The second newsletter is ready. Many member organisations have send us information on their activities and have contributed to this second newsletter. We thank them all cordially and are happy that the newsletter is on the right track.

The ILS Interim Secretariat has prepared and dispatched the "notice of meeting" (summons) containing the last drafts of the ILS Constitution and Bye Laws, the draft agenda's of the meetings, the election procedures, the call for nominations for functions in ILS and all neccessary information concerning the "rescue 94" meetings which will be held in Cardiff and Newquay in September 1994. If you have not yet received this package, please inform our Interim Secretary General so that appropriate measures can be taken.

We repeat that since ILS-News is your Newsletter, all short articles (maximum 1 page) are most welcome and must be sent to the ILS Secretariat (address see above).

FIS Board of Directors meeting

The Members of the Board of Directors convened from 14 to 16 January 1994 in Nice, France. The meeting was masterly organised by Dr. Jean DUCOEUR MD and his charming wife. The meeting was focussed on the preparation of the final fusion meeting, to be held in Wales in September, 1994.

International Training course - 1994

The Bulgarian Red Cross - Water Life Saving Service - will organise in its Lifesaving School in Sozopol (near Burgas at the Black Sea) three International Courses :

1.Training Course for Instructors (participation costs : 560 DM - maximum 20 people).

2.Scuba Diving Training Course (650 DM - max: 15).

3.Training Course for Rescue Boat Drivers (650 DM - max : 15).

The courses will take place from 8 to 22 September, 1994.

Participants must register not later than 1 April, 1994 to the Bulgarian Red Cross.

ILS General Assembly

The Surf Life Saving Association of Great Britain (SLSA-GB) has been entrusted by the Fédération Internationale de Sauvetage Aquatique (FIS), the World Life Saving (WLS) and the interim International Life Saving Federation (ILS) with the organisation of the "creation ILS General Assembly". This meeting will take place from 1 to 6 September 1994 in Cardiff (United Kingdom) during the activities of "Rescue94".

At this Assembly FIS and WLS will officially disband to fuse into ILS. The ratification of the ILS Constitution and Bye-Laws, the setting up of the future structures and working procedures of the new body and the elections of its authorities will be the main subject of the General Assembly.

The notice of meeting (summons) was send to all organisations in February 1994, together with the draft agenda's of the meetings and the official call for nominations for the positions of President, Secretary General, Board Directors, Commissions Chairman, Commissions Secretary, Commission Members and Financial Examiners of ILS.

The limit date for the receipt of nominations is fixed on 1 May 1994.

If you have not received this mail, please contact us. All efforts should be done to be present at this important gathering, which will be a milestone in the history of Lifesaving Worldwide.

South Africa

At the 1993 annual General Meeting held in October, Mr Mike MORTIMER was elected new President of the South African Life Saving Association (SALSA). ILS congratulates Mike and wishes to thank former President Alan ROSS for a job well done. Alan will continue to lead World Life Saving till September 1994.

France

Dr. Jean DUCOEUR (MD) was elected President of the "Fédération Française de Sauvetage et de Secourisme" in December 1993. Health reasons forced the former President, Léon BAUDRIN to retire from his functions. ILS herewith would like to thank Léon for his dedication to the ideals of lifesaving in France and Worldwide. We all will remember the several marvellous championships organised by Léon in his city Beuvry, in the North of France.

Macau

The "Associacao de Salvamento de Vidas de Macau" (Macau Life Saving Association) is candidate to become Full Member of ILS and will attend the forthcoming "rescue 94" in Cardiff.

The Seychelles Life Saving Association has spent six weeks in Durban and the members were trained by the South African Life Saving Association. We can expect that they will join WLS soon and consequently ILS.

The National Council meeting of the Royal Life Saving Society of India was held on 2 January, 1994 at Calcutta. The new Council formed for the next five years is :

The International Life Saving Federation congratulates the elected Board Members and whishes them a fruitfull future collaboration.

The RLSSI rendered their service during the National Holly Bath festival in the bay of Bengal, i.e; "Ganga Sagar Mella" where about one million pillgrims came from all over the country to have their holly deep in the sea on 13 and 14 January, 1994. One hundred fifty volunteer lifeguards were on duty under the leadership of Rabin BHATTACHARYA from 7 to 16 January, 1994.

