Applications are invited from qualified clinicians of any discipline with an interest in service development and with experience and interest in clinical management and leadership. This exciting opportunity sees an integral role and significant contribution to the development of the national surgical service for all cleft lip and palate patients across Scotland. There are currently 4 Consultant surgical posts across Scotland providing a wide and varied range of surgical skills to the benefit of the patient population.

The post holder will work closely with Members of the Project Management Board and all members of the specialist Multi-Disciplinary Team involved in delivering the National Surgical Cleft Lip and Palate Service and all clinicians involved in delivering Cleft care across Scotland. There will be a close working relationship with the lead clinician for the Cleft lip and Palate National Managed Clinical Network (NMCN) and relevant clinical groups involved in developing Cleft care across the UK.

The main function of the position is to provide the clinical leadership and direction that ultimately provides for the highest quality standards of care in keeping with national benchmarking and standards. A full job description is attached

JOB SPECIFICATION

1. Job Title:Lead Clinician, National Surgical Cleft Lip and Palate Service,

2. Responsible to:

2.1 Clinically

The Lead Clinician will relate to the Medical Director of NSD (National Services Division of NSS) for leadership support as well as continuing to benefit from their existing clinical management support in their NHS Board of employment

2.2Managerially

The Chair of Project Management Board will be the managerial lead for strategic direction. The National Surgical Cleft Lip and Palate Service manager will offer operational support.

3. Key Relationships

Members of the Project Management Board; all members of the specialist Multi-Disciplinary Team involved in delivering the National Surgical Cleft Lip and Palate Service; all clinicians involved in delivering Cleft care across Scotland; the lead clinician for the Cleft lip and Palate National Managed Clinical Network (NMCN); and relevant clinical groups involved in developing Cleft care across the UK, with particular reference to the CDG (Cleft Development Group) and the NHS England CRG (Clinical Reference Group).

4. Job Purpose

  1. To provide clinical leadership within the National Surgical Cleft Lip and Palate Service, and clinical support and advice regarding all cleft services across Scotland.
  2. To support continuity of delivery of high quality clinical services.
  3. To promote effective communication between the clinical staff in the service and service management in relation to the provision of the National Surgical Cleft Lip and Palate Service
  4. To promote participation in audit, quality and governance initiatives within Cleft services in NHS Scotland as advised by national (UK) benchmarking and agreed by the Cleft lip and palate NMCN.
  5. In conjunction with the Project Management Board lead strategic development of Cleft services in Scotland and engender further improvement in service provision.

5. Duration of appointment:

3 years in the first instance but subject to annual review of performance by Medical Director NSD and Chair of Project Management Board.

6. Scope of responsibilities:

  • The Lead Clinician will be responsible for providing: clinical leadership within the National Surgical Cleft Lip and Palate Service
  • assurance to the Project Management Board that the National Surgical Cleft Lip and Palate Service is providing safe and effective care at all locations where services, specialist assessment, surgical care and follow-up, are provided.
  • support to the Clinical team providing care to manage identified concerns, and escalating issues to the host NHS Board and the Project Management Board where assurance of resolution cannot be given

7. Appointment:

  • The Lead Clinician will be appointed by the Project Management Board; on basis of this role being incorporated into an existing job plan. The Lead Clinician will continue to be employed by their current NHS Board
  • The position will be advertised UK wide and is open to any clinician involved in delivery of the Cleft Lip and Palate Service
  • The time commitment is likely to be equivalent to one 4hr session /programmed activity per week, (if medical to be job planned as EPA or SPA as agreed with host NHS Board).

8. Responsibilities of the position

The Lead Clinician’s responsibilities will include:

  • Clinical Advisor to the Project Management Board in respect of the National Surgical Cleft Lip and Palate Service and other Cleft services in Scotland
  • Liaison with all professional disciplines involved in cleft care to ensure cleft surgical services are Patient centred, Safe and Effective.
  • Working with the NHS Boards to ensure adequate surgical cover for all national cleft services (IP and OP and day case), and with the relevant service managers to ensure the multidisciplinary team is staffed to provide the level of clinical support required for all activities..
  • Understanding of the resource and budgetary requirements related to the delivery of National Surgical Cleft Lip and Palate Service
  • Identify appropriate key quality and performance indicators for national cleft services.
  • Membership of relevant groups and other duties as agreed with the Project Management Board.

9. Qualifications and Experience

A clinician (any discipline) with an interest in service development with experience of clinical management / clinical leadership

10. Most Challenging Part of the Role

Promoting the development of a single National Surgical Cleft Lip and Palate Service provided on multiple clinical sites; supporting clinical colleagues to work consistently within an agreed care pathway.

11. Assignment and Review of work

Medical Director NSD and Chair of Project Management Board in collaboration with the service managers for the National Surgical Cleft Lip and Palate Service will agree objectives with the Lead Clinician.

TERMS AND CONDITIONS OF SERVICE

The conditions of service are those laid down and amended from time to time by the Hospital and Medical & Dental Whitley Council.

HOURS OF DUTY / Full Time 4.0 (1 session)
SUPERANNUATION / New entrants to NHS Greater Glasgow and Clyde who are aged sixteen but under seventy five will be enrolled automatically into membership of the NHS Pension Scheme. Should you choose to "opt out" arrangements can be made to do this via: www.sppa.gov.uk
REMOVAL EXPENSES / Assistance with removal and associated expenses may be given and would be discussed and agreed prior to appointment.
EXPENSES OF CANDIDATES FOR APPOINTMENT / Candidates who are requested to attend an interview will be given assistance with appropriate travelling expenses. Re-imbursement shall not normally be made to employees who withdraw their application or refuse an offer of appointment.
