0715-1 Chair: NA welcomed all members to the meeting

0715-3- Governance/Declarations of Conflicts of Interest (DOI): All of the declarations and governance is on the LPC website and if there are any changes they must be reported to Tania as soon as possible to keep the information on the website current and accurate. TC to change Co-operative Pharmacies to Well for Greg Hyde and Paul Insley.

0715-4- Power to act: There a few changes which will be discussed throughout the meeting.

0715-5- Minutes from previous meeting: It was agreed that the minutes of the meeting held on 19th May were factual and accurate, seconded by MC. Signed off.

0715-6- Matters Arising: No matters arising.

0715-7- Finance: EP gave finance report. EA noticed that the continence spend is quite low so far. TC suggested conducting a review of the service in a few months. NA suggested creating a finance report quarterly which was agreed by the committee. Flo service was discussed, no money spent so far. TC mentioned that there are a few payments to be made from the account. Re-launch of Flo service at a future event.

0715-8 / 1.  Action sheet update
·  Photo and biography
TC reminded members that they still need to provide a photo and bio for the website. Sue Pitt informed that she had sent hers to TC, however they had not been received so TC asked if they could be re-sent. EP suggested sending details to LPC office email. Waiting for Paul Insley’s and Ernie Amoako’s.
·  Patient Update to hand
Demonstration of App for patients with asthma given by Keele IT team. Ruth Chambers is the lead for this app which is due to be launched soon. TC has worked on the project to ensure pharmacy is present on the app. TC discussed launch of app.
·  Payroll
Not looked into this yet as change of treasurer’s role. TC to start scoping exercise to find out if there are any alternatives cheaper.
·  Working with MPs
Source a work plan for MPs. Look at MP Surgery dates schedule for September LPC meeting.
·  Waste Campaign
PI and SP were going to look at other successful waste campaigns. PI and SP to look at other local past campaigns however there may be national initiatives in pace so may not be worth looking at this. Discussions of a possible audit as there are lots of returned drugs. Target waste campaigns to nursing homes. Keele University are going to conduct a study on wastage. TC suggested an outlet for documenting waste issues.
·  CDAO
New CDAO detail has been put on the website and in the LPC newsletter.
·  Pharmacy 4 U
Discussions of the ongoing implications of Pharmacy 4 U and local community pharmacies and methods of communication to pharmacies discussed.
·  Media
Source media company- still to looking at other LPCs and costs of their media campaigns.
0715-9 / 2.  Meeting schedule
Enc 4. HLP meeting in September needs adding to the list. Some diabetes meetings have been cancelled and need to be ignored.
0715-10 / 3.  Pharmacy services
·  Flu vaccination service
Ignore enclosure 5 as national service supersedes this spec. Procedures for new national service discussed, awaiting news from PSNC regarding SLA. LPC to fund posters and leaflets to be distributed to all community pharmacies. North Staffs to pay for all printing and then the final bill will be split three ways between South Staffs, Shropshire and North Staffs. All Pharmacists need to be adequately trained. SA to send AAH training details to TC. LPC can provide DBS check. EP to send TC flu data from previous year service. Local media campaign for flu service discussed, talk to South Staffs LPC.
·  Common Ailments Service
CCG funding has secured common ailments service until September 2015. There will be a re-launch of service in October 1st 2015 and service will then continue until September 2016. A training event will be held in September for all contractors and pharmacy staff. Talks of including Trimethoprim and Fucidin are taking place for future inclusion into service. SA brought issue of certain products on current common ailments on current SLA. TC to discuss with Andy Pickard. EA highlighted issue of not getting any referrals from GP surgeries into scheme. Checklists for receptionists suggested for GP surgeries and 111 service to facilitate appropriate signposting and referral into scheme. Common ailments will be included in NHS 111 algorhythm.
·  Champix
Champix service is due to go live in Stoke after face to face training which will take place in October and November. The training session will cover the PGD for Champix supply, smoking awareness training and behavioural change. The service is for Stoke pharmacies only and to treat Stoke patients only. The service will be tendered in January after which time other providers will be able to provide service even if they do not currently offer the stop smoking service with NRT. Any pharmacy can attend the training to prepare them for the service so that if they do sign up to provide in the future they will then be trained. For a few pharmacists that could not attend training there will be some online cascade training available. For North Staffs, SSOTP want to include Champix supply in their healthy lifestyle services. Time to Quit are interested in getting champix included in their services. Ian Saberton is in talks with TC. The service will be recorded on Pharmoutcomes and logged in three stages. For the first supply £15 will be paid and subsequent supplies will be paid £2.50.
·  Health Literacy
The money that is remaining in the fund for Health Literacy needs to be used by the end of October. A breakdown of running balance and allocation of funds was discussed. Funding for data analysis and time for treasury will be allocated. TC suggested using the remaining money for Phase II teach back methods, a new process with health literacy and a training event for this will be included. TC encouraged contractors to conduct some more visits. Analysis due to be conducted in December.
·  Think Pharmacy Event
A Think Pharmacy Event was held in Greater Manchester involving six LPCs working together to show to local stakeholders, commissioners and any authority with influence what community pharmacies can do. North Staffs and South Staffs LPCs met to discuss running an event in November (18th provisional date) at Uttoxeter Race Course. TC wants commitment from LPC members to attend the full day. A vote to participate was put to members. SP asked what the outcomes of Manchester event was and NA replied that there was increase in engagement with local stakeholders and the branding of Think Pharmacy First and joint up working. TC talked through the order of events for the day and possible people to speak at the event. Invite local MPs. HM and GH may be away for the event. LPC members all agreed that the event is a good idea.
·  Bid for National Health Innovation- nutrition
LPC to bid for nutrition initially but upon looking at a webinar discussing the details of the bid, TC and Peter from SS decided that the LPCs are not ready to make this bid at this time. A meeting will be held on 22nd September where information will be gathered to prepare for a bid next year.
0715-11 / 4.  PSNC issues & current NHS matters
·  PSNC report and self-assessment
Nothing to report for PSNC matters as RM not present at meeting.
Self-assessment was carried out by TC and NA and was entered onto Pharmoutcomes. The outcome was good to exemplary. This will be looked at once a year to ensure good quality and standards.
NA discussed PSNC ‘training for members’ days. There is a leadership programme which is a two day course which will be accredited. ‘Change Management’ training will be transferable in everyday work. LPC member to be nominated and they would need to apply.
·  LPC Chairs and Chief Officers meeting (9/6/15)
LPC Chairs and Chief Officers meeting in London, TC and NA attended. PSNC updated chairs and chief officers of any changes and news.
·  EPS Roll out and website update
Talks about phase IV of EPS and the ongoing issues with the process of EPS in pharmacy. Levy losses through EPS have been higher due to switches. Phase IV will involve GPs nominating patients to a pharmacy. Another training event for EPS will be organised. Every patient will be nominated in future. TC discussed issues of support from medicines optimisation. EP to put details of EPS tracker in newsletter. Importance of getting consent before nominating them. GH requested TC write a letter concerning consent and nominations to feed up to superiors of Well. EPS roll out- Willow Bank in august, Dr Chands Trentham Road. The full list is on the LPC website.
·  CCG Report
Discussions about repeat dispensing meeting, which was cancelled.
·  LIN report
NA gave feedback from last CD LIN meeting held April 29th. Analysis of data submitted from incidents involving schedule 2 and 3 CDs. They would like to know about incidents involving all schedules and reporting of incidents. Study in prisons about abuse of Gabapentin and Pregabalin. Incident of 10mg morphine issued at 60mg and they were admitted into hospital.
·  JMOC
Clare Stott not present to report. However Clare wanted to make LPC members and contractors aware of a change in Metformin M/R 500mg and 1000mg to Morningside Pharmaceuticals, ‘Sukarto’ from Glucophage.
·  Pharmacists working in GP surgeries
Request for GPs to put in bids for funding to have a pharmacist to train in their surgery. DoH would like the pharmacist to become an Independent Prescriber at the end of the three years.
·  Antibiotic Campaign
North Staffs and Stoke are high in antibiotic prescribing. TC on steering group. European antibiotic day November 18th. Information to be relayed to public and pharmacies about common ailment symptoms and when to worry about them and when antibiotics are appropriate and which ones are used for which condition. An app developed and used in UHNM could be useful for community pharmacies to use.
·  Pharmacy Staff Training Places
Stoke On Trent College are offering free places for level 2 and level 3 pharmacy services training. These are becoming quite full for the level 3 but still places left for level 2.

