1.Introduction

This RFP is issued by KBZ Bank Ltd to obtain information about a solution that contains the following: Highly available SLA backed IP VPN Network and dedicated internet connections for all KBZ Bank branches and ATMs spread across all 15 states of Myanmar. Vendors are expected to provide proposals in response to this RFP no later than 16th Oct 2017 4:30 p.m. MST. (see section 5.1.6 for full schedule). Questions about this RFP or the process for responding to it may be directed to only.

2.ExecutiveSummary

KBZ Bank is the leading commercial Bank licensed to operate in the country of Myanmar and the bank with the largest network in the country with 400+ branches and 900+ ATMs all over Myanmar. KBZ Bank always prefers quality to quantity of products & services issued. KBZ Bank has strong brand equity in its core customer segments affiliation with MPU, VISA, MasterCard, UPI and JCB as part of its portfolio.

KBZ Bank intends to select a supplier/vendor cum maintenance and service provider for IP VPN network infrastructure where private routes packets traverse over the public networkwith strong security and powerful encryption that protects all connections and also for reliable internet connectivity with minimum two international gateways. The vendor provided solution must have high quality performance, secure, reliable and robust IP VPN solution together with 24/7 technical assistant services.

3.Overview

3.1PurposeofRFP

This purpose of RFP is to select vendors to provide IP VPN, Internet connectivity and technical support of VPN network and Internet. It is interested to engage reputed Bidders for providing COMPLETE MANAGED CPE TO CPE, MPLS IP VPN and Internet services at all branches/ offices and ATMs. This RFP does not claim to contain all the information each bidder may require. Each bidder can raise questions and request for more information in the attached format, the answers to questions will be sent to all interested bidders, for last date of submitting questions, refer to Proposed Schedule part of section Administrative Requirements

3.2OverviewofKBZBankCo.Ltd.Objectives

KBZ Bank Ltd provides its services through a network of branches/offices and ATMs located across Myanmar and certain international representative offices. KBZ Bank Ltd is planning a comprehensive upgrade to the network infrastructure and expansion to approximately 400+ branches and 900+ATMs.Due to the availability of WAN connectivity all over the country, it is expected that the vendor will provide the reliable SLA backed solution. Branch location will be shared with all parties who reply with intent to participate in the RFP process and sign the NDA.

3.3Overviewoforganization(s)affectedbythesolution,includingtheirgoals

The goal of this proposal is to provide constant access to centrally located information at the corporate DC and DR, satisfactory experience for enterprise applications, VoIP and teleconferencing, and the mandate to traverse over highly secure channel without degrading service availability, integrity, confidentiality and performance.

3.4CurrentEnvironment

KBZ Bank Ltd has centralized setup with DC &DR sites. All enterprise applications are hosted at Data Centre, Yangon area for now are accessed by all branches/offices over ADSL, E1 Fiber, Metro Internet, MPLS, Wireless Backhaul and C-Band satellite connectivity.

The above diagram highlights presence of KBZ Network in all 15 regions (7 States and 7 Divisions and 1 Union Territory) of Myanmar.

  1. Local Area Network

KBZ Bank Ltd office LAN is based on integrate service routers, Layer2/3 switches both of managed and unmanaged. Mostly those are Cisco networking equipment and variety of vendors and different models as well.

  1. Applications / Internet / Intranet

KBZ Bank Ltd has Enterprise level applications hosting spread over DC/DR site. KBZ Bank Ltd has internet bandwidth from different types of services from different service providers. Mainly used for Internet browsing and other web based services.KBZ Bank Ltd has implemented web caching at some branches/offices. KBZ Bank Ltd has hosted multiple bunches of servers in DC/DR site. Bank’s internal LAN comprises of around 7,000 computers and growing at the rate 150 additional desktop units per month.

The IP VPN services include network designing, providing all related network hardware on lease for connectivity, last mile, bandwidth, installation, configuration, hardening, maintenance support, integration with LAN/WAN, proactive monitoring and reporting, change management, migration, training etc., with SLA binding the Bidder to uptime and application/service quality commitments.

3.7Vendor’sExistingRelationships

Please list any existing relationships your company already has with KBZ Group, and describe the nature of those relationships. If you do have existing relationships, you may alert them that you are responding to this RFP. Nothing in this RFP precludes your pursuit of existing opportunities or undermines your existing relationships.

3.8ScopeSystemCapabilities

Vendors are expected to provide the following capabilities:

1) Selected vendor will provide a turn-key solution.

2) Selected vendor will have proven deliveries in the same area of expertise.

3) Selected vendor will need to provide project structure with dedicated named resources (to be included in the bid).

4) Selected vendor must provide detail step by step upgrading and migration process to meet customer requirements of rolling out 10-15 branches per month.

5) Selected vendor to provide multiple CoS for real time traffic/ non-real time traffic /business traffic.

