POSITION SUMMARY

  • Responsible for the management of a number of the organisation’s key corporate functions, systems and services. The Corporate Services Manager has overall responsibility for the effective and efficient functioning of the Nganampa Health Council Alice Springs offices and Alice Springs based corporate support services.
  • Responsible for the effective and efficient functioning of the Patient Assisted Transport Scheme (PATS), client transport and support services, the Hospital Liaison team, procurement and supply systems and processes, Human Resources management, and insurances.
  • Supervises the Finance Manager and chairs the Nganampa Health Council Finance Committee.
  • Oversees and monitors the organisation’s risk management and asset management systems.
  • Provides portfolio advice and regular performance reports to the Executive Director, Health Services Manager and the Nganampa Health Council Board.
  • Attends and contributes to the regular meetings of the senior management team. He or she promotes the goals and values of the organisation in all interactions with other staff, the Board, the organisation’s members, clients and external stakeholders. As a member of the senior management team, the Corporate Services Manager provides leadership that aligns with the organisation’s code of conduct and policies as mandated by the Board.

KEY RESPONSIBILITIES

Alice Springs Office

  • Manage the organisation’s Alice Springs offices and supervise staff including the Finance Manager, Receptionist, Administrative Assistant, Statistics Officer, Purchasing Analyst, Senior Bookkeeper, Personnel Coordinator and Payroll Officer
  • Work closely with the Health Services Manager to ensure that present and projected infrastructure requirements and tenancy arrangements for the efficient and effective operations of the Alice Springs based work teams are in place

Patient Travel and Support Services

  • Manage the Nganampa Health Council Hospital Liaison team
  • Manage the PATS program and ensure that PATS policies and processes are adhered to
  • Ensure that PATS program statistics are collected and reported monthly, and analysed quarterly and that regular reports are provided to the Board on the usage, costs and operations of the program
  • Liaise and negotiate on behalf of the Health Council with external stakeholders in relation to the PATS program, including the Aboriginal hostels, private accommodation providers, airline charter and bus companies
  • With the Health Services Manager and Executive Director, negotiate and implement affordable, effective and efficient systems for the transport of clients to and from the APY Lands and for the provision of client support services in Alice Springs
  • With the Health Services Manager and Executive Director, represent the Health Council in negotiations and planning with other stakeholders for the provision of suitable accommodation and other support services for clients residing temporarily or permanently in Alice Springs for health related reasons
  • Maintain relationships with our providers of transportation and accommodation services

Insurances

  • Ensure that the organisation has all necessary insurances current
  • Manage the organisation’s insurance policies and ensure all policy requirements are complied with

Communications and Information Management

  • Attend meetings of the Nganampa Health Council Information Technology Committee and provide support to the work of the Committee as required
  • In conjunction with the Health Services Manager, manage the Information Technology resources in the Alice Springs office
  • Manage the backups of data in the Alice Springs and Sadadeen office

Financial Systems and Financial Management

  • Take overall responsibility for the organisation’s financial systems and processes
  • Supervise the Finance Manager
  • Manage the annual budgeting process
  • Chair the Nganampa Health Council Finance Committee
  • Provide quarterly financial performance reports and other reports as required to the Board
  • Provide advice on financial and corporate services related matters to the Health Services Manager, Executive Director and Board as required including the provision of high level strategic advice
  • Act as a signatory on all bank accounts
  • Provide back up to the Finance Manager when that person is absent
  • With the Finance Manager, undertake monthly audits of payroll and accounts payable processes
  • Manage the annual external audit process
  • Supervise the maintenance of the assets register
  • Provide advice in the development of funding submissions

Human Resources

  • Obtain a detailed understanding of Nganampa Health Council’s human resources systems and the Awards and Agreements that bind the organisation
  • Supervise the Personnel Coordinator
  • In conjunction with the Health Services Manager and Executive Director, represent the organisation in Enterprise Bargaining Agreement negotiations

Purchasing

  • Supervise the Purchasing Analyst
  • Act as a signatory for pharmaceutical ordering

Risk Management

  • In conjunction with the Health Services Manager and Executive Director, ensure that the organisation has in place, and regularly reviews and updates, comprehensive risk management strategies in relation to the management of its financial resources, corporate services and assets

Occupational Health Safety and Welfare

  • Promote a culture, within the Alice Springs offices, of occupational health safety and welfare and an understanding of and adherence to the organisation’s OHS&W policies and protocols amongst Alice Springs based staff
  • Ensure that each of the Alice Springs offices has a nominated OHS&W representative
  • Attend and contribute to the quarterly meetings of the organisation’s OHS&W Committee

Other

  • Attend and contribute to regular meetings of the senior management team
  • Contribute as required to maintenance of AGPAL accreditation status and to the reaccreditation process
  • Contribute, through example and through project planning and implementation processes, to an organisational culture that promotes the pursuit of excellence, continuous quality improvement, collaborative and inclusive ways of working, respect for Anangu culture, and hard work
  • Be a member of the Asset Management Committee

SPECIAL CONDITIONS

  • The position is offered initially on a two-year contract basis.
  • An initial four month probationary term applies.
  • An annual Performance Appraisal will be undertaken with the Health Services Manager.
  • Occasional visits by 4WD vehicle or light aircraft to the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands will be undertaken.
  • Occasional travel to Adelaide, or other interstate or Northern Territory destinations will be required.
  • Considerable additional work hours are required from time to time. Time off in lieu within set guidelines may be negotiated. There are no paid overtime provisions applicable to this position.
  • Appointment will be conditional upon a satisfactory police check.
  • The appointee will be required to sign a confidentiality agreement and agree to abide by the organisation’s code of conduct and policies as mandated by the Board.

SELECTION CRITERIA

ESSENTIAL

Education

  • Tertiary level qualification in accounting/commerce/economics

Experience

  • Previous Financial Management experience and experience in managing accounting systems in an equivalent organisational setting
  • Previous experience supervising, mentoring and training staff and taking an effective leadership role at a senior level in an equivalent organisational setting
  • Contract negotiation and contract management experience
  • Preparation of high quality and timely financial and other reports and submissions
  • Extensive familiarity with relevant accounting and other software packages
  • Extensive experience in program planning, implementation, monitoring and evaluation in the human services

Personal Skills

  • Interest in, and suitability for, employment in an Aboriginal community controlled organisation
  • Ability to communicate effectively and work collaboratively in a multi-disciplinary, cross cultural and complex organisational setting
  • Ability to liaise effectively and professionally with external funding and other stakeholders
  • Ability to be well organised, accurate, flexible, work under pressure and to meet reporting and other deadlines
  • High level negotiation, problem solving and dispute resolution skills
  • High level computer literacy
  • High level data management, reporting and presentation skills

DESIRABLE

  • Previous experience working with Aboriginal people or in a cross cultural setting
  • Previous experience working in the health care industry
  • CPA/CA status

TERMS AND CONDITIONS OF EMPLOYMENT

  • Conditions of Employment will be as per the Aboriginal Community Controlled Health Services Award 2010. As the overall package of terms and conditions significantly exceeds the Award provisions, the appointee will be required to sign an Individual Flexibility Agreement (IFA).
  • Remuneration will be negotiable and will reflect the seniority of the position.
  • For an appointee recruited from outside of Alice Springs, the salary package will incorporate a rental subsidy.
  • A fully maintained vehicle for home garaging will be provided.
  • 9% employer superannuation contribution.
  • Salary packaging provisions apply
  • Six weeks annual leave.
  • Two weeks of paid study leave by negotiation. The Health Council places a high premium on professional development and the appointee will be expected to identify ongoing professional and career development goals.
