Nomination process:

  • Nominations for all categories are to be submitted by the government agency responsible for the initiative.
  • Nominations for the Government2.0 category award may be made by the agency undertaking the project and/or by members of the community.
  • Members of the community should use the Community Nomination Form that is available for this Award.
  • More than one initiative may be nominated for these Awards.
  • Initiatives may be entered into one category only.
  • Nominations are to be submitted using the nomination form provided.
  • All sections of the nomination form are mandatory and must be completed.
  • All key points should be made on the nomination form as judging will be based primarily on that material.
  • One attachment providing additional website links, screen shots and supporting images (maximum of 3MB or 2single sided A4pages) is permitted.
  • Please do not use the attachment to provide additional text in support of your nomination as it will not be forwarded to the judging panels.

Eligibility:

  • All Federal, State, Territory and Local Government initiatives are eligible to be nominated for this award.
  • Nominations that received recognition in the 2012 Awards (winner or finalist) cannot be renominated.
  • The activity to be recognised must have taken place in the past two years.
  • Nominations must have the support of a Senior Executive i.e., Chief Information Officer, General Manager, Chief Executive Officer, Assistant Secretary or other appropriate Senior Executive representative.

Privacy:

The information contained in this nomination form will be held in confidence and is subject to the provisions of the Privacy Act 1988. The administrator of these Awards is the Department of Finance and Deregulation (Finance). Finance is bound by the Information Privacy Principles of the Privacy Act.

The information contained in the nomination form is collected to enable Finance to assess the merits of a nomination and to contact all parties relevant to that nomination.

Details of the nominations are only accessible to the Award Coordinators at Finance and the judging panels.

How nominations will be judged:

The judging process will be undertaken in two stages.

Stage 1:

A Reference Panel will assess all nominations and recommend a short list of nominees to the Awards Judging Panel. The Reference Panel is comprised of government and industry experts appointed by Finance.

Stage 2:

An Awards Judging Panel will assess the shortlisted candidates in accordance with the Award criteria and determine the winner. The Awards Judging Panelis comprised of state and territory Chief Information Officers and independent ICT industry representatives.

The final decision to shortlist any nomination or to confer any award is based on there being nominations of an appropriate standard. The judging panel may decide not to confer an award if the nominations are not of a sufficiently high standard. All decisions and recommendations made by the panels are binding and final and no discussion or correspondence will be entered into.

Award presentation:

The Awards presentation for this year will take place at the CeBIT ICT Celebration Dinner on Wednesday 29May2013 at the Sydney Convention and Exhibition Centre, Darling Harbour. All shortlisted nominee/s will receive an invitation to the dinner.

Applications Development
The judges will be assessing the extent to which the nomination demonstrates excellence in applications development. This will be based on how well a nomination addresses complexity; how it meets customer/business needs; and how it enhances value and responsiveness for the user and its cost effectiveness, benefit and efficiency. This could include custom-built development using open or proprietary technologies, development within a specific software platform environment and/or configuration of software platform components. Nominations might, for example, address how a project:
  • engaged and/or utilised partnerships with industry and academia to reduce costs and/or duplication,
  • creates an integrated platform and enterprise repositories for the storage and sharing of information across a number of facilities,
  • implements modern software architecture and frameworks, and
  • how the applications development has used proven standards, technologies and approaches.

Geospatial
The judges will be assessing the extent to which the nomination demonstrates excellence in geospatial initiatives and solutions. This will be based on the how well a nomination addresses complexity, innovative application, development of technologies and/or techniques, future value to the geospatial community and customer satisfaction. Nominations might, for example, address how a project:
  • made use of location aware information to inform service design and delivery,
  • provided evidence that would assist the government (and other stakeholders) to make informed and effective policy decisions in specific areas of interest such as national resource management and environmental issues,
  • used spatially enabled information to inform, engage and benefit the community, and
  • integrated datasets to business management systems to drive productivity and efficiency.

Government 2.0
The judges will be assessing the extent to which the project demonstrates excellence in the use of digital tools to improve engagement with stakeholders. This will be based on how well the initiative demonstrates the principles and effectiveness of Government 2.0 including better engagement with citizens, open and transparent government operations, and/or the release of public sector information.Nominations might, for example, address how a project:
  • informed service delivery through better engagement and sharing of information with citizens;
  • strengthened networks to create productive working partnerships,
  • involved the wider community in policy development, and
  • provided better targeted policies and services for stakeholders.

Project and Program Management
The judges will be assessing the extent to which the project demonstrates excellence in the management and efficiency of ICT enabled projects. This will be based on a clear illustration of project management skills in the areas of project definition, planning, scheduling, resourcing, scoping, business requirements and customer satisfaction. Nominations might, for example, address how a project:
  • targeted alternative investment opportunities,
  • developed and implemented a framework to increase visibility of ICT investments and plans
  • encouraged the sharing of resources and services, and
  • reduced costs and duplication to better deliver value and improve efficiency and effectiveness.

Service Delivery
The judges will be assessing the extent to which the nomination demonstrates excellence in the delivery of online services. This will be based on how well the project delivers streamlined high quality government services that are efficient, targeted and integrated making them simpler and easier to use. Nominations might, for example, address how a project demonstrates:
  • it has delivered a more customer focussed service and improved customer satisfaction,
  • deliveronline services that simplify access to government and/or government services, by individuals, business or communities,
  • improved accessibility and usability of websites and online services, and
  • allows clients to complete transactions, when and how best meets their needs.

CRITERION 1 - Transformation of services to citizens, government or business
Please describe how the initiative demonstrates that it has significantly improved services to the community and/or citizens, facilitated business or improved government capabilities.

  • meets the objectives of the agency;
  • improves service delivery;
  • demonstrates benefits to clients/end users; and
  • improves government processes resulting in greater productivity.

CRITERION 2 - Innovative use of ICT in the delivery of government services
Please describe how the initiative demonstrates innovation in the application of technology to create new or different services, or demonstrates the reuse of solutions to become a leader in its field.
The judges will be looking for how the initiative:
  • uses information technology innovatively to improve services or solve problems;
  • demonstrates value-for-money;
  • demonstrates innovation or leading practice through reuse of systems, open standards, shared systems, environmental achievements, interoperability, security, data protection, or scalability; and
  • reflects a commitment to sharing the technology.

CRITERION 3 - Accessible and usable ICT solutions
Please describe how the initiative demonstrates that it addresses accessibility and usability issues.
The judges will be looking for how the initiative:
  • has considered accessibility and usability issues during development;
  • conforms to mandatory accessibility guidelines;
  • has consulted with users in the design; and
  • has undertaken usability testing.
