Yearly Non-Firm Service
As of May 1, 2005, Western Area Power Administration, Rocky Mountain Region, will accept requests for long term non-firm service on its Loveland Area Project transmission (LAPT) system (see OASIS map). Western, Rocky Mountain Region will be offering 3 separate sub-class for this service: Yearly Non-Firm Full-Period, Yearly Non-Firm On-Peak, and Yearly Non-Firm Off-Peak. The following business practice is applicable to this service:
· Application Fee: The application fee will be identical to Yearly Point-to-Point Firm Service ($3,500).
· Deposit: None
· Timing: Transmission Requests Timing and Provider’s Response Time will be identical to Yearly Point-to-Point Firm Service.
· Transmission Rate:
Yearly Non-Firm Full-Period: $33.48/ kW-year
Yearly Non-Firm On-Peak: $18.77/ kW-year
Yearly Non-Firm Off-Peak: $14.71/kW-year
· Resale: None
· Redirect: None
· Renewal or Roll-over: None
· Applicable Ancillary Services: Losses, VAR Support, Unauthorized Transmission Use
· Curtailment Priority: Above all Non-Firm Services with less duration and below all Firm Services
· Refund: Transmission customer will be credited for all planned and forced outages resulting in curtailment of the customer’s schedule.
· Option to Convert to Conditional Firm or Firm Point-to-Point Transmission Service: If and as new or existing transmission services or capacity becomes available from a given Point of Receipt to a given Point of Delivery, customers taking Yearly Non-Firm Full-Period service (or an equivalent full-period combination of Yearly Non-Firm On-Peak and Yearly Non-Firm Off-Peak services) from the same POR to the same POD will be given the priority option of converting this service to either Conditional Firm, when it becomes available; or Long-Term Firm Transmission Service. Such option will be offered at no discount from the currently effective Conditional or Long-Term Firm Transmission Service rate. The term of the Conditional or Long-Term Firm Transmission Service agreement shall equal the remaining term of the Yearly Non-Firm transmission service to be converted.
