National Philatelic Exhibition with International participation

„Filex Transsilvanica” the XXII edition

SPORT – TOURISM

1.  ORGANIZATION

1.1.  The National Philatelic Exhibition with International participation „Filex Transsilvanica” is held from 22 to 28 August 2016 according to the exhibition program approved this year by the Romanian Philatelic Federation.

1.2.  The exhibition is taking place under the patronage of the Romanian Philatelic Federation, the Municipality and the local Council of Bistrita.

1.3.  The exhibition benefits from the collaboration of:

-  The Municipal Cultural Center „George Coşbuc” Bistriţa

-  The County Center for Culture Bistriţa – Năsăud

-  The Commandatura of the 81st Mechanized Brigade „Gl Grigore Bălan” Bistriţa

-  The County Museum Bistriţa – Năsăud

1.4.  The exhibition is dedicated to the great 2016 sports event – the OLYMPIC GAMES from Rio de Janeiro.

1.5.  The exhibition`s thematic will be SPORT and TOURISM

1.6.  The Organizing Committee has it`s headquarters in Bistriţa, Dornei street, no. 21, postal code 420032, adress where all the correspondance will be sent. Alternatively, it will be used the email adress: .

2.  CONDITIONS OF PARTICIPATION:

2.1.  At the exhibition can participate members of the philatelic associations, clubs and groups affiliated to the central bodies of the countries from which exhibitors are coming.

2.2.  The participation in the exhibition will be required by standard application provided by the organizer. The application will MANDATORY use the visa of the exhibitor`s association and all headings filled in.

2.3.  The applications must be sent no later than the 15th of July 2016. Until the 20th of July 2016, it will be communicated by email the admission or not of the participation.

2.4.  The exhibits must reach the Organizing Committee no later than the 5th of August 2016, postal date. After this date, it will be no longer picked up from the post office.

2.5.  An exhibitor can participate with no more than 2 personal exhibits. For the litterature class there are no restrictions.

2.6.  On a panel it can be installed horizontally A4 or A3 format tabs. On a panel can be installed 12 A4 format tabs or combined with A3.

2.7.  We kindly ask you to instal the philatelic material on cardboard – not on paper! The sheets will be protected in transparent plastic and on the reverse side will be written the name and the surname, the panel number and the panel order number as A.B 1/12.

2.8.  For the external exhibitors who are not sending the exhibits through a delegate, we admit photocopies but only on CARDBOARD. Once the exhibition ended, these exhibits will remain in the organizer`s archives.

2.9.  For the exhibition, the exhibits will be sent on the exhibitor`s expense. Their return will be made in 30 days on the organizer`s expense.

3.  CLASSES OF PARTICIPATION:

3.1.  HORS CONCOURS class

It is reserved to the jury` members and their relatives and also at express request.

3.2.  Competition class

3.2.1.  Adults, allocation: 5 - 8 panel sides

3.2.2.  Youth (16-25 years old), 3 – 5 panel sides

3.2.3.  For the litterature class there are no restrictions

3.3.  Competion classes

They will include the following categories:

3.3.1.  – Postal history

3.3.2.  – Thematic philately

3.3.3.  – Maximaphily

3.3.4.  – Cartofilie

3.3.5.  – Open

3.3.6.  – Philatelic litterature

3.4.  Depending on the score obtained, there will be awarded the following prizes: diploma in rank of gold medal, vermeil large, vermeil, silver large, silver, silvered bronze, bronze, diploma of participation.

4.  THE JURY OF THE EXHIBITION

4.1.  The jury of the exhibition will be composed of 5 members and a secretary. In order to train the jury`s members, 1-2 p philatelist` students can assist.

4.2.  The jury` s decisions are taken by majority vote, the final decision belonging to the jury`s president. The jury`s decisions are final and cannot be challenged.

4.3.  The president of the jury will be submitted for approval of the Steering Committee by yhe Organizing Committee.

5.  FINAL PROVISIONS

5.1.  All materials edited for the exhibition will be given for free to the participants, organizers and sponsors. One exhibitor will only get a set of materials no matter the number of exhibits presented.

5.2.  The record and the exhibition opening will be communicated later on according to the local Administration events.

5.3.  On the 27th of August 2016 it will be organized a philatelic fare between 8 – 12 hours. The location will be announced later.

5.4.  Those seeking for accommodation at their own expense shall announce the Organizing Committee no later than the 10th of July 2016.

5.5.  The Organizing Committee reserves the right to bring changes to this regulation which will be communicated in due time to those interested.
