4.1Ms N Dube-Ncube, ANC, to move:
This House notes:
That the Chairperson and Deputy Chairperson of the Provincial House of Traditional leaders were given new vehicles this week which had been purchased by the Department of Co-operative Governance and Traditional Affairs.
This House therefore resolves:
To reiterate the commitment by the KwaZulu-Natal government to ensure that the institution of traditional leadership is always equipped with the tools of trade so that amakhosi are able to reach all corners of the province as part of their responsibility to lead and carry out their duties, working in close co-operation with elected municipal and provincial leaders.
4.2Ms WG Thusi, ANC, to move:
This House notes:
That last night,on one of the TV news channels, some members of this House said there was nothing new in the State of the Province address(SOPA) – one member even said the document was a cut-and-paste job.
This House therefore resolves:
To ask Dr Dhlomo to organise an ENT specialist and ophthalmologist to assist members with their hearing and sight defects;
To ask hon Mlotshwa to get the 2016 SOPA document to show usfrom where the cutting and pasting took place; and
To ask members in future to stop fiddling with their phonesduring the State of the Province address.
4.3Mr RR Pillay, ANC, to move:
This motion was ruled out of order as it had exceeded the maximum length of 100 words, as laid down by Rule 94 (1) of the Standing Rules of the KwaZulu-Natal Legislature.
4.4Mr HS Gumbi, DA, to move:
This House notes:
That the KwaZulu-Natal government has already paid R17 million for infrastructure and design coststowards the Commonwealth Games;
That the inability to host the Commonwealth Games is a massive failure to plan and govern on the part of the ANC government;
Because of its flip-flopping, it has let down athletes throughout the country.
This House therefore resolves:
To call on Minister Fikile Mbalula to scrap the hosting of the Commonwealth Games.
4.5Mr MB Gwala, IFP, to move:

Is surprised by the hypocrisy of the ruling party because during the inaugural sitting of the Jozini Municiplity, ANC MECs were all over the place, but when it comes to Nquthu Municipality, they are dragging their feet because they want it to be dissolved.
This House therefore resolves:
To say to the ANC: Continue with your ambitions, but in the end you will be in trouble!

[This House notes:
That the KwaZulu-Natal provincial government, led by the hon TW Mchunu, has shunned the idea of erecting a statue of His Majesty the King at the Old Legislative Building. We can see that not having this statue has all the hallmarks of politics since the idea was first mooted by the NFP.
This House therefore resolves:
To call on the Premier to pull up his socks and look into this matter urgently so that we can showcase the leadership of the Zulu Kingdom.
To further call on the Premier to institute a task team to look into this matter in conjunction with the Zululand District Municipality before the end of this month.]
4.7Mr V Ndlovu, EFF, to move:

Applauds the decision of the Constitutional Court to release FeesMust Fall student activist, Bonginkosi Khanyile, after spending five months in jail for his role in the Fees Must Fall campaign, while no action was taken against the thieves who stole money in Nkandla. President Zuma was the one who said that all students who fought for free education should be arrested. The ANC are liars who are not prepared to liberate this country and who do not respect the Freedom Charter.
This House therefore resolves:
To applaud Mcebo Dlamini for his involvement with the EFF on the matter of free education;
The EFF is the only political party that is committed to fighting for the poor; and
The EFF is the future government of this country.]
4.8Ms S Thakur-Rajbansi, MF, to move:
This House notes:
That South Africa needs to achieve a better patient safety record; and
That amongst four tiers for strategy improvement, one would be to raise performance standards and such expectations through the actions of hospital board oversight.
This House therefore resolves:
To call on MEC Dhlomo to review the guidelines in establishing heterogeneous hospital boards with the correct skills of committed members to improve patient safety practices and to evaluate current boards.
4.9Ms BF Scott, ANC, to move:
This motion was ruled out of order as it had exceeded the maximum length of 100 words, as laid down by Rule 94 (1) of the Standing Rules of the KwaZulu-Natal Legislature.
4.10Ms BN Sithole-Moloi, ANC, to move:
This motion was ruled out of order in terms of Standing Rule 98 (3) as laid down by the Standing Rules of the KwaZulu-Natal Legislature.
4.11Ms M Govender, ANC, to move:
This House notes:
That 6 March to 12 March has been declared South Africa Anti-Israel Apartheid Week; and
That increased acts of violence are being perpetrated by Israel against the people of Palestine;
The proliferation of illegal Israeli settlements on the West Bank; and
The flagrant disregard by Israel of the Palestinian people’s human rights.
This House therefore resolves:
To actively support the Palestinian people’s struggle for self-determination and the establishment of an independent state of Palestine.
4.12Mr MH Steele, DA, to move:
This House notes:
That officials have reported to Scopa that the internal audit unit of the province has been historically underfunded; and
That the current Premier and MEC for Finance have inherited a problem from their predecessors in government which goes back a number of years.
This House therefore resolves:
To call on Treasury to stop compromising the crucial work of oversight and to ensure that the internal audit unit is given the funds to carry out its mandate.
4.13Ms P H Khuzwayo, NFP, to move:
The House notes:
That, according to an announcement in the State of the Province address, His Majesty the King has granted permission for the Lower Mfolozi Hospital to be renamed Queen Nandi Memorial Hospital;
That the NFP Women’s Movement believes this is a fitting tribute to a female leader who was the mother of the Zulu nation; and
That we should honour more great women who have contributed to our nation.
The House therefore resolves:
To request the Premier to attend to the gravesite of Queen Nandi at Eshowe under iNkosi Zulu in the Nomatheku area as it is in a heartbreaking condition which disrespects her legacy.
4.14Mr AV Khoza, EFF, to move:
This House notes:
The generous offer by the EFF to the ruling party to vote with it in amending the Constitution in order to expropriate land without compensation; and
That the ANC rejected the EFF’s motion in this regard.
This House therefore resolves:
To condemn, with all the contempt it deserves, the ANC’s hypocrisy pertaining to the issue of land; and
To call on national government to stop playing with people’s emotions and to expropriate land without compensation for equal redistribution forthwith.
4.15Ms N Simelane-Zulu, ANC, to move:
This House notes:
The Premier’s progressive move in his State of the Province address towards radical economic empowerment of young people in KwaZulu-Natal;
That this move is laudable as it is a great stride in the right direction; and
That this will ensure that young people become active participants in the economy of this province by becoming jobcreators instead of jobseekers.
This House therefore resolves:
To debate the impact of this policy on the lives of our young people.
4.16Bishop EV Dube, ANC, to move:

