Tim Peppe entered the Air Force in 1970 as a graduate of NC State University's ROTC program. He commanded the 31st Fighter Wing, Aviano Air Base, Italy, the 47th Flying Training Wing - a specialized undergraduate pilot training wing; Laughlin Air Force Base, Texas; and the 82nd Support Group, Williams Air Force Base, Arizona. He also served as Director of the Combined Air Operations Center at 5th Allied Tactical Air Force, Vicenza, Italy; as Deputy Assistant Chief of Staff for Plans and Policy at HQ Allied Air Forces Southern Europe in Naples; as Chief of the Rated Management Branch within the Office of the Deputy Chief of Staff for Personnel at Headquarters USAF; and as the first Director of Joint Experimentation at US Joint Forces Command. He was the Air Force Chief of Safety and Commander of the Air Force Safety Center at Kirtland AFB, New Mexico, where he was responsible for safety, policies, guidance and procedures affecting more than 700,000 Air Force military and civilian personnel. In his final assignment, he was the Special Assistant for the Air and Space Expeditionary Forces, HQ USAF, Washington, DC, responsible for reviewing, clarifying and publishing AEF policy and guidance. He was a command pilot with more than 3,700 flight hours in the T-37, T-38, RF-4C and F-16. Major General Peppe retired in 2004. His decorations include the Distinguished Service Medal, Defense Superior Service Medal with oak leaf cluster, Legion of Merit, Meritorious Service Medal with two oak leaf clusters, Air Medal, and Air Force Commendation Medal with oak leaf cluster. He holds a Bachelor of Science Degree from NC State and a Master of Arts Degree from Webster University.

In 1980, RJ Peppe entered the Air Force through the Officer Training School in San Antonio, Texas. She served as executive officer, adjutant, section commander and director of base administration before cross training into Personnel in 1991. She commanded a military personnel flight as well as a mission support squadron and served as the Chief of Operations in the Selection Board Secretariat. Her final assignment was as the Chief of the Selection Board Secretariat, Air Force Personnel Center in Randolph AFB, TX, where she directed a staff of 42 officers, enlisted and DAF civilians. Her staff was responsible for planning, conducting and recording over 70 central boards for officer promotions for Major through Major General, enlisted evaluations for SMSgt and CMSgt, Reduction in Force, Selective Early Retirement, Professional Military Education, selective continuation, special selection, enlisted supplemental and ANG Colonel Federal Recognition annually. Her division was also responsible for the maintenance of over 102,000 records and preparation of selection folders and board support documents. Col Peppe retired in 2006. Her decorations include the Meritorious Service Medal with three oak leaf clusters, Joint Service Commendation Medal, Air Force Commendation with two oak leaf clusters and Air Force Achievement Medal. She holds a Bachelor of Science Degree from William Woods University and a Master of Science Degree from Golden Gate University.

The couple met in 2003 and married in 2008. They currently reside in Wallace, North Carolina. RJ is a native of Springfield, Massachusetts and has two children: Megan and Adam. Tim is a native of Cookeville, Tennessee and has two children and a granddaughter: Scott, Cyndi and Ansley, respectively.

1. This ENDOWMENT shall be designated as theTim and RJ Peppe Military Leadership Scholars Endowment. The Tim and RJ Peppe Military Leadership Scholars Award joins the “family” of Gen. Hugh Shelton Leadership Scholars awards at North Carolina State University and affords many opportunities for leadership skills development through the Gen. Hugh Shelton Leadership Center (“Shelton Center”).

2. This ENDOWMENT shall be used to provide scholarships for undergraduate students who are contracting non-ROTC Scholarship Cadets/Midshipmen in any service ROTC program at North Carolina State University.

2(a). Awards from this ENDOWMENT shall be made to one or more students bythe Shelton Center in consultation with the NCSU ROTC cadre. Awards shall be for one academic year and may be renewable based on eligibility criteria being met. A Procedural Document has been developed for this scholarship, and guidelines and criteria are contained within that document. The Procedural Document may be changed at the request of the Shelton Center and/or the NC State University ROTC cadre, with approval from the Donor. This agreement does not need to be amended if the Procedural Document is changed in the future.

3. For investment purposes, the assets of this ENDOWMENT may be commingled with other investment assets of the North Carolina State University Foundation, Inc. (the “Foundation”), but this ENDOWMENT shall always be entered on the Foundation's records as theTim and RJ Peppe Military Leadership Scholars Endowment. All decisions regarding the appropriation, management, investment, and expenditure of endowments shall be made in a manner consistent with the Foundation’s policies and procedures, including the endowment spending and investment policies now in effect or as may be amended from time to time, and shall be consistent with the standards specified under the Uniform Prudent Management of Institutional Funds Act (UPMIFA), or such future law as may be applicable, with the sole exception that there will be no spending allowed from the corpus of this ENDOWMENT.

4. This ENDOWMENT shall accept additional contributions at any time from any source, but such additional contributions shall also be subject to the terms of this agreement.

