2. Project Title: Upper Sulphur Creek Restoration Project
3. Project Purpose – Problem: (problem being addressed) The Upper Sulphur Creek project site is a 1.7-mile long stream
corridor that receives urban runoff drainage from a 3-square mile subwatershed within the City of Laguna Niguel in the coastal
hills of southern Orange County. The creek runs in an artificially narrowed course, including some sections flowing through
concrete ditches, parallel to a major arterial roadway called Crown Valley Parkway. Sulphur Creek is the largest ributary to
Aliso Creek, which is 303(d) listed for impairment due to elevated bacterial indicators, wet-weather toxicity, and phosphates.
4. Project Goals: The creek is designated for beneficial use for warmwater aquatic habitat, wildlife habitat, and non-contact
recreation. The general goal of the project is to restore more natural conditions supportive of habitat and water quality functions.
a.  Short-term Goals: The construction goals are 1) to replace sections of concrete v-ditch with vegetated soft-bottom

Channel where feasible; 2) to remove weedy exotic plants; 3) to reduce the area of water-thirsty ornamental vegetation; and

4) to re-plant with native vegetation.
b.  Long-term Goals: Long-term goals resulting from the construction are 1) to increase the area of warmwater

Aquatic habitat and enhance the quality of surrounding wildlife habitat; 2) to improve the natural bacteria-removing functions

Of the stream; 3) to increase attenuation of low flows; and 4) to reduce water and fertilizer consumption by reducing area of
Ornamental landscape.
