2) Review and adoption of past minutes
There were no comments and the minutes were adopted
3) Update from the UN Study Secretariat: (Amaya-UN Secretariat):
- The book: Chapters and recommendations
The book is composed of five chapters divided by settings with an introduction highlighting the issues and related international standards, including the main articles of the Convention of the Rights of the Child. The Family setting is at the edited version stage, the School/education system needs to be shortened and edited. The Institution setting is currently being circulated and the Community and Work settings should be circulated by next week. However, the recommendations per settings still need work.
The SG report will be divided in five parts and the child-friendly version of the SG report in annex[1]:
· Introduction
· The picture of violence
· Elaborations of the settings
· Overarching recommendations + Specifics of each setting
· Implementation
The report will be of approximately 35 pages that should capture the essence of each chapter will have to be finished by 25th July, 2006. The report will be publicly out before the launch since it is a UN document, nevertheless the Secretariat emphasized the need to be discrete and have no media coverage before the actual launch in order to manage the diplomatic side of the UN study..
Launch: date and events
The date is not set yet. It could be between the end of October and the beginning of November. To be confirmed in the coming week. The report will be launched in the Third Committee of the GA in the morning, and these are the ideas:
- Presentation of the report: Kofi Annan, Paulo Pinheiro, representation of the UN agencies (possibly one agency talking on behalf of all of them), representation from NGOs (AdPanel to decide whom), 2 children
- Panel discussion to follow (still at the third committee): Paulo Pinheiro, the 3 UN agencies, NGOs, children, good-will ambassador who knows the issue
- Round table in the afternoon: children, NGOs, public, etc.
- Launch of child-friendly material in the late afternoon (Mrs Annan to be present and Kofi Annan if he is free): SC to lead
- Book launch in the evening during a reception
There will also be a pre-launch with the media, possibly a breakfast launch both in NY and GVA to happen simultaneously. Some regional launches are also expected to take place at the same time. The media activities are coordinated by UNICEF.
Some regional launches are also expected to take place within 12-18 months ideally with governments’ participation.
4) Update from other agencies and NGOs as appropriate (Lena-SC)
Lena talked about the different SC contributions to the UN Study:
· The advocacy cards and talking points for advocacy purposes heading to the launch: the include the main SC messages, some statistics on VAC and call for actions to governments
· Flagship publication summarizes the past engagement of SC within UN Study
· SC contribution to launch will mainly be on child-friendly materials and children exhibition on violence with one stand for each setting, highlighting problems and possible solutions. A space for children’s own work will be made.
· Child participation during the launch will ideally include 2 children per region and facilitators from SC, one from UNICEF and youth facilitators. It will start with an official opening, debate and panel discussions.
· Reception on SC material will focus on lobbying governments to follow their commitments and lobby for Special Representative.
5) Work Group:
The group did not want to split up and preferred working together on the overarching recommendations. The group started with general comments and then detailed comments. It was decided that everyone who wanted to submit their feedbacks and comments should do so by Monday 17 July and send them to Roberta in order to collate them. The comments were sent back to the Sub group and Pinheiro/Amaya on Tuesday afternoon.
