and to take certain measures for strengthening the safety of women as well as preventing the crime, it is mandatory for the owners of Bar, Restaurant, Guest Houses, Banquet Halls, Hotels, Cinema Halls, Hostels, shopping complexes, Malls of Sub-division Vikaspuri to install the CCTVs covering the entire outside area of their respective shops/complexes. So, that a surveillance could be kept over the anti-social activities.

2.And whereas, it is necessary to take speedy measures in this regard to prevent danger to life or safety of women, senior citizen and other citizens to thwart/prevent any un-toward incidents which may affect the peace and tranquility of the area.

3.Now, therefore, I, Parkash Chander Mann, Assistant Commissioner of Police, Sub-Division, Vikas Puri, Delhi, in exercise of the powers conferred upon me under Section 144 Cr. P.C 1973 (No. 2 of 1974) read with Govt. of India, ministry of Home Affairs, New Delhi's Notification no. U-11036/1/2008-UTL, dated 26/11/2008, do, hereby direct all the above mentioned managers/owners to install the CCTVs and footage of the same be retained atleast for 15 days.

  1. All Hotels, Restaurents, Bars, Discotheques, Malls having basement parking will mandatorily deploy sufficient numbers of CCTV cameras to cover the entire area of the parking.
  1. Install CCTV with sufficient number of cameras and recording system with play back facility, to cover upto 50 meters area in front of the shop/restaurant etc.
  1. The recording system shall preserve a digital record of CCTV coverage for not less than 15 days.
  1. The Manager/owner shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.
  1. The manager/ owner to ensure that CCTV recording system ought to be in proper condition and in case any defect is noticed, immediate action to get it rectified should be taken.
  1. During the course of monitoring of the CCTV System, the Manager/shop owner or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case of any untoward incident.
  1. Any person contravening this order shall be punishable under section 188 of the IPC.

This order shall come into force 22/12/2012 and shall remain in force for a period of 60 days i.e. up to 19/2/2013 (both days inclusive) unless withdrawn earlier.

As this order cannot be served individually on all concerned, the order is hereby passed Ex-parte. It is further directed that this order shall be published for the information of the public through press and other media and by affixing copies on the notice boards of all Deputy Commissioners of police. Assistant Commissioners of police, Tehsil Officers of the Districts, all Police Stations concerned and the offices of the N.D.M.C. and M.C.D. in the jurisdiction of Sub-division, Vikas Puri.