Guest Speaker, David Sugden did not attend.
0715-13 / 6.  HLP Facilitator Update
EP gave current HLP figures and as previously explained that the HLP continence service. In North Staffs 16 fully accredited and 10 working towards. In Stoke 26 fully accredited 10 working towards. HLPs are continuing to provide continence service, 32 consultations made to date. Data collection from continence service has been encouraging. Shows patients are seeking help for continence issues when they have not had support before. Sexual health campaign start dates differed to that from the Area Team. EP made it clear to HLPs that the public health campaigns are to run for two months. SA highlighted that sexual health campaign is very sensitive and difficult to obtain data. Skin conditions training was held in July ready for the skin conditions health campaign in August and September. EP to address data collection at next steering group meeting. TC to look into Buttercups training.
0715-14 / 7.  Pharmacy Education Training Events
Enc7- TC informed members of the new events section on the LPC website which will show all of the training events on a calendar and the pharmacy team member can book onto the event online. 17th June Diabetes event, TC needs a lot of people to attend these events as they are funded.
0715-15 / 8.  Update from morning session
Demonstration of Avatar App. The app could be useful for MURs and NMS. Once app is ready marketing and publicising is key to success. The KAVE demonstration was very good from Keele University.
0715-16 / Closed Meeting
9.  Vice Chair Position
As many LPC members were not present at meeting a decision to postpone vote for next meeting. TC to send an email about the vice chair position to those who may consider taking on the role.
0715-17 / 10.  PSNC Conference
PSNC conference will take place on 4th November in Birmingham. NA will be attending and requested one more person to go. It was decided that Hema Morjaria would go along with NA. As part of PSNC conference the LPC must submit questions for the PSNC. NA went to regional meeting to discuss possible questions:
1-  Contractor engagement with pharmacy services, and delivering services consistently.
2-  GPs owning pharmacies and the implications surrounding commercial interest.
3-  EPS and impact of pharmacy workload and cost.
4-  GPs blocking community pharmacy services.
0715-18 / 11.  Regulation
·  Hanley Pharmacy Appeal Hearing, 24th July. Relocation of Hanley Pharmacy from 112 Broad Street to 17 Derby Street. Waiting for results of appeal hearing.
·  Change of Ownership for Angelway Pharmacy to Medi-Zen.
0715-19 / 12.  Independent Vacant Seat
TC has received some nominations from contractors although the deadline date is not over yet and so many receive more nominations. So far nominations have arrived from Mr Mike Morrell and Mrs Clare Stott. Clare Stott will be taking up employment in an independent pharmacy and has been nominated for the independent seat by the contractor she is working for. CS has now resigned from her CCA seat which she is currently sitting on.
LPC members will vote on who which person they would like to take the independent seat when TC send the final nominations by email to members.
The CCA seat is now available. The owners of Birchall and Watson would like to apply for as a seat as a member of AIM and so TC has referred them to the CCA head office.
