Sub: MOC&IT giving protection to Sri. M.S.S.Rao, former CGM/Kerala Circle, against whom good number of corruption charges are established, after extensive investigations by vigilance wing of BSNL, by inordinately delaying taking final decision on the report submitted to him two months before. Incomprehensible, unwarranted and abnormal delay betraying the trust of the Govt. in terms of cleansing the system of corrupt elements. Kind and expeditious personal intervention solicited.

Respected Sir,

More than two months have elapsed since the file pertaining to giving approval of MOC&IT for initiating appropriate disciplinary action against Sri.M.S.S.Rao, former CGM/Kerala, has been sent to MOC&IT. The approval of MOC&IT is sought for initiating appropriate disciplinary action against the said CGM for very serious irregularities perpetrated by him in his capacity as CGM/Kerala. These irregularities of very serious nature and corrupt practices indulged in by him have been established prima facie after extensive investigations by the vigilance wing of BSNL.

We have been vide letters under reference 1 and 2 above consistently imploring upon MOC&IT to take final call on the report of the vigilance wing as expeditiously as possible since the officer is retiring on 31st December, 2015 and it would be of no consequence whatsoever to take decision on the report after his retirement. Delay in taking final call on the report, we understand, may be part of a larger design to let offthe officer and allow him to retire without initiating any disciplinary proceedings against him.

This all is unfortunately occurring when your esteemed office is exhorting and reminding all the ministries to deal with issues of corruption not only sternly but as quickly as possible. But here is a classic instance where a corrupt officer is being virtually shielded by delaying taking final decision on initiation of disciplinary proceedings against him for very serious irregularities perpetrated by him which have been prima facie established. Such corrupt officers have to be booked and must not be permitted to retire without initiating disciplinary proceedings against them. It would be compromising critical interests of National Telecom Institution, BSNL, in case such officers, having been found prima facie guilty of blatant corrupt practices, are let off the hook deliberately.

Incidentally, the said officer has awful and colored past credentials which beyond doubt establish his doubtful integrity and yet action on his present ongoing investigations is being intentionally delayed for reasons that raise serious and legitimate questions of public probity on part of MOC&IT.

In view of all these developments, and your tireless, laudable and sincere efforts to rid the system of such corrupt people, we beseech your kind personal intervention in impressing upon MOC & IT to act as quickly as possible on the report that is awaiting his approval for more than three months. Let the officer be not allowed to retire without initiating disciplinary proceedings against him prior to his retirement on 31st December, 2015. This would not only set up an unhealthy precedent but will enormously damage the credibility and credentials of the esteemed office of MOC&IT.
