1.0Introduction and Purpose
The purpose of this document is to show an overview of the process flow of unmetered connections carried out by Independent Connections Providers (ICP’s) where ICP Unmetered Connections (UMC) Jointing to Services (UJ2S) activityis being carried out and retrospective notification, Site Specific Notification (SSN), is provided following the connection activity.
This SSN process shall be open to ICP’s who hold an Unmetered Jointing to Services ICP Contractor Agreement and who have successfully carried out a minimum of 200 unmeteredtasks to date.
2.0Scope
All UJ2S activity, unless specifically mentioned within this document, must be carried out in accordance with document NOC 04 003 Independent Connections Provider (ICP) Unmetered Connections (UMC) Jointing to Services (UJ2S) Procedure.
This SSNprocedure applies to the disconnection from, or installation of, a new single phase low voltage service cable to, existing live low voltage service cables for unmetered Connections Activity for Street Furniture by ICPs where the Site Specific Permission (SSP) stage has been replaced with retrospective notification following the connection activity.
This SSN procedure is only available for UJ2S activity with the EPN and SPN DNO areas (excluding Croydon). For the avoidance of doubt, activity within the LPN DNO area and Croydonmust be carried out in accordance with document NOC 04 003.
If any connection activity requires associated Operational Activity then document
NOC 04 003 must be followed.
No Works must be carried out by the ICP on any equipment, including cable and cut-out, that are damaged or under fault condition.
Responsibilities and timescales, as set out within this document, must be followed in full. UKPower Networks may acting reasonably withdraw participation of one or more ICP’s from this SSN process and revert to the SSP process as set out in NOC 04 003 at any time. Withdrawal of participation shall be made electronically, shall include written reasons for the withdrawal of the ICP from the SSN process, and shall have effect from the date upon which it is notified to the ICP.
3.0Objective
This document provides a high level overview of the process flow of unmetered connections activity carried out by ICPs under this SSN process, including responsibilities and ownership.

5.0Definitions
Connection Activity / Jointing to make final connection to the DNO’s existing distribution network including non-intrusive identification of cables at the point of work (i.e. the ability to differentiate between all cable types on appropriate records and physical cable tracking to known LV joints or terminations).HWS / HighwayServices team in UK Power Networks

Operational Activity / Activity that requires access to the existing distribution system at points other than at the jointing position. Includes intrusive methods of cable identification (i.e. the connection of electronic cable tracing signal generators to the cable(s) required to be identified).
Site Specific Notification / The minimum information electronically provided by the ICP to UK Power Networks no later than 5 Business Days following completion of the Works
SPN / South Eastern Power Networks
Whereabouts / The information electronically provided by the ICP to UK Power Networks normally a minimum of 1 Business Day prior to the Works detailing the full location address, jointing team name, description of Works and proposed date of Works
Works / The disconnection from, or installation of a new single phase 230 volt service cable, cut-out and joint to,an existing UKPower Networkslow voltage service cable feeding an existing item of street furniture
6.0Responsibilities
All responsibilities remain as set out within document NOC 04 003 unless stated below.
As part of this SSN process the ICP shall not be required to submit the Site Specific Permission Request and supporting information to UKPN in advance of the commencement of Works.
The ICP shall not carry out any Works unless UK Power Networks are in receipt of an agreed and completed Appendix Three letter of Appointment from the appropriate Asset Owner or their appointed delegate.
As part of this SSN process the ICP shall provide specific daily Whereabouts to UK Power Networks a minimum of one Business Day prior to commencement of Works by email to
Whereabouts submitted under this SSN process shall be kept independent from submissions for all other connections activity and shall include the following minimum information;
- DNO area (e.g. SPN or EPN)
- Full address of works
- Asset number
- Date of planned connection
- Planned Operative(s) name(s)
The following ICP declaration shall be contained within the body text of the email containing the Whereabouts;
ICP Declaration
- I confirm all Works are designed fully in accordance with EDS 08-2102LV Customer Unmetered Supplies.
- I confirm all Works will be completed in accordance with the accepted design and the G81 design standards.
- I confirm that no Works are being carried out by the ICP on any equipment, including cable and cut-out, that are damaged or under fault condition.
- I confirm that no Works are located within the LPN DNO area or in Croydon.
Once the ICP has completed works at a Site they shall inform UKPower Networks no later than 5 Business Days following the day on which Works are carried out of the full details of the Works completed as set out below to and
The Site Specific Notifications need to be submitted independently according to;
- Asset Owner Name
- DNO Area (i.e. SPN or EPN)
and should not be incorporated with other connections activities, i.e. UJ2S(SSP), UJ2M, SFMJ2M, UC2OHL, Operational Activity.
The Minimum Information required with the Site Specific Notification is:
- Site Specific details on the ICP’s spreadsheet
- Relevant and valid UK Power Networks 1:500 network record plan
- Marked up site plan
- A completed form as required by the Agreement including accurately marked up as constructed records and an accurate “as built drawing” of each connection, all relevant test and check records, and all relevant RIGS Information.
7.0Records
The ICP shall supply UKPower Networks with all records, information, certificates and drawings, as required by UKPower Networks and detailed within the Agreement, within five Business Days following completion of the Works.
The ICP shall maintain full and comprehensive records of works, information, certificates and drawings supplied to UKPower Networks and these shall be made available by the ICP at the earliest opportunity for inspection by UKPower Networks.
All relevant information shall be provided to the UKPower Networks Network Records team in order that Network records can be updated. Should it be necessary, UKPower Networkswill return any relevant information to the ICP to confirm information and return to UKPower Networks within five Business Days in order that Network records can be updated.