6) Selected vendor to undertake maintenance of MPLS IP VPN routers at all branches/offices of KBZ Bank Ltd.

7) Selected vendor have the ability to provide all items provided in the solution. Vendor will be a recognized and certified reseller of the solution proposed and have certified staff (or access to certified personnel through the core manufacturer)

10) Selected vendor to upgrade bandwidth from the initial contracted value to higher/lower

value based on operational requirements.

11) Selected vendor to shift the equipment and provide MPLS connectivity at new location, in case of shifting of existing premises at any of the present or future KBZ Bank Ltd location as per contracted rate.

12) Selected vendor to execute activities related to network performance tuning so that KBZ Bank Ltd network is free from performance issues and its equipment & structure is IPv6 ready.

13) It may also be noted that all the activities in the IT operations are subject to audit /inspection by Security Auditors. Selected Bidder must take same into consideration while delivering the desired services.

3.9ProposalEvaluation

Following bid submission, KBZ Bank Ltd will evaluate each proposal and select a slate of candidates for final consideration.

The initial evaluation will be based solely on vendors’ proposals and will include, but not necessarily be limited to, the following criteria:

  • Alignment with the Critical Success Factors listed below
  • Quality, usability, stability, and flexibility of proposed vendor product(s)
  • Demonstrated ability of the vendor to deliver a solution which meets the business requirements within the desired architectural framework
  • Depth of experience on similar projects, particularly those involving large, complex and selective research institutions with
  • Qualifications of project personnel, if applicable
  • Costs for the full life-cycle of the solution, both for implementation and for post-implementation support
  • Selected vendor PoPs should have redundancy at all levels, Power, Cooling, Network, Infrastructure etc. A list of such MPLS PoPs with detailed address shall be submitted to KBZ Bank Ltd. (may be verified by Bank official).
  • The vendor shall have at least 2 International Internet Gateways.
  • Consistency of the vendor’s long-term vision with KBZ Group long-term vision, including the vendor’s long-term technical roadmap

KBZ Bank Ltd reserves the right to reject any or all proposals if none are found to be sufficient.

3.10 Critical Success Factors

The vendor must acquaint himself with the local conditions and factors, which may have any effect on the performance of the contract and/or the cost.KBZ Bank Ltd may, if deemed necessary, conduct verification of reference installation to satisfy themselves on the performance of the equipment/ services offered with reference to their requirements.

Online Customer Service portal have functionality of raising online ticket for complaints related to MPLS services provided at all KBZ Bank office locations.To meet KBZ Bank Ltd’s requirements, as spelt out in the RFP, the selected Bidder must have the requisite experience in providing services in the field of Information and Communication Technology, the technical know-how, and the financial wherewithal that would be required to successfully set-up the required infrastructure and provide the services sought by KBZ Bank Ltd, for the entire period of the contract.

Time and quality of the services are the essence of this agreement. The vendor must strictly adhere to the delivery schedule of all the links at all branches/offices. Failure to do so will be considered as breach of the terms and conditions of the contract.

1.1Terminology/Glossary

Class Of Service (CoS)” means the standard of service which determines different prioritization of

VPN traffic on the Vendor backbone and hence determines packet delivery guarantee, latency

guarantee and jitter guarantee. The different class of services can be Business, Premium Non Real Time (NRT) and Premium Real Time (RT). If the Service is not allocated a CoS then it shall be Business.

“CPE”, means any router (including cables, connectors and software) supplied by service provider as part of the MPLS IP VPN Service and installed at Locations. This also includes any other hardware installed for connectivity purpose.

“Jitter”, means the inter packet delay variation between CPE to CPE. Jitter is expressed in milliseconds(“ms”).

Normal Business Hours”, or “KBZ” means KBZ Bank Ltd normal business hours, which are generally from 9:00 A.M. to 9:00 P.M., unless otherwise specified in the Agreement.

“Outage”, means the non-availability of the MPLS IP-VPN Service at a Location, which prevents KBZ Bank Ltd location from sending or receiving data using the MPLS IP-VPN Service.

“PLR” or “Packet Loss Ratio” means the ratio between the number of IP packets sent by source router and the number of packets actually received by the destination router. The Packet Loss Ratio is expressed as a percentage.

“LATENCY” means the elapsed time taken for the two-way transmission of a packet between two CPE routers. The LATENCY is expressed in milliseconds.

Site Availability”, means the virtual communication link availability, expressed as a percentage,

between a Location and a PE Router to which the CPE Router is connected, including Access Circuit and the part of service provider Network that provides connectivity for the Location.

Scheduled Maintenance”, means maintenance scheduled by service provider to occur during low

Network traffic basically after office hours to implement generic changes to, or generic version updatesof, the Network.

