At 6:00 PM, Chairman Marchitto opened the meeting with the Pledge of Allegiance. All members were present with the exception of Patrick Reynolds, who arrived at 6:35 PM, when the Board was in Executive Session.

I.MINUTES

1.Vote to approve the minutes of May 15, 2014

Vice-Chairman Williamson made a motion to approve the minutes of May 15, 2014.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

II.PERMITS AND LICENSES

  1. Use of Town Highways Permit – Crush Cancer – 5K race & Triathlon – July 27, 2014

Vice-Chairman Williamson made a motion to issue a Use of Town Highways Permit for the Crush Cancer 5K Race and Triathlon to be held on July 27, 2014 on various routs commencing and ending at the Community School, as submitted.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Special One Day License to serve Wine – Art Reception – Preservation Framer – 16 North Washington Street – June 7, 2014 – 6:30 Pm to 10:30 PM

Vice-Chairman Williamson made a motion to issue a Special One Day License to serve wine for an Art Reception to be held by the Preservation Framer, located at 16 North Washington Street, on June 7, 2014 between the hours of 6:30 PM and 10:30 PM.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

Vice-Chairman Williamson made a motion to issue a Special One Day License to serve wine for an Art Reception to be held by the Preservation Framer, located at 16 North Washington Street, on July 12, 2014 between the hours of 6:30 PM and 10:30 PM.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Live Entertainment License – Martin School Association – Martin School Spirit Day with Disc Jockey – June 18, 2014 – 9:00 AM to 3:00 PM – Martin School, Landry Ave.

Vice-Chairman Williamson made a motion to issue a Live Entertainment License (Disc Jockey) to the Martin School Association for the Martin School Spirit Day to be held on June 18, 2014 between the hours of 9:00 AM and 3:00 PM at the Martin School on Landry Ave.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Outdoor Event – Emerald Square Mall – Touch A Truck – June 14, 2014 – 10:00 AM to 2:00 PM – South Parking Lot – 999 South Washington St.

Vice-Chairman Williamson made a motion to issue a Permit for an Outdoor Event for a Touch-A-Truck to be held at the Emerald Square Mall, at 999 South Washington St., in the South Parking Lot, on June 14, 2014 between the hours of 10:00 AM and 2:00 PM

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Use of Town Highways – Kate King Fundraiser – June 22, 2014 – 10:00 AM to 6:00 PM

Vice-Chairman Williamson made a motion to issue a Use of Town Highways Permit to Tijaye Henderson for a Kate King Fundraiser to be held on June 22, 2014 between the hours of 10:00 AM and 6:00 PM commencing at the North Attleboro Elks Lodge, on Bulfinch Street proceeding easterly on Commonwealth Ave., southerly on Freeman St., westerly on John Rezza Dr., northerly on Mt. Hope St, terminating at the Elks Lodge.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Use of Town Highways – National Multiple Sclerosis Society – Bike MS – June 22, 2014

Vice-Chairman Williamson made a motion to issue a Permit for the Use of Town Highways to the National Multiple Sclerosis Society for the Bike MS event to be held through a portion of North Attleboro on June 22, 2014.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

Vice-Chairman Williamson made a motion to accept donations to the Animal Shelter Miscellaneous Animals Donations Account totaling $550.

Vice-Chairman Williamson made a motion to award the contract for the purchase of auxiliary equipment for the new fire pumper to Specialty Vehicles for the amount of $11,498.

Vice-Chairman Williamson made a motion to authorize the use of $5,436.75 from the Self Insurance Account to cover the deductible costs for flood damage to the Community Field House.

The motion was seconded by John Rhyno.

The motion passed by a vote of 4 to 0.

  1. Authorization to use $417.76 to cover the insurance deductible for water damage to the Police Facility

Vice-Chairman Williamson made a motion to authorize the use of $417.76 from the Self Insurance Account to cover the deductible costs for water damage to the Police Facility.

The motion passed by a vote of 4 to 0.

  1. Award contract for purchase of 15 automated External Defibrillators to Hear Smart Technology for the amount of $14,775.

Vice-Chairman Williamson made a motion to award the contract for the purchase of 15 automated External Defibrillators to Hear Smart Technology for the amount of $14,775.

V.TOWN ADMINISTRATOR’S REPORT

1.Authorize the use of $194.43 from the Self-Insurance Account to pay for the deductibles for line-of-duty medical expenses for police officers and fire fighters.

Vice-Chairman Williamson made a motion to authorize the use of $194.43 from the Self-Insurance Account to pay for the deductibles for line-of duty medical expenses for police officers and fire fighters.

At 6:30 PM, Chairman Marchitto made a motion to go into Executive Session for the purpose of discussing matters relative to a USW union Level 3 Grievance and an Insurance Settlement Agreement and not to return into Executive Session