Ukuba leNdlu ikuthathe njengesisekelo sokusebenza kulonyaka oyisikhumbuzo somholi owakhathalela ubunye bama-africa nowahola inhlangano ka-Khongolose u-Oliver Tambo.

[This House:
Applauds the State of the Province address delivered by the Premier, T W Mchunu, yesterday as it brought hope and gave direction to the province;
Traditional and religious leaders were challenged to participate fully in reviving people’s lives through moral regeneration programmes;
We further noted that moral regeneration will form the core structure in achieving social cohesion which will help in fighting against xenophobia and women and child abuse.
This House therefore resolves:
To adopt as this year’s theme the commemoration of Oliver Tambo’s life and his efforts in fighting for African unity; and
To go out in our numbers, educating our people about the role they should play in fostering unity and moral regeneration this year.]
4.17Mr SA Duma, ANC, to move:
This House notes:
That aMail & Guardiansurvey, declaring KwaZulu-Natal to be leading in terms of service delivery and public participation,has been a source of inspiration.
The House therefore resolves:
To support this vote of confidence coming from that media house which always portrays our government as weak and corrupt – even the Opposition should embrace these results;
To advance the means of taking the land back to the people through expropriation; and
To call on the ANC government to fast-track this urgent matter as people have become tired and impatient.
4.18Ms M Ntuli, DA, to move:
This House notes:
That the Democratic Alliance will govern this province in 2019; and
That the people of KwaZulu-Natal are desperate for a caring government and capable state.
This House therefore resolves:
To congratulate the Democratic Alliance for presenting a rescue plan for the people of KZN where, finally, a political party put forward workable solutions to counter challenges relating to the economy, crime, health and governance in this province.

[This House notes:
That the abuse of senior citizens on farms has become widespread. A few weeks ago, a black person was killed by a white person on a farm in Limpopo after the white person allegedly claimed to have been shooting at warthogs. The DA, who are their bedfellows, are dead quiet because they are protecting farmers. Yet when [white] people die under this government’s watch, they talk at the top of their voices which shows that they don’t fight for black people, but are using them to further their agenda.
This House therefore resolves:
To investigate whether this action is not perpetrating discrimination.]
4.20Dr I Keeka, DA, to move:
This House notes:
That oncology patients in KwaZulu-Natal are already at risk of curable cancers becoming incurable because of anincapacity to fully deliver curative therapy;
This may be worsened by possible complications by superbugs; and
That Groote Schuur Hospital in the Western Cape has shown that optimal use of antibiotics reduces the risk to vulnerable patients.
This House therefore resolves:
To call on KZN Health to visit Western Cape Health to learn not only how to save costs, but also how to save the lives and give the best care to vulnerable patients infected with TB/HIV, our high rate of C-section patients and oncology patients.
4.21Mr MA Zondi, ANC, to move:
This House notes:
That rainhas fallen across most parts of the province in the past few weeks.
This House therefore resolves:
To acknowledge that these rains, despite being most welcome to mitigate against the ongoing drought, have also caused flash floods which led to the tragic loss of several lives; and
To reiterate the government’s warning to communities to be cautious when crossing rivers in low-lying areas during rainy conditions.
4.22Ms A M McDonnell, DA, to move:
This House notes:
The increasing frustration for land reform by residents of KwaZulu-Natal; and
The share equity scheme being used in the Western Cape and proposed by the Premier.
This House therefore resolves:
To immediately undertake a land audit within the province to establish:
-the total acreage settled to communities and individuals to date;
-the current ownership and usage of this land; and
-acreage under settlement process and, if any, share equity programmes being negotiated.