“SLA”, means this service level agreement for the MPLS IP-VPN Service & Network Performance

4.ProposalRequirements

4.1RFPCompletionInstructions

The vendor will cover the term required for completing to successfully deliver all identified requirements to successfully complete the project. The KBZ Bank may cancel the project at any time if established performance criteria are not met or for any other reason that the KBZ Bank deems appropriate. Vendors are requested to supply complete and accurate information and submit fixed price proposals to provide the equipment and supplies that is determined to best meet our needs.

No binding legal relationship will exist between any of the Respondents and KBZ Bank Ltd until execution of a contractual agreement. The RFP document will not form part of any contract or arrangement, which may result from the issue of this document or any investigation or review, carried out by a Recipient.

KBZ Bank Ltd may seek additional information or material from any Respondents after the RFP closes and all such information and material provided must be taken to form part of that Respondent’s response.

Respondents should provide details of their contact person, telephone, fax, email and full address(s) to ensure that replies to RFP could be conveyed promptly.

4.1.1 Vendor Information

Potential vendor should be included: a) a corporate profile, b) a list of the company’s management team, c) a list of other clients outside KBZ, d) other partnerships that may be of interest to KBZ, and e) any references or other Due Diligence items. A vendor questionnaire is included as Appendix A.

4.1.2 Executive Summary of Proposal

Rapid growth of corporate branch office as a major center of business activity presents big challenges to support all employees work in remote sites, and effective collaboration has become challenging. The users and customers in branch offices demand consistent application and end-user experiences, independent of geography and the size of the organization along with the secure data transmissions. They also require service integrity and consistency on par with that at headquarters.

As a result, branch offices face two challenges present days:

●Embrace technology and deliver a transparent secure and collaborative experience to employees, customers, and partners in the branch office

●Achieve the first objective while focusing on the cost aspects;

To meet these business demands, vendor needs to provide a better scalable and manageable solutions to establish secure private channel between DC/DR sites and remote branches/offices. KBZ Bank Ltd would require an infrastructure that supports:

●A robust network equipment capable of delivering real-time collaboration experiences to any device and employee in the branch office

●Security for devices both on the local network and across on-premises cloud services

●Sustainability and reduced energy costs for efficient and cost-effective business operations

●Optimized application performance for rich-media applications in the branch office

●Compliance with current and future government and industry regulatory requirements

4.1.3 Functional Requirements

Vendors must complete the Functional Requirements Questionnaire with detailed information about how their proposed solution aligns with KBZ Bank Ltd’s functional requirements for this system.

Functional requirement includes network designing, providing network hardware on lease, last mile, bandwidth, installation, configuration, hardening, maintenance support, integration with LAN/WAN, proactive monitoring and reporting, fault update through SMS and Email alert, change management, training etc., with SLA binding the service provider to uptime and application/service quality commitments. Vendor to provide a complete portal for proactive monitoring of sites, health check up and report generation.

4.1.4 Security and Privacy Requirements

This program is deemed as confidential for the organization, critical information will be shared with the vendors that could potentially damage the organization. Utmost confidentiality is requested from all vendors.

4.1.5 Technical Requirements

Vendors must answer all questions included in the Technical Requirements Questionnaire.

DC Network (Category A)

Bandwidth :

  • Initial bandwidth of 100 Mbps or minimum 50 % for the total sites of bandwidth, it has to be able to expand at bank’s increasing requirements on demand and expandable to 1,000 Mbps or beyond at DC and DR sites on a going-forward basis.

Last Mile :

  • Last mile on Fiber in Ring architecture backed up by FIBER/ wireless/Microwave/VSAT.
  • Primary and backup links to be extended from two different Point of Presence (PoP)’s to ensure PoP level redundancy.
  • To support Multiple CoS for real time and non-real time traffic.
  • Last mile to support bandwidth of at least 100Mbps or more as per need.

Integration

  • Integration of WAN with LAN at DC
  • End-to-End QoS applicable international route to Cloud Hosting Service e.g AWS, Azure

Uptime

  • 99.99% is the desired with link level, hardware level and Pop level redundancy. However, if you are not able to meet the same mention your current SLA and credit structure along with future plan to meet 99.99% (Projected Timelines) this can also be different for different regions

DR Network (Category B)

Bandwidth :

•Initial bandwidth of 100 Mbps or minimum 50 % for the total sites of bandwidth, it has to be able to expand at bank’s increasing requirements on demand and expandable to 1,000 Mbps or beyond at DC and DR sites on a going-forward basis.

Last Mile :

  • Last mile on Fiber in Ring architecture backed up by FIBER or other acceptable circuit.
  • Primary and backup links to be extended from two different Point of Presence (PoP)’s to ensure PoP level redundancy.
  • To support Multiple CoS for real time and non-real time traffic.
  • Last mile to support bandwidth of at least 16Mbps
