COURSE DESCRIPTION This course provides knowledge and understanding needed to participate in health policy development, analysis and implementation. The impact of policies on the delivery of health care and nursing services will be explored. The relationship of health policies to the financing of health care will be presented. Students will be introduced to health economics with a focus on the elements of financial management including the language and basic concepts of cost, the budgeting process and systems of reimbursement. Global, national, state, and local systems of financing health care will be compared.

COURSE OBJECTIVES Upon completion of this course, the student will be able to:

  1. Analyze the influence of health policy, social factors and other variables on advanced nursing practice roles and methods of health care delivery.
  1. Analyze the effects of health policy on health promotion for selected aggregates.
  1. Critique health policy issues at the local, state, national, and international levels that affect the health care system and the nursing profession.
  1. Construct a plan to enhance the role of advanced nursing practice in the formulation, analysis and implementation of health care delivery policies.
  1. Examine methods of health care financing and how these affect advanced nursing practice.
  1. Formulate strategies for active participation in financial activities within health care settings and within other larger systems that influence the distribution of fiscal resources.

ATTENDANCE

Students may be expected to attend on-campus or synchronous classes periodically. Students are expected to participate in the activities and discussions as listed in the course syllabus and on the course web-site. Timeframes for the posting and receiving of materials are listed in the course materials on the course web-site. Make-up exams may not be available in all courses.

This course includes small group participation, written assignments, web-based activities and a team project. A grade penalty may be assigned for late assignments.

Students are expected to participate in all course activities and learning experiences. Students who have extraordinary circumstances preventing participation should explain these circumstances to the course instructor prior to the scheduled online learning activities as soon as possible. Instructors will make an effort to accommodate reasonable requests. A grade penalty may be assigned for late assignments.

Students are responsible for checking weekly assignments – posted as “Monday Morning Announcements” (MMA) – to review any changes or supplements to the weekly schedule. Readings, podcasts, videos and learning activities are structured as ‘units’ with specified dates for completion. The professor will monitor unit assignments and topic postings frequently with feedback given as appropriate. Students should look for email within eLearning routinely.