5. When the required minimum funding level for a permanent endowment of $50,000, as established by North Carolina State University, is reached, disbursements will be authorized from this ENDOWMENT in accordance with both established spending policies and the Donors’ intended purpose for the ENDOWMENT.

6. This ENDOWMENT is being established with an outright gift of $50,000, processed on
July 12, 2012.

7. In grateful recognition of the impact of this gift on the future of North Carolina State University, and to encourage similar giving, the gift may be publicized.

8. If, in the future, the Donors, if available, and the Board of Directors of the North Carolina State University Foundation, Inc.(the “Board”) determine that it would be in the best interest of the Service ROTC programs at North Carolina State Universityto amend this agreement, they may do so by mutual consent. If the Donors are deceased or otherwise unavailable, and the Board should determine that it would be in the best interest of the Service ROTC programs at North Carolina State University, then the Board may make such amendment(s) as are necessary to assure that use of the ENDOWMENT is both legal and appropriate. In all cases, the Board will utilize the ENDOWMENT as closely as possible to the original intent of the Donors and keep the names of Tim and RJ Peppelinked with any distribution from this ENDOWMENT.

9. In the event the North Carolina State University Foundation, Inc. ceases to be an organization described in each of Section 170 (b) (1) (A) and section 170 (c) of the Internal Revenue Code, the assets of this ENDOWMENT shall be turned over to an organization as designated in the Foundation's Articles of Incorporation or by the Board, and will be subject to the terms of this ENDOWMENT.

10. This agreement shall be construed in accordance with, and the administration of all properties held in this ENDOWMENT shall be determined by, the laws of the State of North Carolina (without regard to its conflict of laws provisions), irrespective of the domicile or residence of the Donors or of the situs of any property held in the ENDOWMENT.

Tim and RJ Peppe Military Leadership Scholars Awards

Funded by the Tim and RJ Peppe Military Leadership Scholarship Endowment

  1. Purpose: To provide scholarships to either contracting non-scholarship ROTC Cadets or Advanced Standing Midshipmen that display scholastic achievement, a high level of fitness, and exceptional potential for leadership. Recipients may use the scholarship funds for either tuition and fees or for room and board as per the need of theCadet/Midshipman.
  2. Eligibility Criteria:
  3. Contracting non-ROTC Scholarship Cadets/Midshipmen in any service ROTC program at North Carolina State University.
  4. The recipient will contract during spring semester of their sophomore year or withinthe first 30 days of school of their fall semester junior year.
  5. Recipients will have a minimum cumulative GPA of 3.0, meet a minimum score of 90 percent in each event of their respective Service Physical Fitness Test, meet their Service height and weight standards, and display the values and characteristics of quality leaders as evidenced by:
  • Leadership Experience and Potential---Applicants should have a history of participation in school and community activities, and a goal of increasing involvement, particularly in the area of leadership development. Applicants must demonstrate the ability to understand and apply concepts of values-based leadership and selfless service, and to be willing to critically examine their own behavior and performance.
  • Evidence of Personal Character and Integrity---Applicants should demonstrate characteristics of high personal character, perhaps using this strength of character to be resilient in the face of extenuating family circumstances, or in overcoming significant obstacles. Applicants should demonstrate how purposeful commitment to critical thinking as an intellectually disciplined process is guided by personal beliefs and ethical values.
  • Orientation toward Community and Service---Applicants should have an awareness of themselves as members of broader communities that they both depend on and help to shape. Applicants should exhibit an active commitment to responsible stewardship and a desire to help address community, state, national, or global issues through participation and service.
  • Commitment to Personal Growth---Applicants must have a desire to actively participate in developing themselves as leaders by seeking out new experiences, gaining new skills, and making a commitment to ongoing self-discovery and personal development. It is expected that there will be evidence of time management skills necessary to accomplish multiple personal goals.
  • Commitment to Physical Fitness and Wellness---Applicants should demonstrate a commitment to overall health and wellness. Activities should reflect a commitment to physical fitness and the discipline and time management skills necessary to maintain an active and healthy lifestyle.
  • Understanding of and Interest in Maximizing the Opportunities of the Gen. H. Hugh Shelton Leadership Center ---Applicants should be aware of how they might 1) benefit from participation in this leadership development concept, 2) contribute to the Shelton Leadership Center learning community, 3) contribute to the university and broader community and take advantage of leadership enrichment experiences.
  1. The scholarship will be awarded annually and be allocated in two equal installments, one in the fall semester and one in the spring semester of the academic year. The Cadet/Midshipman must continue to meet full time student status, GPA, fitness, and height and weight standards to receive both installments.
  2. Selection Process: The selection process has been determined by the Gen. Hugh Shelton Leadership Centerin consultation with the NCSU ROTC cadre. At the start of thefall semester, each ROTC program will submit nominations to a selection board consisting of the Army, Naval, and Air Force Professors of Military Science. Nomination packets will include current official transcripts, Service Physical Fitness Scorecard, and a one-page, single-spaced letter from each nominee to the board reflecting on their achievements and desire to become a Commissioned Officer. The board will determine selection of recipients based on a majority vote. The board will conclude no later than October 15 each year, for awards to be made in the following academic year.