Canada

The Royal Life Saving Society of Canada is asking urgently the statistics of drowning deaths from each of the Member Countries. Please provide this information as soon as possible to the RLSSC using telefax (613) 746.99.29.

Thailand

The Interim Secretary General had personnal contacts with the "Thai Amateur Swimming Association", which is also responsible for Lifesaving. We have good hope in welcoming Thailand in the ILS family. The TASA can be contacted as follows :

Malaysia

The Interim Secretary General had personnal contacts with representatives of the Life Saving Society of Malaysia. We hope that they will join the ILS family.

Brazil

The ILS Secretariat received a very interesting letter of the Near Drowning Recuperation Center of the Intensive Care Unit of the Miguel Couto Hospital of Rio de Janeiro - Brazil. The NDRC was created 27 years ago and is a part of a medical team belonging to the Life Saving Corporation of Brazil and which takes care of the security, prevention and rescue along the Rio de Janeiro beaches. 800 lifeguards. The life saving teams are composed of lifeguards, who works in pairs, stationed at life-saving towers, situated at intervals of 500 m between posts, equiped with radio's and supported by boats and jet ski's, besides a transport system composed of ambulances and helicopters which permit the removal of the drowned to a Recuperation Centre.

ILS hopes through this way that the Brazilian Life Saving Association could join our international family.

Liberia

The International Institute of Risk and Safety Management asks to any of the ILS Members to be supplied with 100 pieces of floating jackets (life jackets) and other life saving material to be used by rescuers in pools and at beaches. They also send an SOS throughout ILS for a second hand 4-Wheel drive twin pickup to be used for both rescue and training purposes.

Belgium

A mission of 28 people will travel from 2 to 17 April to South-Africa for bilateral competitions. The trip will go from Johannesburg over Durban, Port-Elisabeth and Pretoria. It will be the first time that the Belgian team will participate in surf competitions abroad. A good training for "rescue 94".

What is the difference between Belgium and the USA ? The USA have Bill Clinton, Stevie Wonder, Bob Hope and Johnny Cash. Belgium has Jean-Luc Dehaene, no Wonder, no Hope and no Cash.

Singapore

The Singapore Life Saving Society has requested more details on ILS membership application. All necessary information was send to the SLSS. ILS hopes to welcome the SLSS in its family soon.

Sweden

The new fax number (private) of Bertil Werner, President of the Swedish Lifesaving Society and Juridical Advisor of ILS is (46-8) 753.03.09.

Australia - Royal Life Saving Society

The RLSS-Australia has celebrated its 100 years existance from 11 to 28 January, 1994. The Celebrations - which took place in different cities - was a big succes. The Centenary Celebrations started in Hobart (Tasmania) with the Australian National Pool Competitions, followed in Melbourne (Victoria) by the Asia Pacific Life Saving Council Championships and Conferences. In Canberra (Australian Capital Territory) a Lifesaving Centenary Carnival was organised and last but not least a International Water Safety Conference was organised in Sydney (New South Wales). The RLSS Australia is to be congratulated for its first 100 years and for the outstanding and successful organisation of all the events.

Water safety is a shared responsibility

ILS : the Worldwide movement against drowning is anxious to count as many members as possible. One of the main aims of ILS is the fight against drowning, and this has no fronteers. Kevin Weldon, ILS interim President is asking to all actual member countries and to all lifesaving friends to send to the interim Secretary General the addresses of known lifesaving federations, which are not yet in contact with ILS.

Look for a new member of ILS, contact your neighbour country.

How to become member of ILS ?

An association willing to become member is invited to send the following to the Interim Secretary General :

1.A letter with an official request to become member and with the specification of the membership category (Full, Associate or Corresponding).

2.The official name of the association, with full address, telephone and telefax numbers.

3.The name address (+ tel + fax) of the President, Chairman, Secretary General and Board Members.

4.A copy of the statutes (constitution) and of the Bye-Laws (Regulation of Procedures) of the association.

5.A brief description of the association and a short historical overview.

6.A good copy of the logo (in black and white and in colours).

The requests will be studied by the ILS Board of Directors and approved by the ILS General Assembly in September, 1994.
