NYSWMA Meeting Minutes

8-11-07

The August meeting of the NYSWMA was held 8-11-07 at the Ling Ling restaurant in North Syracuse. Attending were Bob Meakin, President, Greg Spiess, Treasurer, Dale Stockton, Director and Newsletter Editor, Cody Baciuska, Director and Berton Mead, Secretary.

Greg Spiess, treasurer, reported on the status of the treasury. Motion to accept by Dale Stockton, with second by Cody Baciuska. Passed.

The minutes of the June meeting as printed in the Newsletter were approved.

Seminar. The topics and speakers for the seminar should be finalized soon. We will take a ¼ page ad in the WCT for two issues to promote the seminar.

Liability insurance for the seminar would cost $600-$700 dollars. Its need must be evaluated and a decision whether to purchase it.

There was discussion on how to get better attendance at the NYSWMA meetings. The recent attendance has been poor consisting of officers and a small number of directors. The recent meetings have been held in Syracuse because it is most central to the officers and directors. Possible changes are to move to quarterly meetings, to move meeting locations around the state, or some other.

Quarterly meetings were discussed at some length without any action taken. Arguments for are that fewer meetings would minimize member’s travel and time taken from their business. Argument against is the need for close coordination for activities such as the seminar, which needs close coordination and follow-up if it is to be successful. In the absence of monthly meetings there would need to be active committee meetings, probably consisting of the same people who have been attending the monthly meetings. We welcome member suggestions for possible changes for next year’s program.

There was discussion of the NWCOA New York State chapter and the need to investigate the possible interaction and/or conflicts with the NYSWMA.

A motion was made by Dale Stockton and seconded by Cody Baciuska to have a booth at the NYSTA convention next year, Passed.

It was announced that there will be a directors meeting the night before the seminar on Feb 29th. to discuss and resolve organization issues.

The laptop computer purchased for the NYSWMA was given to Greg Spiess.

The meeting was adjourned at 3 PM.

Breaking news;

Bills have been introduced in both houses to allow the use of cable restraints. The house bill was introduced by Ginny Fields of Suffolk County but I don’t have the Senate information yet.

BILL NUMBER:A9258

TITLE OF BILL: An act to amend the environmental conservation law, in

relation to allowing live restraint cable devices for the trapping of

animals

PURPOSE OR GENERAL IDEA OF BILL: Allows live restraint cable devices

for trapping animals.

SUMMARY OF SPECIFIC PROVISIONS: Subdivision 5 of section 11-1101- of the environmental conservation law is amended to add: "except live restraint cable devices approved as best management practices by the association of fish and wildlife agencies, may be used to capture wild-life pursuant to regulations adopted by the department."

JUSTIFICATION: These non-lethal cable restraints are one of the most efficient, selective and humane tools available to trappers. They would be especially helpful in dealing with problem coyotes and raccoons near homes and farms. Research and experience in other states show that non-lethal cable restraints are highly effective and selective for these species.

We need to get behind these bills guys; it appears they have a good chance of being passed this year. I will keep you informed as I get progress reports. Dale.
