Non-Executive Members Appointed to Lothian NHS Board
TheCabinet Secretary for Health, Wellbeing and Sport todayannounced the appointments of Carolyn Hirst, John Oates, Lynsay William, Martin Hill and Peter Murrayas Non-Executive Members to the Lothian NHS Board.
The Health Board’s role is to deliver high quality, person centred care and to improve the health and wellbeing of the people of Edinburgh and the Lothians. In doing so, NHS Lothian provides a comprehensive range of primary, community-based and acute hospital services for the second largest residential population in Scotland.
Carolyn Hirst –is an independent consultant who works as a mediator, complaint, reviewer, independent investigator, researcher and coach. She is a former Deputy Scottish Public Services Ombudsman, she now also works part-time at Queen Margaret University, where she is a lecturer in Ombudsman and Complaint Handling Practice. Previously, Carolyn worked in Social Rented Housing in Scotland for nearly 20 years, latterly as a Deputy Director of a Housing and Care Organisation. She is an experienced Board Member, mostly recently serving as the Senior Non-Executive Director of a large national English Housing Association. Carolyn is a Lay Member of Employment Tribunals (Scotland) and of the Private Rental Housing/Home Owner Housing Panel. She is also the mediationpractice supervisor for Edinburgh Cyrenians, and a member of both the Scottish Legal Complaints Commission and the Edinburgh Sheriff Court Mediation Panels.
John Oates - is the Managing Director of a large social enterprise and charity specialising in working in hard to reach communities. He has been directly involved in helping communities to develop healthcare solutions for older people. John has a background in training and leadership development and has worked extensively within the third sector. One of his specialisms is in the field of social enterprise development.
Lynsay Williams –is a qualified lawyer with over 15 years' experience gained in major financial institutions. Lynsay has spent the last 10 years working in a large bank, in both legal and non-legal roles, and in addition to her legal and financial acumen brings a wealth of experience in risk management and supporting significant changeprogrammes.
Martin Hill – is a retired health service senior manager and former Trust Chief Executive, currently working as a management consultant with particular interests and experience in strategic planning, programme management and executive coaching. Other roles include Scottish Secretary of the Institute of Healthcare Management and non-executive Member on the Board of NHS24. He recently completed degree studies with relevance to sustainable development. He lives in Strathaven, and is married with a grownup family.
Peter Murray – Peter is an Assistant Chief Fire Officer with the Scottish fire and rescue services (SFRS). Peter has worked in the fire service for nearly 30 years and is currently the director of the service transformation.Peter has worked in the Grampian and Tayside areas before taking up the post of Director of Service Delivery in the East of Scotland following the merger of the eight fire services into the SFRS in April 2013.In previous roles Peter has been responsible for strategic planning, performance management, Best Value and partnership working. Peter was previously a member of the Aberdeen College Board of Management.
Peter is married to Fiona with three children and two grandchildren. He enjoys watching football, reading and current affairs.
Carolyn and Martin’s appointments will be for 4 years fromthe 1st of August 2015 and end on the 31st of July 2019.
John’s appointment will be for 3 years from the 1st of august 2015 and end on the 31st of July 2018.
Lynsay and Peter’s appointments will be for3 years from 1 February 2016 to 31 January 2019.
These appointments are part-time and attracts a remuneration of £8,008 for a time commitment of eight hours per week.
John is a member of the Scottish Qualifications Authority Advisory Council for which he receives no remuneration for a time commitment of approximately 3 days per annum.
Martin is a member of the NHS 24 Board which he receives £8088 per annum for 1 day per week.
Lynsay and Peter do not hold any other public appointments.
This appointment is regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. Carolyn, Lynsay,John, Martin and Peter have not held any political activities in the last 5 years.
